๐๐ ๐๐๐๐๐๐ | DAR South Cotabato joined a consultation meeting convened by the Local Government Unit (LGU) of Lake Sebu, together with the National Commission on Indigenous Peoples (NCIP) and the Department of Environment and Natural Resources (DENR), to address issues and concerns raised by the representatives of Barangays Tasiman, Takunel, Luhib, Lamfugon, Talisay, and Lamlahak regarding the implementation of Project SPLIT.
Representing PARPO II Valerie F. Seiton was PARPO I Thong C. Tambak, while other attendees included CARPO-LTID Elna L. Raborar, and MARPOs from DAR, Lake Sebu Vice Mayor Hon. Floro L. Gandam Jr., members of the Sangguniang Bayan, the Indigenous Peoples Mandatory Representative (IPMR), and representatives from the concerned barangays.
The Support to Parcelization of Lands for Individual Titling (SPLIT) Project facilitates the subdivision of collective Certificates of Land Ownership Award (CCLOAs) into individual land titles through beneficiary validation, land survey and parcelization, and the issuance of individual titles to qualified agrarian reform beneficiaries (ARBs).
Concerns related to project implementation may be addressed through the Grievance Redress Mechanism (GRM), while Environmental and Social Standard (ESS) No. 7 ensures the protection of Indigenous Peoples by promoting respect for their rights, culture, identity, and livelihoods and by preventing, minimizing, mitigating, or compensating for any adverse project impacts.

๐๐ ๐๐๐๐๐๐ | DAR South Cotabato conducted its Monday Convocation for June as the last month of the semester with the personnel from DARPO, DARMOs and DARAB.
During the convocation, PARPO II Valerie F. Seiton announced the upcoming celebration of DAR Employeesโ Day and the Comprehensive Agrarian Reform Program (CARP) Anniversary, a three-day annual activity that commemorates the passage of Republic Act No. 6657, otherwise known as the Comprehensive Agrarian Reform Law of 1988.
The activity was followed by a Holy Mass officiated by Fr. Sulpicio T. Francisco, Jr., in thanksgiving and prayer.

The Department of Agrarian Reform (DAR) โ South Cotabato facilitated the deliberation and endorsement of seven (7) NED subproject proposals worth approximately P6.4million under the VISTA Project on May 26, 2026, at Sitio Tinugas, Brgy. Ned, Lake Sebu, South Cotabato.
The activity aimed to present and evaluate the proposed subprojects to ensure that these are responsive to the needs of the community and beneficial to agrarian reform beneficiaries (ARBs) and other stakeholders within the NED Settlement Expanded Agrarian Reform Community (ARC).
The activity was led by DAR Provincial Office of South Cotabato. The meeting was presided over by Mr. Francis Willard Te, DAR OIC-MARPO of Brgy Ned 3, Lake Sebu, as well as the Co-chairperson of the committee in place of Hon. Antonio G. Fungan Jr., Municipal Mayor of Lake Sebu. Technical staff from the OMAG, MENRO, and MPDC offices also attended the activity.
The NED Settlement EARCC composed 21 Sitio Leaders, IPMRs, Tinugas MPC President, and other sectoral representatives who actively engaged in the discussion and deliberation of the proposed subprojects.
During the meeting, Ms. Melody Magbanua presented the FBS, START-Up, and Farm slope Protection proposals, Mr. Marvin Calixton from OMAG presented the Nursery and Agroforestry proposals, Mr. Radme T. Custodio from MENRO presented the Reforestation proposal, and Engr. Cesar III C. Freyra from MEO presented the Rural Water Capture Tank proposal to the NED Settlement Expanded ARC Committee.
Questions, concerns, and recommendations from the committee members were openly discussed and properly addressed by the proponents and technical staff. After thorough deliberation, the body moved for the endorsement of all seven (7) subproject proposals to the Provincial Project Coordinating Committee.
The activity ended successfully with the collective support and commitment of the participating stakeholders toward the implementation of projects that will contribute to the development and improvement of the NED Settlement expanded communities under the VISTA Project.

