DILG Internal Audit Service Conducts 2025 Assessment on Procurement Process and Management System in Sultan Kudarat.
DILG, Sultan Kudarat โ October 29, 2025. The Department of the Interior and Local Government (DILG) Internal Audit Service (IAS) successfully conducted its 2025 Internal Audit Assessment focusing on the procurement process and management system at the DILG Sultan Kudarat Provincial Office.
The assessment aimed to evaluate the efficiency, compliance, and transparency of the officeโs procurement activities and to ensure that all transactions adhere to existing government accounting, auditing, and procurement laws and regulations.
Led by representatives from the DILG Internal Audit Service Central Office, the audit team reviewed relevant documents, interviewed key personnel, and inspected procurement records covering the 2023 and current fiscal years. The activity also sought to identify areas for improvement to further strengthen internal controls, promote integrity in procurement operations, and uphold the Departmentโs standards of good governance.
Provincial Director Margarita H. Baynosa, MPA, welcomed the audit team and expressed her full support for the initiative, emphasizing the importance of continuous evaluation and compliance in achieving organizational excellence.
โWe view this assessment as an opportunity to enhance our systems and processes, fostering continuous improvement and ensuring the efficient delivery of quality public service,โ said Director Baynosa.
The conduct of the 2025 IAS Assessment is part of the Departmentโs continuing commitment to promote transparency, accountability, and operational excellence across all levels of the organization.
The results of the assessment will serve as valuable inputs in refining internal policies and improving service delivery to local government units and the public.

The DILG Sultan Kudarat Provincial Office conducted the Peace and Order Council (POC) Functionality Audit to assess and evaluate the performance of City and Municipal POCs across the province on October 23-24, 2025 at DILG Provincial Office, Tacurong City, Sultan Kudarat
In line with DILG MC No. 2025-091, the 2025 Audit Year (covering 2024 performance) was carried out by the POC Provincial Audit Committee (PAC) composed of DILG, PNP, PDEA, BFP, and BJMP representatives โ ensuring integrity and transparency in the audit process.
Together, we continue to build safe, peaceful, and resilient communities across Sultan Kudarat.

Sultan Kudarat Conducts 2025 Anti-Drug Abuse Council (ADAC) Audit
The Department of the Interior and Local Government (DILG) Sultan Kudarat Provincial Office conducted the 2025 Anti-Drug Abuse Council (ADAC) Audit on October 25, 2025, at the DILG Sultan Kudarat Conference Room.
The audit evaluated the performance and functionality of the 12 component LGUs of Sultan Kudarat through the review of their uploaded documents through the ADAC-FMS portal. The Provincial Audit Team, chaired by the DILG with members from the PNP, PDEA, and Civil Society Organizations (CSOs), assessed each LGUโs efforts in implementing anti-illegal drug programs and initiatives.
The audit results will be endorsed to the national level for validation. The activity was strongly supported by the Provincial Government of Sultan Kudarat, reflecting the provinceโs steadfast commitment to sustaining its drug-cleared status and promoting a safe, peaceful, and drug-free Sultan Kudarat.

In support of the continuous implementation of sustainable agri-enterprise development initiatives, the Department of the Interior and Local Government Sultan Kudarat conducted revalidation and regular project monitoring & evaluation of two projects funded under the Rural Agro-Industrial Partnership for Inclusive Development (RAPID) Growth Project in the Municipalities of Kalamansig and Bagumbayan, Sultan Kudarat last October 21โ22, 2025.
The Technical Engineers, together with representatives from DTI XII, National Project Coordination Office, LGUs and contractors, conducted site inspection to assess the physical status, workmanship, and compliance of the projects with the approved design and specifications. The team also engaged with local beneficiaries to gather feedback on the impact of the projects in enhancing mobility and boosting local economic activities.
The activity covered the revalidation of the proposed Concreting of Farm-to-Market Road from Proper Limulan to Sitio Kabuling in Kalamansig and the regular monitoring and evaluation of the ongoing Concreting of Bacalto to Mission Farm-to-Market Road in Bagumbayan. These projects aim to improve access between agricultural production areas and local markets, enabling farmers to transport their goods more efficiently and reduce post-harvest losses.
Through these initiatives, the DILG ensures that RAPID Growth projects in Sultan Kudarat are implemented effectively and continue to contribute to inclusive rural development.

