The Bureau of Internal Revenue (BIR), under Commissioner Charlito Martin R. Mendoza, is piloting the Document Tracking and Management System (DTMS) to improve the tracking, handling, and accountability of official documents across BIR offices.

“Strengthening our internal processes is also part of improving taxpayer service. When our systems are more organized, traceable, and efficient, our people can act more promptly and effectively. In the end, stronger internal processes should translate into faster and more responsive service for our taxpayers,” Commissioner Mendoza said.

Implemented under Revenue Memorandum Order (RMO) No. 21-2026, issued on August 13, 2026, the DTMS is an online facility that enables authorized BIR users to receive, track, manage, and store official documents. The system provides information on document status, physical location, and chain of custody, and assigns each document a system-generated Document Control Number (DCN) for reference and monitoring as it moves across BIR offices.

The DTMS also incorporates access controls and data privacy safeguards, with access limited to authorized users and document handling subject to the BIR Data Privacy Manual.

The pilot covers the Resource Management Group, Administrative Service, Records Management Division, and the General Services Division–Communication Operations, Reproduction and Miscellaneous Services Section (GSD-CORMSS). The DTMS complements the continued transmission of physical documents during the pilot period.

During the pilot, the system covers memoranda and letters, requests for tax case verification and/or information, active tax case dockets, requests for tax case retrieval, and confidential information.

By centrally tracking document status, location, and custody, the DTMS is intended to reduce the risk of misplaced records, improve coordination among offices, and strengthen accountability in document handling.

The pilot forms part of the BIR’s continuing effort to modernize its internal systems and make its operations more efficient and responsive, with improvements within the Bureau ultimately translating into better service for taxpayers.

The Bureau of Internal Revenue (BIR), led by Commissioner Charlito Martin R. Mendoza, has issued the implementing rules for electronic invoicing, moving a major digital tax reform toward broader implementation among covered taxpayers.

“With these rules in place, we can now move into implementation and refine the framework as needed. Our goal is to make electronic invoicing workable for taxpayers while laying a stronger foundation for the continued digitalization of tax administration,” Commissioner Mendoza said.

Issued on September 22, 2026, Revenue Memorandum Circular No. 98-2026 covers small, medium, and large taxpayers engaged in e-commerce or internet transactions; taxpayers under the Large Taxpayers Service; large taxpayers under the Ease of Paying Taxes framework; and taxpayers using a computerized accounting system and computerized book of accounts with accounting records and other invoicing software. Those within the mandatory coverage are required to issue electronic invoices on or before December 31, 2026. Micro taxpayers are not covered by the mandatory electronic invoicing requirement.

The Circular implements the electronic invoicing requirements under Revenue Regulations Nos. 8-2022 and 11-2025, as amended by RR No. 26-2025.

Taxpayers may use an in-house or commercially acquired electronic invoicing solution, or the services of an Electronic Invoicing Service Provider. The BIR will issue a separate issuance governing Electronic Invoicing Service Providers within the month.

“Electronic invoicing and electronic sales reporting are separate requirements. For now, taxpayers should focus on complying with the electronic invoicing rules. Electronic sales reporting will follow once the BIR issues the separate implementing policies and procedures for it,” Commissioner Mendoza said.

The final guidelines, which take effect immediately, follow the BIR-PMSG public consultation held on August 25, 2026, at the BIR National Office, where the Bureau discussed the proposed rules with private-sector stakeholders and received inputs on implementation.

“Electronic invoicing is a huge step toward revolutionizing invoicing and tax administration in the Philippines. It will change how businesses document transactions, how tax information is generated, and how the BIR uses data to build a more modern and efficient tax system,” Commissioner Mendoza said.

The Bureau of Internal Revenue (BIR), under Commissioner Charlito Martin R. Mendoza, reported 6,234 applications under its one-time Abatement Program for Micro Taxpayers in the first two months of implementation.

As of September 18, 2026, 1,352 micro taxpayers had filed 6,234 applications, of which 5,000 had thus far been approved. The approved applications covered P84,509,316.48 in tax liabilities and penalties, while P24,815,000.00 in abatement fees had been paid.

“Availment gained momentum following President Ferdinand R. Marcos Jr.’s mention of the program in his State of the Nation Address and intensified information campaigns by our Revenue Regions. Upon the direction of Finance Secretary Frederick Go, we want to make sure that taxpayers who qualify know that this relief is available to them,” Commissioner Mendoza said.

“Ang utos natin sa ating mga Revenue Regions at Revenue District Offices, huwag lang nating hintayin na lumapit sa atin ang taxpayers. Hanapin natin sa system kung sino ang qualified na maka-avail, reach out to them, and guide them in settling their covered liabilities, regularizing their records, and returning to compliance,” he added.

The BIR is implementing the program under Revenue Regulations (RR) No. 4-2026, which covers qualified micro taxpayers with delinquent accounts as of December 31, 2025; preliminary or final assessments as of the same date; and open stop-filer cases, including those involving taxpayers that have ceased business operations.

Under the regulations, micro taxpayers with delinquent or assessed basic taxes and/or penalties totaling not more than P80,000 for a taxable year may apply for abatement, subject to the prescribed conditions. Upon approval, the taxpayer pays an abatement fee of P5,000 per taxable year.

“With the program available until December 31, 2026, we encourage taxpayers who qualify to avail while there is still time. This is an opportunity to settle covered liabilities, clean up old tax records, and move forward in compliance,” Commissioner Mendoza said.
