The program began with the Sharing of the Scripture by Rev. Patricio M. Merino, Jr., who drew his reflection from Luke 6:20โ€“26, wherein he emphasized the โ€œ3Dsโ€ โ€” dependence, direction, and danger โ€” reminding everyone to reflect on who or what they trust, where their path is leading, and what truly satisfies their hearts. Rev Merino, Jr. concluded with a thought-provoking question: โ€œWhom are you dependent? What satisfies your heart?โ€

Following the sharing of the gospel, announcements were delivered from various offices. Municipal Agriculturist Mr. Geofrey B. Binaliw followed with updates on the prevailing African Swine Fever (ASF) cases in nearby communities. He urged the public to avoid sourcing livestock from outside Kabayan to prevent the spread of the disease. Mr. Binaliw also encouraged registration under the Registry System for Basic Sectors in Agriculture (RSBA). Meanwhile, Nurse II Maria Liza C. Benito presented the October health calendar and reminded employees of the upcoming 3rd Quarter Municipal Health Board-Municipal Nutrition Council (MHB-MNC) meeting scheduled for October 6.

Local governance updates were likewise delivered by Mr. Rolando R. Gonzales, MLGOO, who announced that this month is observed as the Local Governance Month. He also noted that barangay assemblies are expected to be conducted within the period, reiterated reminders on various DILG circulars, and informed that the Ease of Doing Business (EODB) Audit will be conducted on October 7 for the municipality.

A highlight of the ceremony was the Oath-Taking of the Municipal Advisory Group for Police Transformation and Development (MAGPTD), administered by PMaj. Denio G. Pacio, Acting Chief of Police of Pnp Kabayan Mps. The advisory group, led by Mayor Rex Guzman Aquisan, is a community-based support body established under the Philippine National Police Patrol Plan 2030. Its roles include providing advisory input, monitoring and evaluation, strengthening community linkages, advocating reforms, and supporting program implementation for local police transformation initiatives.

Honorable Mircoles A. Lamses, Sangguniang Bayan Member, also shared a recap of their participation in the 37th National Statistics Month (NSM) together with Municipal Civil Registrar Magdalena S. Cariรฑo and Private Secretary I Jasmin T. Berting. Pursuant to Presidential Proclamation No. 647 s. 1990, the NSM aims to promote awareness and appreciation of the importance of statistics in society. This yearโ€™s theme, โ€œTuklas Pilipinas: Statistics as Beacon Towards Inclusive, Resilient, and Sustainable Tourism,โ€ highlights the role of data in advancing sustainable development. The Philippine Statistics Authority (PSA) โ€“ Benguet Provincial Statistical Office, in coordination with the Provincial Statistical Committee, has lined up activities throughout October.

In his closing message, Mayor Aquisan expressed gratitude for the Scriptural message shared during the ceremony. He reiterated that the LGUโ€™s direction is to serve the people with good intention and reminded everyone to be mindful of their actions. Echoing his message during Family Day, he emphasized that positions are not what people will remember, but rather how leaders treat those they serve.

The event was held in line with national directives under a Department of the Interior and Local Government memorandum, with an overview presented by Ms. Edelyn M. Pakatiw, Municipal Social Welfare and Development Officer. In her rationale, Ms. Pakatiw emphasized that the observance is anchored on Proclamation No. 60 (s. 1992), which declares the last week of September as National Family Week to highlight unity and stability in the Filipino family, and Proclamation No. 326 (s. 2012), which designates the fourth Monday of September as โ€œKainang Pamilya Mahalagaโ€ Day, encouraging families to share meals together as a means of strengthening connections.

Setting the tone for the gathering, Sangguniang Bayan Committee Chairperson on Social Services, Honorable Ghislyn F. Lucio-Marave delivered the welcoming remarks, underscoring Local Ordinance No. 166-20, a landmark legislation institutionalizing a Family Program within the municipality to safeguard and empower households. Honorable Marave also pledged that the Sanggunian will review the ordinance to ensure proper allocation and to enhance future LGU Family Day celebrations.

Expanding on this vision, Mayor Rex Guzman Aquisan delivered a keynote address that drew parallels between the home and the public service workspace. He reminded everyone that the LGU acts as an extended family, stressing that mutual respect must guide professional and personal interactions regardless of rank or position towards a single purpose, the best@ service for the community.

A message from Pastor Jerson C. Oros, served as the highlight of the celebration. Ptr. Oros anchored his message on everyday family stewardship. He reflected on the family as humanityโ€™s paramount institutionโ€”imperfect yet enduringโ€”and explained that strong families naturally cultivate strong communities. He also gave emphasis that children learn more from actions than words, urging parents and guardians to model honesty, respect, responsibility, and compassion. Ptr. Oros further reminded participants that children measure affection through time spent together, concluding with a call to anchor family life in faith in Jesus Christ.

The program also featured heartfelt testimonies from municipal employees, who candidly shared personal family journeys to encourage colleagues balancing the dual demands of career, relationships, and home life. The atmosphere later shifted to a joyful camaraderie through interactive games, fostering deeper bonds among personnel outside their routine administrative duties.

A closing remarks was delivered by Vice Mayor Sario M. Minas, who expressed gratitude to everyone who took part in the success of the event. He further underscored the importance of sustaining the Family Day tradition as a platform for strengthening workplace camaraderie and reinforcing the values of unity, respect, and service that guide the LGU.
