Senate President Vicente Sotto III and blue ribbon Vice Chairman Erwin Tulfo signed the partial Blue Ribbon Committee report on the flood control investigation, while “at least two others” hinted they would also support, Sen. Panfilo Lacson said.
Only three more signatures are needed to finalize and submit the report to the plenary.

Nakapagtala ng ₱198.755 bilyong gross collection ang Bureau of Internal Revenue (BIR) noong Marso 2026, mas mataas ng 11.87% mula sa kaparehong buwan noong 2025. Ito’y batay sa preliminary data ng ahensya noong Abril 13, 2026.
Bukod dito, naglabas din ang BIR ng ₱11.368 bilyong halaga ng tax refunds nitong buwan.
“As a result, net collection for the month reached ₱187.387 billion, up by ₱11.727 billion or 6.68% year-on-year. While the higher level of refunds tempered net collection growth, it also meant more funds were returned to taxpayers and businesses during the ongoing energy crisis,” saad ng BIR. | DZRH News

The government stands to lose up to ₱43.6 billion in just three months if it expands the suspension of excise taxes to include diesel and gasoline, according to the Department of Finance (DOF).
DOF undersecretary Karlo Adriano noted that a large portion of diesel and gasoline consumption comes from higher-income groups, raising concerns that the bulk of the benefit would go to wealthier households rather than vulnerable sectors.
“Kaya po ang direksyon po natin ngayon, for now, is targeted—unahin po natin iyong most vulnerable, but that doesn’t mean that we will not provide for the others, particularly the middle-income classes,” he added. | via Morning Matters

Ralph Recto built his political identity around taxes – most notably the Expanded VAT law, which raised the rate from 10% to 12% and expanded it to cover fuel and electricity. That move helped boost government revenues, but it also helped bury his Senate reelection bid in 2007, a backlash many linked to the unpopular tax.
Fast forward to today and the script hasn’t changed.
With inflation biting and fuel prices climbing, lawmakers are pushing to cut VAT back to 10%. It’s not radical. It’s a rollback. A correction. A small break for a public that has been paying more for nearly everything – and the same public from whom nearly a trillion pesos, if not more, has been taken.
And once again, Recto says no.
His argument? The government will lose revenue. Debt might rise. The numbers won’t work.
But why is it always the public that has to adjust – never the system?
Because VAT is the easiest tax to collect. It doesn’t chase billionaires. It doesn’t audit corporations. It taxes consumption, meaning it taxes everyone, especially the poor. The more you spend just to survive, the more you pay.
And Recto knows this. He helped design it.
This is what makes the current standoff more than just policy – it’s personal. The same architect of the 12% VAT is now the gatekeeper blocking its reduction.
So when Congress hesitates to even vote on lowering VAT, the issue is no longer economics. It’s power.
Because if lawmakers truly believed in independence, they would put it to a vote and let the public see where they stand.
Instead, we get silence. Delay. Deference.
