PNP ENSURES PUBLIC SAFETY AS TS BASYANG MOVES ACROSS REGIONS

The Philippine National Police (PNP) has intensified its security and disaster response preparations as Tropical Storm Basyang continues to maintain its strength while traversing Agusan del Norte, affecting portions of the Visayas and Mindanao, based on the latest Tropical Cyclone Bulletin issued by PAGASA as of February 6, 2026, 7:00 AM.

In response, the PNP has activated full readiness measures, ensuring the immediate deployment of personnel and resources to support evacuation operations, maintain peace and order, and assist local government units in disaster response efforts.

PNP Chief Police General Jose Melencio C. Nartatez Jr. assured the public that the organization is fully prepared and operationally ready as weather conditions continue to develop in affected areas.

As part of the heightened preparedness, the PNP has already deployed a total of 933 personnel in key areas to support security operations, evacuation assistance, and coordination with disaster response agencies. These personnel were deployed across several Police Regional Offices, including PRO4B, PRO6, PRO7, PRO10, PRO13, and PRONIR, to ensure that police presence is felt on the ground, particularly in communities considered vulnerable to flooding, landslides, and coastal threats.

In addition, the PNP has placed 6,751 personnel under the Reactionary Standby Support Force (RSSF), ready for immediate mobilization should conditions worsen or if additional rescue and security teams are required. These standby forces are strategically positioned across multiple regions, ensuring rapid response capability in both the Visayas and Mindanao corridors.

The PNP is likewise closely monitoring evacuation operations in coordination with local government units. As of the latest consolidated report, a total of 20,702 evacuation centers have been identified across various regions, with 112 currently occupied, mostly within the areas covered by PRO13 and PRONIR. The PNP continues to ensure that these evacuation sites remain orderly and secure, while also preventing potential criminal activities and ensuring the safety of displaced families.

At present, the PNP recorded a total of 10,845 evacuated families, or 34,705 individuals, with most evacuees coming from areas under PRO10 and PRO13, as well as selected areas in PRONIR. Police personnel have been deployed to assist in crowd control, emergency response, and protection of evacuees, particularly women, children, and vulnerable sectors.

To further strengthen operational mobility, the PNP has deployed a total of 220 PNP vehicles to support evacuation, transport, relief delivery coordination, and emergency response operations. These vehicles have been strategically positioned, particularly in the areas of PRO8 and PRO13, where the weather disturbance poses significant risk.

The PNP also reported 1,871 stranded passengers in seaports, as maritime travel remains affected by weather conditions. Police units are currently providing security assistance and coordination with port authorities to ensure public safety and prevent disorder while passengers await further travel advisories.

The Chief PNP, PGEN Nartatez Jr. urged the public to remain calm, vigilant, and cooperative, stressing the importance of following official advisories and local evacuation directives.

The PNP continues to coordinate closely with the NDRRMC, regional disaster risk reduction offices, and other government agencies to ensure a unified and swift response as Tropical Storm Basyang continues to move across the country.

These disaster preparedness and response efforts underscore the PNP’s commitment to serve with urgency, integrity, and compassion—especially in times when the public needs immediate assistance the most—anchored on the guiding principle of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.

The Philippine National Police is sending a clear warning to cyber criminals: your illegal activities online have consequences. In January 2026 alone, the PNP Anti-Cybercrime Group (ACG) arrested 108 offenders, filed 211 cases, and rescued 20 victims, including children in need of immediate protection.

“Online crime is real crime, and we will not allow anyone to take advantage of our citizens,” said PNP Chief Police General Jose Melencio C. Nartatez, Jr. “Kahit sa virtual world, we will find you, hold you accountable, and protect the public.”

Of the total arrests, 38 were through service of warrants, 67 through entrapment operations, and three in the course of executing Warrants to Search, Seize, and Examine Computer Data (WSSECD). Twenty victims were rescued during operations, with three children in conflict with the law referred immediately to proper authorities.

In addition, the ACG conducted 1,291 cyber patrolling operations across the country, strengthening preventive efforts and ensuring the safety of online users. The Digital Forensics Unit also handled 78 requests for digital examinations, supporting thorough evidence collection.

“When emergencies happen, the police must be present where people need help the most,” pahayag ni PNP Chief, Police General Jose Melencio C. Nartatez Jr. “Mahalaga sa amin na matiyak na mailalayo sa panganib ang bawat pamilyang apektado.”

PNP CITES FOREIGNER’S GUILTY PLEA IN ONLINE CHILD SEXUAL ABUSE CASE OF 13-YEAR-OLD

A predator thought distance would shield his crimes—but international cooperation proved stronger.

