CCI Joins 2025 Dagyaw Town Hall Meeting
Theme: Usapan: Enerhiya at Edukasyon para sa Lahat

Isabela City, Basilan β€” The City Government of Isabela, under the leadership of Mayor Sitti Djalia A. Turabin-Hataman, in partnership with the Department of the Interior and Local Government (DILG), successfully held the 2025 Dagyaw Open Government Town Hall Meeting on August 19, 2025 at the Isabela City Civic and Cultural Center, Barangay Binuangan, Isabela City, Basilan.

The term β€œDagyaw”, derived from the Hiligaynon word for bayanihan or working together, symbolizes the event’s goal of strengthening collaboration, transparency, and participatory governance.

The program began with a Welcome Message from Mayor Turabin-Hataman who emphasized the importance of open dialogue between government and the people in shaping inclusive policies for education and energy. This was followed by the Opening Remarks from Paisal O. Abutazil, CESO III, Regional Director of DILG IX , highlighting the role of Dagyaw as a platform for participatory governance. The Rationale of the Activity was then presented by Richard L. Villacorte, Program Manager II of the Support for the Local Governance Program PMO, DILG Central Office, underscoring the goal of strengthening collaboration among stakeholders through transparency and accountability.

An Inspirational Message was delivered by Hon. Mujiv Hataman, Governor of the Province of Basilan, who emphasized the importance of unity and collaboration in addressing key development challenges. He underscored that progress in education and energy can only be achieved through collective effort, where government, civil society, and the academe work hand in hand to build a more resilient and inclusive Basilan.

The first Town Hall Report on Education was presented by Dr. Janekin Hamoc, Senior Education Program Specialist, DepEd – Zamboanga City Division. Dr. Hamoc emphasized that the DepEd 5-Point Reform Agenda seeks to address the most pressing challenges of the education sector. These include addressing the classroom shortage, modernizing education through technology, empowering teachers, pursuing curriculum reform and academic excellence, and partnering for sustainable development to ensure inclusive and quality learning for all Filipino students.

The Town Hall Report on Energy was then delivered by Engr. Carmelo B. Cabuga, Chief of MFO-EPIMD, Department of Energy Mindanao, who underscored the government’s efforts to ensure energy security, accessibility, and sustainability in Mindanao. He discussed ongoing initiatives to stabilize power supply in island provinces like Basilan, promote investments in renewable energy sources, and develop long-term solutions such as microgrids and energy efficiency programs. Engr. Cabuga also highlighted the importance of community participation and local government collaboration in shaping energy policies that directly address the needs of vulnerable and off-grid communities.

πŸ“ Day 3 | July 27, 2025 – Covered Court and Campus Grounds

Day 3 of the College Student Leadership Training 2025 began with the same sense of unity and purpose that marked the entire program. As early as 8:00 AM, student leaders arrived and were accounted for, preparing for the final leg of their leadership journey.

The morning featured simultaneous culmination activities aimed at translating the values of leadership into concrete service. While one group of student leaders conducted a Clean-up Drive behind the Administration and Diamond Buildings in preparation for the campus’ Herbal Garden Project, another group remained at the Covered Court for the Restoration of the Venue used throughout the three-day training.

Both groups worked in synergyβ€”one focused on the external environmental impact, and the other on internal responsibility and stewardship. The Clean-up Drive served as a visible step toward sustainable student-led initiatives, while the venue restoration was a symbolic gesture of discipline, teamwork, and respect for shared spaces.

By midmorning, the two groups converged with their respective tasks completed. The dual efforts not only demonstrated collaboration and accountability but also underscored the importance of shared leadershipβ€”a fitting close to a training that emphasized growth through service, strategy, and synergy.

Day 3 concluded with a sense of collective accomplishment. The student leaders departed not just with new skills and plans, but with a clear understanding that leadership is best expressed through action, initiative, and service to others.

