LYDO Advisory 2026-001 Part 3 on SUBMISSION OF SK ANNUAL BUDGET (AB) ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP) AND COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN (CBYDP) FOR C/Y 2026

By virtue of Republic Act (RA) No. 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015, as amended by RA No. 11768, Chapter 2 section 20 on "Sangguniang Funds" and as estipulated in the DBM-DILG-NYC Joint Memorandum Circular No. 1 series of 2025 entitled : Updated Guidelines on the Appropriation, Release, Planning, and Budgeting Process for the SK funds.

All Sangguniang Kabataan Chairperson with the assistance of their SK Treasurer must submit their Annual Budget (AB) 2026 in accordance with their Annual Barangay Youth Investment Program (ABYIP) for 2026, inclined to their respective Comprehensive Barangay Youth Development Plan (CYP) and duly supported by SK Resolutions. Updated/New forms are available and provided by the City Budget Office during the SKMT 2025.

Said plans and budget must be submitted to LYDO for review not later than January 30, 2026. At present, 18 out of 36 barangays are done with LYDO review while 13 are still on the process of review and revisions, on the other hand, 5 barangays did not comply still to submit their plans and budget for 2026 as of March 2026 at least for 1st checking.

This advisory serves as a reminder (again) to SK Chairpersons and SK Treasurers to prepare and Submit their respective Plans and Budgets 2026.

In connection thereto, this post is the Part 2 of our LYDO Advisory 2026-001. In summary, 16/36 barangays has been to LYDO for plans and budgets review as of January 28, 2026.

Part 3 of the advisory will be posted on January 30, hence, all SKs are hereby encouraged to encode to the portal on or before the said date.

By virtue of Republic Act (RA) No. 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015, as amended by RA No. 11768, Chapter 1 section 8(g) on “Power and Functions of SK” and as stipulated in the DILG Memorandum Circular (MC) No. 2020-138: Provides guidelines for monitoring the implementation of the LYDP, CBYDP, and ABYIP.

All Sangguniang Kabataan Council and Local Youth Development Council Members (YORP registered organizations) must create account through the SK Web Portal Account. The portal will be used for continuous Learning and Development, submission of reports and to be informed with youth related updates thru the National Youth Commission.