Under the leadership of PNP Chief, Police General Jose Melencio C. Nartatez Jr., the Philippine National Police (PNP) has marked a major milestone in the global fight against Online Sexual Abuse or Exploitation of Children (OSAEC), following the guilty plea of a 44-year-old male American national in a United States federal court.

On January 30, 2026, the foreigner, a U.S. citizen from Wisconsin, pleaded guilty before a federal court to a charge of coercing and enticing a minor to engage in unlawful sexual conduct. The plea was announced by prosecutors from the U.S. Department of Justice–Criminal Division and the U.S. Attorney’s Office for the Eastern District of Wisconsin, after an investigation led by the Federal Bureau of Investigation (FBI) with support from the Winnebago County Sheriff’s Office. The case was prosecuted by the Department of Justice’s Child Exploitation and Obscenity Section in coordination with federal prosecutors.

“Justice will find you, no matter where you hide. Every child abuser will face the full force of the law,” PGen Nartatez Jr. said.

Crucial to this breakthrough was the close international coordination and intelligence sharing between the FBI and the PNP Women and Children Protection Center–Mindanao Field Unit (WCPC-MFU). The proactive referral, digital forensics, and investigative findings of the PNP-WCPC played a decisive role in identifying the offender, preserving evidence, and protecting child victims—demonstrating how Philippine law enforcement remains at the frontline of dismantling transnational OSAEC networks.

The case traces back to a WCPC-led entrapment and rescue operation on February 19, 2024, which included the implementation of a Warrant to Search, Seize, and Examine Computer Data (WSSECD). That operation resulted in the rescue of six (6) minor victims and exposed an online sexual exploitation scheme operating within the Philippines—marking a critical disruption of an organized OSAEC network.

According to U.S. court records and the plea agreement, the foreign offender communicated with a female Filipino local perpetrator through a social media platform and repeatedly solicited sexually explicit images and videos involving children. In November 2023, he was informed that a 13-year-old child was accessible. Records show that he then directed, financed, and specified how the sexual abuse was to be recorded. In exchange for online payments, he received videos depicting the abuse, produced according to his instructions. Law enforcement analysis revealed repeated, deliberate solicitations for sexualized content involving minors.

On the Philippine side, accountability was likewise secured. On July 15, 2024, the Regional Trial Court of Dipolog City, Branch 3, rendered judgment against the female Filipino perpetrator following the approval of a plea-bargaining agreement. She was convicted of Attempted Trafficking under Republic Act No. 9208, as amended, and violations of Republic Act No. 7610, and was sentenced to fifteen (15) years of imprisonment and a fine of ₱500,000.00 for each trafficking case, in addition to four (4) months and one (1) day to six (6) years of imprisonment for child abuse-related offenses.

These parallel developments in the United States and the Philippines highlight the effectiveness of coordinated, cross-border law enforcement, proving that offenders are held accountable at every level, no matter where they are.

“Mark my words: anyone who harms a child will face immediate arrest and prison. There will be no exceptions,” PGen Nartatez Jr. added.

This success reflects the PNP Focused Agenda—a transformation framework designed to make police service more responsive, capable, and trusted. In this case, the priority on Enhanced Managing Police Operations proved vital, enabling effective cyber-investigations, international coordination, and decisive rescue operations that led to the protection of victims and prosecution of offenders.

OSAEC remains a complex transnational crime that demands sustained international cooperation, advanced digital investigative capabilities, and unwavering resolve. The PNP, through its Women and Children Protection Center, remains steadfast in its mandate to protect children, pursue offenders across borders, and seek justice for every victim.

Aligned with the directive of President Ferdinand R. Marcos Jr. to strengthen law enforcement and protect the most vulnerable, the PNP continues to advance the thrust of “Bagong PNP para sa Bagong Pilipinas, serbisyong mabilis, tapat, at nararamdaman.”

The Philippine National Police calls on the public to remain vigilant and to immediately report any information related to online sexual exploitation of children. The protection of children is a shared responsibility—and timely reporting and cooperation can save lives.

PNP TAKES ACTION TO PROTECT AND GUIDE THE NATION’S CHILDREN

The Philippine National Police (PNP), in partnership with local social welfare offices, is ramping up initiatives to ensure the safety, well-being, and proper guidance of children in public spaces. While children are naturally curious and active, the PNP emphasizes the importance of keeping them in supportive environments where they can learn, play, and grow without unnecessary risks.

In Lucena City, a joint operation dubbed “Oplan Bangketa” was carried out by the City Social Welfare and Development Office (CSWDO) in close coordination with the Women and Children Protection Desk (WCPD) of the Lucena City Police Station. The activity was conducted in the public market area in Brgy. Market View, a location where minors are often seen loitering, begging, vending, or roaming unsupervised.