As the College Student Leadership Training 2025 came to a close, the lasting message for every Claretian leader echoed clearly: β€œA good leader doesn’t just reactβ€”they anticipate.” Over the course of three transformative days, student leaders learned that true leadership is not merely about responding to problems, but about foreseeing challenges, planning ahead, and acting with purpose. With this mindset, they leave the training equipped not only with strategies and plans, but with the foresight and resilience to lead their organizations and communities with clarity, courage, and conviction.

πŸ“ Day 2 | July 26, 2025 – Covered Court

Day 2 of the College Student Leadership Training 2025 opened bright and early at 7:00 AM as Claretian student leaders returned with renewed energy and enthusiasm. The day began with attendance checking and informal conversations that reflected the excitement from Day 1 and the anticipation for what was still to come.

At 7:30 AM, the program resumed with the continuation of Session 2: Strategic Thinking for Student Leaders, led once again by Mr. Geronimo M. Salomes Jr., ECCC Moderator. Picking up from the previous day’s power interruption, participants eagerly engaged in Workshop 1: Visioning and Mission Alignment, where they collaborated in refining their organization’s vision and aligning their goals with institutional values. The clarity gained in this session laid a strong foundation for strategic action.

By 8:30 AM, Session 3: "Goal-Setting Made Simple: SMART and Strategic" began, facilitated by Mrs. Angel Grace D. Tiplani, Teacher II at Tabiawan Elementary School and former College Student Council President. Through Workshop 2: Action Planning per Department/Organization, student leaders developed practical and realistic action plans using the SMART framework. The session empowered each group to map out initiatives that are measurable, achievable, and mission-alignedβ€”ready to be implemented in the upcoming school year.

At 10:30 AM, student leaders were honored with an Inspirational Message from Hon. Amin Hataman, Board Member of the Province of Basilan. His heartfelt words on youth leadership, public service, and responsible citizenship left a lasting impression on the participants, motivating them to lead with integrity and purpose.

Later in the day, a synchronized community engagement activity was held in partnership with the 101st Infantry (Three Red Arrows) Brigade and the 1604th Community Defense Center. The Oplan-Linis initiative took place at the back of the Administration and Diamond Buildings, marking the official start of the eco-sustainable herbal garden projectβ€”a flagship environmental initiative spearheaded by the college student leaders. This meaningful activity showcased the spirit of leadership through service to promote environmental responsibility on campus. Gracing the activity with their presence were Sr. Alecia L. Dumaboc, OND, School President, and Mr. Robert V. Carbayas, Student Affairs & Services Officer, whose support further emphasized the institution’s commitment to holistic and community-centered leadership development.

Following a brief rest and lunch break, the afternoon resumed at 1:00 PM with Session 4: β€œGreening the Campus: Sustainable School Practices.” The session was led by Ms. Anna M. Sahibil, Project Director at the Working on Environmental Restoration & Preservation Facility, a YSEALI alumna, and environmental advocate. Through Projecto 3: Eco-Action Planning, student leaders brainstormed and designed practical green initiatives that can be implemented within the campus. The session ignited passion for climate action and encouraged innovation in sustainable school leadership.

As the day transitioned into the evening, the much-awaited Acquaintance and Get-Together Night began at 5:00 PM, with a vibrant Vintage-Retro Theme. The celebration included fun games, icebreakers, and an Affirmation Circle, where leaders had the chance to appreciate each other’s efforts and growth. The highlight of the evening was the Commitment Pledge, where each student leader stood in unity to affirm their responsibility as servant-leaders. The night concluded with a shared dinner, capping off two days of meaningful learning, camaraderie, and celebration.

Day 2 concluded not just with full notebooks and tired feetβ€”but with full hearts and inspired minds. The leadership flame had truly been ignited, and as each student walked away from the Covered Court, they carried with them not only strategies and plans, but also a deeper sense of synergy, commitment, and purpose.