The Ease of Doing Business (EODB) Audit Team composed of representatives from the Department of the Interior and Local Government (๐๐๐๐), Anti-Red Tape Authority (๐๐ฅ๐ง๐), and the Department of Information and Communications Technology (๐๐๐๐ง) conducted an on-site audit on October 16โ17, 2025, in selected Local Government Units (๐๐๐จ๐) of Sultan Kudarat.
The audit covered the municipalities of Kalamansig and Lebak on the first day, and Isulan and Esperanza on the second day. The activity aimed to assess the level of compliance of the said LGUs with the provisions of the ๐๐ฎ๐๐ฒ ๐ผ๐ณ ๐๐ผ๐ถ๐ป๐ด ๐๐๐๐ถ๐ป๐ฒ๐๐ ๐ฎ๐ป๐ฑ ๐๐ณ๐ณ๐ถ๐ฐ๐ถ๐ฒ๐ป๐ ๐๐ผ๐๐ฒ๐ฟ๐ป๐บ๐ฒ๐ป๐ ๐ฆ๐ฒ๐ฟ๐๐ถ๐ฐ๐ฒ ๐๐ฒ๐น๐ถ๐๐ฒ๐ฟ๐ ๐๐ฐ๐ ๐ผ๐ณ ๐ฎ๐ฌ๐ญ๐ด (๐ฅ๐ฒ๐ฝ๐๐ฏ๐น๐ถ๐ฐ ๐๐ฐ๐ ๐ก๐ผ. ๐ญ๐ญ๐ฌ๐ฏ๐ฎ).
Through this initiative, the EODB Team evaluated the LGUsโ processes and systems in delivering efficient and transparent government services, particularly in the streamlining of business permits and licensing procedures.
The results of the audit will serve as a basis for identifying gaps, best practices, and areas for improvement toward achieving a more business-friendly local governance environment, as well as determining the capacity development interventions that may be extended to the LGUs by ARTA and DICT to further strengthen compliance and improve service delivery.

Officials from the Department of the Interior and Local Government โ Cordillera Administrative Region (DILG-CAR) recently conducted a field visit to the Province of Sultan Kudarat to observe firsthand its dynamic governance practices, operational systems, and enduring culture of public service.
The visit commenced at the DILG Sultan Kudarat Provincial Office, where the delegation was warmly welcomed by Provincial Director Margarita H. Baynosa, MPA, along with the local team. The group then proceeded to the Provincial Capitol, where they toured various offices and paid a courtesy call to Provincial Administrator Jimmy Andang.

The Department of the Interior and Local Government XII, in collaboration with the Philippine Information Agency XII, conducted documentation activity for the completed construction of a Health Station under the Support to Barangay Development Program FY 2024 in Barangay Mina, Palimbang, Sultan Kudarat.
The team was composed of PIA XII ARD Danilo Doguiles, PIO III Oliver Ross Rivera, DILG XII PEO II Hannah Ruth Gasque, and DILG Sultan Kudarat PEO II Kazhmeer Jay Sucol. The activity aimed to gather documentation materials and testimonies of the projectโs beneficiaries, highlighting the impact of the completed project for the local community.
The newly completed health station now provides residents with easier access to essential healthcare services, reducing travel time to distant medical facilities and improving overall health service delivery in Barangay Mina. Local officials and community members expressed their gratitude for the project, recognizing it as a vital investment in public health and community development.
Through initiatives like this, DILG and PIA continue to promote transparency and public awareness of government programs under the Support to Barangay Development Program, ensuring that communities, especially those in remote areas, feel the tangible benefits of inclusive and sustainable development.
