UPV Gender and Development Program
Center for gender and development studies for a gender responsive university and gender fair society.
We started in 1989 as core of women from the three UPV campuses (Iloilo, Tacloban, Cebu) who were interested in promoting the welfare of other women. The UPV Womenโs Desk in 1990 was then established as an organization of women and men from the various sectors and colleges of UPV who were interested in womenโs studies and womenโs welfare. The UPV Gender and Development Program (GDP) became institutionalized upon the approval of the Board of Regents on April 17, 1997.

Beyond the rainbow colors, Pride asks a fundamental question: What could people become if they did not have to fight daily for acceptance? As Pride Month begins, we honor those choosing authenticity, celebrate every step toward structural protection, and envision a future where no one's humanity is up for debate.
Aligning with this vision, the Psychological Association of the Philippines (PAP) LGBT Psychology Special Interest Group affirms SOGIESC diversity as a normal variation of human identity (https://www.facebook.com/share/p/18pe5wZnUA/?mibextid=wwXIfr). Grounded in position statements spanning 2011 to 2024, the PAP establishes that q***r identities are not mental disorders, but valid expressions requiring affirming spaces for psychological well-being. To further deepen the understanding of LGBTQIA+ Filipino realities, join the PAP LGBT Psychology Special Interest Group and the Ateneo Gender Hub at the Q***r Mental Health Conference on June 13, 2026, at Ateneo de Manila University.

๐ This June, the UPV Gender and Development Program and the Ugsad Regional Gender Resource Network join the global community in celebrating International Pride Month.
Pride Month is more than a celebrationโit is a powerful movement that champions diversity, inclusion, and greater awareness of the lived experiences and challenges faced by the LGBTQIA+ community.
As we celebrate Pride, we also honor the courage, stories, and meaningful contributions of LGBTQIA+ individuals whose voices and actions continue to shape a more just, equitable, and inclusive society.
Together, let us build communities that embrace diversity, uphold human dignity, and promote equal rights for all.
Happy Pride Month! ๐โจ

What makes a city truly inclusive?
An inclusive city is one where everyone โ regardless of income, gender, age, disability, ethnicity, or migration status โ has equal access to opportunities, services, and decision-making.
Itโs simply a city designed not for all residents, not a privileged few.
This means:
๐๏ธ Affordable and adequate housing
๐ Accessible public transport
๐ณ Safe and welcoming public spaces
๐ง Equal access to water, sanitation, healthcare, and energy
๐ฃ๏ธ Community participation in planning and governance
๐ Climate resilience that protects vulnerable communities
As climate change, rapid urbanization, and inequality continue to reshape our cities, inclusion is essential for sustainable urban development.
Inclusive cities are more resilient, healthier, safer, and economically stronger because they leave no one behind.
From participatory planning to upgrading informal settlements and creating gender-sensitive public spaces, cities have the power to drive both social justice and climate action together
