The Local Government Support Fund-Growth Equity Fund (LGSF-GEF) continues to extend opportunities to disadvantaged communities, this time through a Child Development Center in Barangay Pappa, Sablan, Benguet that is seen to provide the townโ€™s youth access to quality childhood services.

During the project monitoring led by the Department of the Interior and Local Government-Cordilleraโ€™s (DILG-CAR) Project Development and Management Unit (PDMU), municipal functionaries emphasized the dire need for a center that will support the care, learning, and development of children in the said barangay.

They said that this facility and its corresponding equipment are essential to ensuring that child-centered services, particularly those devolved to the barangay, can be provided effectively and properly to the townโ€™s children.

To this end, the PDMU Team alongside local functionaries and the projectโ€™s contractor jointly assessed the project's physical condition and identified remaining requirements before its official turnover and occupancy later this year.

PDMU Chief Shaquile L. Buraga explained that like with all other locally-funded projects, the implementing unit must commit its utmost compliance with applicable laws, rules, and regulations to ensure that these infrastructure projects are completed within the prescribed timeline in order for the beneficiaries to begin receiving their intended benefits.

Beyond the completion of a physical structure, the project highlights how financial assistance extended to qualified LGUs such as the GEF can become community-level initiatives responsive to local needs.

Through continued monitoring of GEF-supported projects, the DILG-CAR helps promote accountability in project implementation and ensures that government assistance is directed toward its intended purpose and beneficiaries.

With the Child Development Center nearing its official turnover and occupancy, the Municipality of Sablan moves closer to providing the children of Barangay Pappa with an appropriate space for their growth and development. These efforts demonstrate how an LGU initiative, strengthened through national government support, can translate public resources into tangible benefits for the community.

The terrains of local governance and public service often confronts us with two common musings: are we doing things correctly and are we doing the things that actually matter?

More often than not, mere compliance is celebrated and recognized. We measure accomplishments through numbers, but seldom through the stories of the change.

The numbers on our Individual Performance Commitment and Reviews (IPCR) tell us what we have done, but not necessarily what we have achieved. An organization can follow every procedure perfectly and still fail to achieve its purpose.

This is where the principle that says, โ€œcompliance is the floorโ€ becomes of paramount significance. Compliance establishes the minimum standard: it tells us what we must do to comply with laws, regulations, policies, or required controls. But compliance should not be mistaken for success. Again, compliance is the floor, never the ceiling.

Compliance must create value that compels us to achieve transformative results that improve the lives of our stakeholders and at the same time, strengthen our capacity as an organization.

This week, as we enter the final quarter of the year, letโ€™s reflect on our IPCRs: Did our actions create a lasting impact on the lives of the people whom we have sworn to serve?

Through this, let us endeavor to create value in what we do, lest we confuse the minimum compliance as the gold standard of our service.

STRENGTHENING INFORMATION MANAGEMENT IN ITOGON!

The DILG Benguet Provincial Office, headed by Provincial Director Daisy A. Payang, successfully conducted the Orientation and Onboarding Workshop on the Establishment of the Municipal and Barangay Information Management System (MIMS/BIMS) 2026 for the Municipality of Itogon on September 9โ€“10, 2026, at the Newtown Plaza Hotel, Baguio City.

The activity was spearheaded by Mayor Bernard Waclin and Vice Mayor Dante Alain Xavier D. Godio of the Municipality of Itogon, through MLGOO Julie C. Malig, reflecting the LGUโ€™s commitment to strengthening its information management systems and promoting more efficient, data-driven local governance.

The activity brought together the Department Heads of the Municipality of Itogon, Barangay Secretaries from its nine (9) barangays, and newly hired Encoders, key personnel who will play an important role in the successful implementation, utilization, and sustainability of MIMS/BIMS.

Facilitated by ISA Princess Bagayao, the two-day workshop provided participants with hands-on orientation and familiarization with the systems and their key functionalities.

For the Municipal Department Heads, the workshop provided an opportunity to navigate and experience the key features and functions of the DMS4LGUs (Document Management System for LGUs). Participants were able to explore the systemโ€™s functionalities, while their feedback, questions, and requests for clarification were addressed and duly noted for further consideration and system enhancement.

For the Barangay Secretaries, the activity served as a reorientation on the key functions of the Barangay Information Management System (BIMS), particularly the Barangay Inhabitant Profiling System (BIPS), Barangay GAD Plan and Budget Monitoring System, and Katarungang Pambarangay Information System (KPIS). The reorientation aimed to reinforce their understanding and encourage the effective utilization of these digital tools in managing barangay information and supporting day-to-day governance and service delivery.

More than an orientation and onboarding activity, this initiative demonstrates the continued partnership and collaboration between the LGU of Itogon and DILG Benguet in advancing digital transformation and strengthening local information management.
Through sustained collaboration, DILG Benguet and the Municipality of Itogon continue to empower local officials with the tools and knowledge needed to promote accurate information, informed decision-making, efficient service delivery, transparency, and accountability.
