Pursuant to the Department’s mandate to promote adolescent and youth development, the DILG disseminates the “𝗣𝗿𝗶𝗺𝗲𝗿 𝗼𝗻 𝘁𝗵𝗲 𝗖𝗼𝗺𝗽𝗿𝗲𝗵𝗲𝗻𝘀𝗶𝘃𝗲 𝗔𝗰𝘁𝗶𝗼𝗻 𝗣𝗹𝗮𝗻 𝗧𝗼𝘄𝗮𝗿𝗱𝘀 𝘁𝗵𝗲 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗼𝗻 𝗼𝗳 𝗔𝗱𝗼𝗹𝗲𝘀𝗰𝗲𝗻𝘁 𝗣𝗿𝗲𝗴𝗻𝗮𝗻𝗰𝗶𝗲𝘀 𝗶𝗻 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 𝟮𝟬𝟮𝟱–𝟮𝟬𝟮𝟴” for the guidance and information of all DILG Regional and Field Offices.

Developed by the 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗣𝗼𝗽𝘂𝗹𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 (𝗖𝗣𝗗) together with the 𝗜𝗻𝘁𝗲𝗿-𝗔𝗴𝗲𝗻𝗰𝘆 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗪𝗼𝗿𝗸𝗶𝗻𝗴 𝗚𝗿𝗼𝘂𝗽 pursuant to 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 𝗡𝗼. 𝟭𝟰𝟭, 𝘀. 𝟮𝟬𝟮𝟭, the CAP adopts a whole-of-government approach in addressing the multifaceted factors behind adolescent pregnancies.

Anchored on the vision of nurturing well-informed, empowered, healthy, and responsible adolescents, the CAP highlights five key strategic areas: Reproductive Health Education, access to RH and social services, preventive and protective measures, socioeconomic and social protection interventions, and child and youth participation and development.

𝗕𝗔𝗦𝗔𝗛𝗜𝗡 | OPISYAL NA PAHAYAG NI MAYOR SITTI DJALIA A. TURABIN-HATAMAN

Nakikiisa po tayo sa mga pamilya at mahal sa buhay ng mga nasawi sa mga magkakahiwalay na insidenteng naganap kamakailan sa ating lungsod. Taos-puso po tayong nakikiramay at nananalangin para sa kapayapaan at lakas ng kanilang mga pamilya sa panahong ito ng pagdadalamhati.

Ang Pamahalaang Lungsod ng Isabela ay mariing tinututukan ang mga pangyayaring ito at patuloy na nakikipag-ugnayan sa Philippine National Police at iba pang kinauukulang otoridad upang matiyak ang agaran, patas, at masusing imbestigasyon sa bawat kaso. Mahalaga sa atin na mabigyang-linaw ang mga insidenteng ito at mapanagot ang sinumang mapatutunayang may kinalaman alinsunod sa batas.

Kasabay nito, nais din nating tiyakin sa publiko na pinananatili nating matatag ang sitwasyong seguridad sa ating lungsod. Patuloy ang pagpapatupad ng ating mga peace and order measures, police visibility operations, at iba pang hakbang upang masiguro ang seguridad at kaayusan sa komunidad.

Hindi natin hahayaang manaig ang takot at pangamba. Sa halip, patuloy nating palalakasin ang pagtutulungan ng pamahalaan, law enforcement agencies, at mamamayan upang mapanatili ang mapayapa at maayos na pamumuhay sa Isabela City.

Hinihikayat din natin ang publiko na maging responsable sa pagpapakalat ng impormasyon at iwasan ang mga hindi beripikadong ulat na maaaring mag lihis sa imbestigasyon o magdulot ng hindi kinakailangang pangamba. Ang pakikipagtulungan ng bawat isa sa mga awtoridad, kabilang ang pagbibigay ng tama at mahalagang impormasyon, ay malaking tulong upang mapabilis ang pagresolba sa mga kasong ito.

Ang Isabela City ay nananatiling isang lungsod na nagkakaisa, matatag, at patuloy na nagsusulong ng kapayapaan, kaunlaran, at mabuting pamamahala para sa kapakanan ng bawat Isabeleño.

Ngayong Safe Motherhood Week, hindi tayo pwedeng manahimik sa katotohanang kinakaharap ng ilan sa ating mga kabataan. Ayon sa 2025 National Demographic and Health Survey, 4.9% ng mga kabataang edad 15 hanggang 19 ang nakaranas ng maagang pagbubuntis.

Higit pa sa datos, isa itong usapin ng batas at karapatan—dahil ang pakikipagtalik sa menor de edad ay itinuturing na statutory r**e, may consent man o wala.
