𝐂𝐒𝐎 𝐀𝐜𝐚𝐝𝐞𝐦𝐲 𝐁𝐚𝐭𝐜𝐡 3: 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐂𝐢𝐯𝐢𝐥 𝐒𝐨𝐜𝐢𝐞𝐭𝐲’𝐬 𝐑𝐨𝐥𝐞 𝐢𝐧 𝐋𝐨𝐜𝐚𝐥 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭

Koronadal City, South Cotabato — October 12-16, 2026. Seventeen Civil Society Organization (CSO) scholars from SOCCSKSARGEN converged at Hotel de Viajera for the CSO Academy Component I Part 2: Local Development Planning, organized by the Department of the Interior and Local Government (DILG) Region XII.

The five-day program focused on capacitating CSOs in the Comprehensive Development Plan (CDP) formulation process, ensuring that grassroots voices are integrated into local government planning. Through sessions on ecological profiling, vision-reality gap analysis, investment programming, and project pitching, participants were trained to align community priorities with government strategies—making development more inclusive, equitable, and sustainable.

In her opening message delivered by OIC Division Chief Mary Ann Traspe, Regional Director Atty. Rochelle D. Mahinay-Sero, CESO III, underscored the vital role of CSOs as equal partners in governance. She emphasized that CSOs bring authentic perspectives from marginalized and vulnerable sectors, helping local governments design programs that truly respond to community needs. She also challenged scholars to immerse themselves fully in the training, share their insights, and return to their communities with renewed commitment to transparency, accountability, and participatory governance.

The Academy, supported by partners such as Mahintana Foundation, Inc., DBM XII, the Association of Foundations, and PLGU South Cotabato, continues to serve as a beacon of empowerment—bridging civil society and government to foster stronger collaboration for people-centered development.

By the end of the training, CSO scholars are expected to emerge as empowered advocates, equipped with sharper tools and stronger voices to champion inclusive governance across South Cotabato and Region XII.

DILG South Cotabato Strengthens Workforce Development and Digital Transformation Initiatives in Tampakan

TAMPAKAN, SOUTH COTABATO | October 22, 2026 — The Department of the Interior and Local Government (DILG) South Cotabato Provincial Office thru the headed by Provinvial Director Hayd Ali Suwaib, continued its commitment to promoting inclusive economic growth through technical assistance during the Planning and Workshop on the Identification of Investment Priority Areas (IPA) and Investment Priority Plan (IPP), Investment and Incentives Code, and Paleng-QR Ph Program of the Municipality of Tampakan.

The activity, held at the SB Conference Hall, brought together municipal officials and personnel to strengthen local investment planning, employment generation, workforce development, and digital economic initiatives. Through the active leadership, coordination, and steadfast support of MLGOO Marijovy C. Manzano , the activity highlighted the importance of strong DILG-LGU collaboration in translating national policies and programs into responsive local development initiatives. Rommelyn Agustin-Damasco, LGOO V of DILG South Cotabato, served as Resource Person, discussing SIBOL, the Trabaho Para sa Bayan (TPB) Act, Workforce Development Planning (WDP), and the Paleng-QR Ph Program as complementary strategies for strengthening local economic competitiveness.

The discussion emphasized the role of SIBOL in promoting coordinated workforce development, while the TPB Act provides a national framework for employment generation and workforce competitiveness. The Workforce Development Plan was highlighted as an essential instrument for identifying local skills gaps, aligning training programs with industry demands, and creating meaningful employment opportunities.

Meanwhile, the Paleng-QR Ph Program was presented as a practical initiative for advancing digital payments, financial inclusion, and the participation of small businesses and market vendors in the digital economy.

The presentation underscored the importance of harmonizing investment priorities, workforce readiness, employment opportunities, and digital transformation to ensure that local economic development translates into tangible benefits for the people of Tampakan. The successful conduct of the activity reflected the collaborative efforts of the Municipal Government of Tampakan and the DILG, with the proactive facilitation and continuing support of MLGOO Jovy Manzano, whose commitment to local governance and development initiatives helped strengthen coordination among stakeholders.

Through this partnership, DILG South Cotabato continues to support local government units in building investment-ready, employment-responsive, digitally empowered, and economically resilient communities.

DILG South Cotabato Holds September Team Conference, Focuses on Local Governance and Workforce Development

CITY OF KORONADAL, SOUTH COTABATO — The Department of the Interior and Local Government (DILG) South Cotabato Provincial Office, led by Provincial Director Hay-ali S. Suwaib, convened its Provincial Team Conference on September 30, 2026, at Cheq Dampa Seafood, City of Koronadal. The gathering brought together Provincial Office personnel and City/Municipal Local Government Operations Officers (C/MLGOOs) to align program strategies and streamline service delivery across the province.

Key program discussions included:

· Infrastructure and Project Monitoring: The Provincial Disaster Management Unit (PDMU) presented updates on the functionality of Local Project Monitoring Committees (LPMCs), the SUBAYBAYAN platform, the LIME-20 Project Assessment and Validation, and ongoing infrastructure audits to ensure project compliance and accountability.

· Good Governance Standards: Operational timelines and profiling procedures for the Seal of Good Local Governance (SGLG) were reviewed to ensure coordinated compliance ahead of upcoming assessments.

· Grassroots Peace Initiatives: Updates were highlighted for the C4Peace – Ugnayan sa Barangay Community Dialogue and Consultation, emphasizing community-level engagement and stakeholder collaboration for peace and development.

· Financial and Administrative Management: The team addressed the status of Maintenance and Other Operating Expenses (MOOE) and reconciled Government Service Insurance System (GSIS) premiums to ensure sound financial management and record accuracy.

· Human Resource ans Personnel Growth: Personnel development updates featured the Sharpening the Saw (SDS) for Kaagapays initiative, and discussion re the 2026 Program on Awards and Incentives for Service Excellence (PRAISE) Assessment.

The conference reinforced DILG South Cotabato’s commitment to internal coordination, continuous workforce growth, and strong partnership with local government units toward responsive and transparent public service.