The initiative aims to prevent children from being exposed to risky street conditions and to ensure that parents and guardians understand their legal responsibility to protect their children—not place them in situations that could endanger their safety.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., emphasized that operations like Oplan Bangketa are not meant to intimidate families, but to safeguard children from harm and ensure their welfare comes first.

“Ang mga bata ay hindi dapat nasa lansangan, lalo na sa mga mataong lugar na tulad ng palengke at bangketa,” said PGEN Nartatez Jr. “Hindi ito simpleng disiplina lang—this is about protection. Children are vulnerable, and it is our duty as a society to keep them safe.”

He added that children seen begging or vending in busy public areas are often exposed to accidents, abuse, exploitation, and even recruitment into criminal activities.

“Kapag pinabayaan natin ito, we are allowing them to be placed in harm’s way. That is unacceptable,” the PGEN Nartatez Jr. said.

During the operation, authorities reminded parents and guardians that allowing minors to engage in street labor and unsafe public activities may violate existing child protection laws. Officials also conducted on-site intervention efforts, ensuring that minors were properly guided and that the welfare of the child remained the priority.

PGEN Nartatez Jr. stressed that the PNP is working closely with local government units and social welfare offices to ensure that child protection initiatives are not limited to enforcement, but are backed by proper care and support. This is part of the PNP Focused Agenda, where Community Support is one of the key priorities, emphasizing cooperation between the police, LGUs, and citizens to address community concerns and protect the vulnerable.

“This is not just about removing children from the streets for one day,” he said. “This is about making sure they are brought back to where they should be—at home, in school, and in an environment where they can grow safely.”

PGEN Nartatez Jr. also urged the public to cooperate and report cases of child exploitation, neglect, and abuse, especially those involving children being forced to beg or work in unsafe environments.

Report it. Makialam tayo, dahil buhay at kinabukasan ng bata ang nakataya,” he said.

The PNP reiterated its commitment to support all local initiatives that protect children, maintain public order, and prevent minors from becoming victims of exploitation, neglect, and street-related dangers.

“As a nation, we cannot claim progress if our children are left behind on sidewalks and street corners,” PGEN Nartatez Jr. said. “The PNP will continue to stand firm in protecting every Filipino child, in partnership with our LGUs and communities.

By working hand-in-hand with local government units, social welfare offices, and the community, the police continue to uphold the law while prioritizing the welfare of children. These efforts reflect the vision of the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman, delivering service that is responsive, honest, and genuinely felt by every Filipino.

PNP NABS FOREIGN NATIONAL IN BATANGAS CYBERSEX DEN; 7 TRAFFICKING VICTIMS RESCUED

A focused late-night police operation in Batangas has dismantled an online exploitation hub and freed young women from digital abuse, underscoring the Philippine National Police’s firm stand against cyber-enabled trafficking.

Under the leadership of PNP Chief Police General Jose Melencio C. Nartatez Jr., the PNP intensified its anti-cybercrime drive that led to the arrest of a foreign national and the rescue of seven trafficking victims in a single, well-executed operation.

On January 30, 2026, at around 10:00 PM in Nasugbu, Batangas, operatives of the Southern District Anti-Cybercrime Team implemented a Warrant to Search, Seize, and Examine Computer Data (WSSECD) against a suspected cybersex den. The operation resulted in the arrest of a 27-year-old male American national for facilitating online sexual exploitation, and the rescue of seven female victims who were trafficked and exploited through live-streamed cybersex activities. Digital devices used in the illegal operation were confiscated at the scene and are now undergoing forensic examination.

The arrested foreign national is facing charges for violations of Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003), as amended by RA No. 10364 and further amended by RA No. 11862, in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act of 2012). Authorities noted that the case highlights the evolving nature of trafficking crimes, where abuse is carried out through online platforms while victims are physically hidden within local communities.

This successful operation reflects the PNP Focused Agenda—a clear framework of transformation designed to make police service responsive and trustworthy. Among its key priorities, Enhanced Managing Police Operations stands out in this case, as it emphasizes intelligence-driven actions, lawful cyber operations, and the protection of vulnerable individuals against technology-facilitated crimes.

PNP Chief Police General Jose Melencio C. Nartatez Jr. stressed the seriousness of the offense and the responsibility of law enforcement to protect victims from online abuse.

“Cyber-enabled trafficking is a grave crime that preys on vulnerability and hides behind technology, but the PNP will continue to pursue offenders wherever they operate—online or on the ground.

In a separate statement, PGEN Nartatez Jr. emphasized the importance of victim rescue and case build-up.

“Our priority is always the safety of the victims and the strength of the case we file in court, ensuring accountability under the law.

As the PNP sustains its campaign against cybercrime and human trafficking through lawful, intelligence-based operations under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”
