Despite ongoing austerity measures and the national energy crisis, the implementation of Gender and Development (GAD) must continue to ensure protection and inclusive services for all, especially women and vulnerable sectors.
๐ ๐ช๐๐๐ง ๐๐ฆ ๐ง๐๐๐ฆ ๐๐๐ข๐จ๐ง?
This serves as a reminder that GAD Programs and Projects (PPAs) should not be halted even during periods of austerity. This means that the following must continue:
โ Protection of the rights and welfare of women
โ Gender-responsive governance
โ Support for vulnerable and marginalized sectors
โ Proper and responsible utilization of GAD funds

The energy crisis and austerity measures do not affect everyone equally. More affected are:

โ Families that are economically and socially vulnerable

Their use is strictly regulated to uphold economy, efficiency, transparency, and accountability in the utilization of government resources.

๐Government vehicles shall not be used on Saturdays, Sundays, and holidays.
๐Use is only allowed for official functions or duties.

Inventory and Turnover of Barangay & SK Properties and Financial Records
The Department of the Interior and Local Government (DILG) reinforces the importance of accountability, transparency, and proper transition of governance through the implementation of DILG Memorandum Circular No. 2026-021.
This initiative ensures a smooth and orderly turnover of responsibilities between outgoing and incoming Barangay and Sangguniang Kabataan (SK) officials through proper inventory, documentation, and verification of all properties and financial accountabilities.
๐ WHAT IS THIS ABOUT?
A structured process to:
โ๏ธ Conduct physical inventory and documentation of Barangay and SK properties
โ๏ธ Ensure proper turnover of financial records and accountabilities
โ๏ธ Establish clear accountability and responsibility among officials
โ๏ธ Promote good governance and transparency
๐ฅ WHO ARE INVOLVED?
This applies to:
โข Barangay Officials and Functionaries
โข SK Officials and Members
โข City/Municipal Officials (Mayors, Accountants, Treasurers, LYDOs)
โข DILG Field Officers and LGU stakeholders
๐ ๏ธ KEY MECHANISMS
To ensure proper implementation, the following teams must be created:
๐น Barangay Inventory Team (BIT)
๐น Sangguniang Kabataan Inventory Team (SKIT)
๐น City/Municipal Assessment and Turnover Team (C/MATT)
These teams will oversee the inventory, validation, and turnover process across all LGUs.

โ๏ธ ACCOUNTABILITY MATTERS
All accountable officials are required to:
โ๏ธ Submit complete inventory of properties under their custody
โ๏ธ Settle and liquidate all financial obligations
โ๏ธ Turn over all documents, records, and assets before the end of their term
Failure to comply may result in liability under existing laws, rules, and regulations.

Pursuant to the mandate of the Department of the Interior and Local Government (DILG) to promote peace and order, ensure public safety, and strengthen local government capability toward the effective delivery of basic services, the Department adopts a whole-of-society approach in implementing capacity development programs on Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) to attain disaster and climate resilience.

๐Strengthens the preparedness and resilience of Local Government Units (LGUs) against disasters and climate-related risks

๐Promotes stronger coordination and partnerships among government agencies, civil society organizations, academe, and communities
๐Encourages evidence-based, risk-informed, and inclusive governance for safer and climate-resilient communities
๐Ensures sustainable and responsive local development planning through institutionalized capacity development programs

โ๏ธ LGUs shall prioritize DRRM and CCA capacity development programs based on resilience assessments and local risk profiles
โ๏ธ The LGU Resilience Readiness Monitoring Framework (LRRMF) shall be utilized in identifying capacity gaps and resilience priorities
โ๏ธ Local DRRM Offices shall coordinate and sustain all DRRM-CCA capacity development initiatives within their jurisdictions
โ๏ธ LGUs shall allocate and utilize the Local Disaster Risk Reduction and Management Fund (LDRRM Fund) in support of preparedness and training programs
โ๏ธ Collaboration with CSOs, NGOs, academe, and stakeholders is encouraged to strengthen disaster and climate resilience efforts
โ๏ธ All LGUs are encouraged to mainstream DRRM-CCA priorities into local development and investment plans

In line with Section 7 (4) of Civil Service Commission Resolution No. 2500752 dated 24 July 2025, otherwise known as the โRules Governing the Grant of Eligibility to Sangguniang Kabataan Officials,โ this issuance provides clear guidance on the proper process for the issuance of Certificates of Eligibility for SK Officials.
The policy aims to ensure that all qualified Sangguniang Kabataan officials are properly recognized under standardized and transparent procedures set by the Civil Service Commission.

The issuance of SKOE certificates shall strictly follow the prescribed rules and documentary requirements as provided under the said CSC Resolution to ensure consistency, accountability, and compliance with civil service regulations.

All concerned SK officials are advised to coordinate with the appropriate offices and ensure complete and accurate submission of requirements to avoid delays in processing.
