Strengthening Child Protection Initiatives | October 13, 2026 | Diamond Jubilee Hall

In line with its commitment to safeguarding the welfare and rights of children across the city, the Iloilo City Government successfully convened the BCPC Summit 2026 and officially launched Project Gabay.

This flagship initiative specifically targets 82 prioritized barangays with high recorded numbers of Children at Risk (CAR) and Children in Conflict with the Law (CICL). Project Gabay aims to significantly enhance the operational capacity of Barangay Councils for the Protection of Children (BCPCs) in implementing effective intervention protocols, proper case management, and community-based rehabilitation.

The event was highlighted by a strong show of support from key partner agencies, including the Commission on Human Rights (CHR), Department of Education (DepEd), Public Attorney's Office (PAO), Iloilo City Police Office (ICPO), Department of Social Welfare and Development (DSWD), and other local stakeholders, who formally signed their commitment to the initiative.

Through this unified inter-agency collaboration, Iloilo City continues to broaden its multi-sectoral strategy to build safer, highly responsive, and child-friendly communities.

2026 GALING POOK AWARDS FINALIST: Iloilo City | Iloilo City Action and Resilience (ICARe) Center: Decentralizing Risk Governance πŸš’πŸ›‘οΈ

In Iloilo City, emergency response was centralized and fragmented, with fire, police, and emergency responders operating from separate facilities often far from the most at-risk barangays, resulting in delayed mobilization and coordination gaps.

Through ICARe, the City established nine ICARe Centers across its seven districts, bringing frontline agencies together in district-level hubs that also serve as learning hubs where barangay leaders and communities build disaster preparedness skills.

According to the City, emergency response times have been reduced from 10–15 minutes to 5–8 minutes. Keep following us to learn if ICARe earns a spot among this year's Galing Pook awardees. πŸ₯‡

A total of 1,600 residents benefited from the Iloilo City Government’s Community Kitchen sa Plaza initiative, which provided free snacks at Molo Plaza and Jaro Plaza.

Spearheaded by the City Social Welfare and Development Office (CSWDO), the initiative served 575 plaza-goers at Molo Plaza on October 2 and 1,025 at Jaro Plaza on October 9.

Beyond providing food assistance during disasters, the program also highlights the vital role of Supplementary Feeding Workers in food preparation, nutrition, sanitation, and safe food handling to ensure that the food served to the community is safe and nutritious.

Mayor Raisa S. TreΓ±as said the Community Kitchen initiative was inspired by the challenges communities faced during the COVID-19 pandemic, when lockdown restrictions limited people’s mobility and access to basic needs.

β€œDuring the pandemic, it was difficult for us to move around the community because of the lockdown. That was when I thought of launching a Community Kitchen to help our residents. Eventually, this became a standard part of our disaster response during calamities,” the mayor said.

She added that the initiative will now become a regular activity, with the CSWDO conducting Community Kitchen activities every Friday at a designated plaza in the city.

β€œThis aims to bring accessible, nutritious, and community-based food assistance closer to the Ilonggos, strengthen our social welfare services, and promote programs that are people-centered, inclusive, and responsive to the needs of our communities,” Mayor TreΓ±as said.

PROJECT SAFER | DAY 2 – BATCH 2

The CSWDO–Disaster Response Management Division (DRMD) continues to strengthen disaster preparedness and emergency response capabilities through Project SAFER (Strengthening Actions for Emergency Resilience), a model program adapted from the Department of Social Welfare and Development (DSWD) Field Office VI, with Batch 2 participants composed of personnel from residential care facilities.

The activity focused on basic disaster risk reduction concepts, UnRisk, Basic Emergency Evacuation Plan (BEEP), Occupational Health and Safety (OHS), and Basic First Aid (BFA) to equip participants with essential knowledge and skills in managing emergencies and ensuring the safety of residents under their care.

A big thank you to OCDRRMO and EMS Iloilo City for sharing their knowledge and expertise in capacitating our residential care personnel. We also extend our sincere appreciation to Protective Services Division- CSWDO Iloilo City for facilitating the activity and to the Iloilo City Government for its continued support in strengthening disaster preparedness and safety in our residential care facilities.