25 May 2026 โ As part of its continuing commitment to sustainable agrarian development, DAR South Cotabato facilitated the presentation, review, and endorsement of seven (7) proposed subprojects worth approximately Php 42 million under the Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project held in Barangay Poblacion, Tupi, South Cotabato.
The activity aimed to ensure that all proposed interventions are responsive to the needs of Agrarian Reform Beneficiaries (ARBs) and members of the expanded Agrarian Reform Communities (ARCs) within the TRUPALUCEBO area.
The meeting was initially presided over by Municipal Mayor Hon. Romeo S. Tamayo from the Local Government Unit (LGU) together with Municipal Agriculturist Roszhien M. Agustin.
For the DAR, representing PARPO II Valerie F. Seiton were SARPO/Provincial Focal Person Melody A. Magbanua and Provincial Project Coordinator Engr. Gazel Manojo, and other DAR technical personnel.
Representatives and technical personnel from the Office of the Municipal Agriculturist (OMAG), Municipal Planning and Development Office (MPDO), and Municipal Environment and Natural Resources Office (MENRO) also participated in the presentation, deliberation and evaluation of the proposed subprojects.
The activity featured the presentation of several proposed interventions under the VISTA Project. Ms. Magbanua discussed the proposed Farm Business School (FBS) and START-Up subprojects, while Gypsy B. Besin of OMAG presented the Nursery and Agroforestry proposals. Engr. Carl Jayson Lorenzo of MPDO presented the Rainwater Capture Tank proposal, Engr. Nepthali R. Lauron discussed the Farm-to-Market Road proposal, and Mr. Mark Vincent C. Agramon of MENRO presented the Reforestation proposal before the committee.
Following the deliberation, all seven proposed subprojects were endorsed to the Provincial Project Coordinating Committee (PPCC) for further evaluation and consideration.
Representing various sectors within the community, the TRUPALUCEBO Expanded ARC Committee serves as a multi-sectoral consultative and recommending body composed of Barangay Captains and Indigenous Peoples Mandatory Representatives (IPMRs) from Barangays Bololmala, Miasong, Cebuano, Tubeng, Acmonan, Crossing Rubber, Linan, and Polonuling, Palian, Lunen, Poblacion. The committee is responsible for reviewing, assessing, and endorsing proposed subprojects under the DAR VISTA Project for implementation in expanded Agrarian Reform Communities (ARCs).

GENERAL SANTOS CITY โ Around 1,000 agrarian reform beneficiaries (ARBs) from South Cotabato received their Certificates of Condonation with Release of Mortgage (COCROM) while one agrarian reform beneficiaries organization (ARBO) received farm machinery and equipment (FMEs) during the regionwide distribution of e-titles, COCROM, and FMEs at the Lagao Gymnasium, May 25.
The regionwide COCROM distribution covered more than 8,000 hectares of land, condoning approximately Php603 million worth of mortgage obligations.
Of the total land coverage, around 2,000 hectares are from South Cotabato, amounting to approximately Php113 million in condoned mortgages.
Meanwhile, DAR Secretary Conrado M. Estrella III along with PARPO II Valerie F. Seiton took part in the farm machinery turn over under South Cotabato province including one unit of walk-behind transplanter and one unit of 4WD 40 HP tractor with rotary tiller awarded to the SAO Irrigators and Livelihood Farmers Agricultural Cooperative (SILFCO) under the Climate Resilient Farm Productivity Support Project (CRF-PSP) Major Crop-Based Block Farming (MCBF).
During his speech, Estrella encouraged farmers to remain united and focused on overcoming poverty and hunger.
โMga kasama, magkapitbisig tayong lahat. Mayroon pa ring gitgitan ng gyera... Tayong mga magsasaka, wag na tayong sumali sa gulo. Ang tunay na kaaway natin ay ang gutom at kahirapan,โ he said.
DAR Regional Director XII Mariannie Lauban-Baunto also reminded ARBs that the government continues to support and value farmers.
โSa mga ARBs, sana maging paalala ang araw na ito na hindi kayo nakakalimutan ng gobyernoโฆ sana lahat ng binigay ng ating gobyerno ay ating pagyamanin,โ she said.
โMabuhay ang DAR, mabuhay ang mga magsasakang Pilipino,โ she added.
The distribution of COCROM, e-titles, and farm machinery is expected to provide economic relief to agrarian reform beneficiaries by easing their financial burdens, ensuring land tenure security, and improving their access to modern farming support.

The activity aimed to ensure that the proposed interventions are responsive to the needs of Agrarian Reform Beneficiaries (ARBs) and expanded Agrarian Reform Community (ARC) members in the SANTIP area.
SARPO/Provincial Focal Person Melody A. Magbanua, together with Municipal Agrarian Reform Program Officer (MARPO) Froilan C. Somodio and other DAR technical personnel spearheaded the meeting while Ms. Jessah Grace Pasmela from the Municipal Mayorโs Office representing Municipal Mayor Hon. Clemente B. Fedoc presided over the meeting.
Representatives and technical personnel from the Office of the Municipal Agriculturist (OMAG) and the Municipal Environment and Natural Resources Office (MENRO) also participated in the deliberation.

The SANTIP Expanded ARC Committee is a multi-sectoral consultative and recommending body composed of Barangay Captains and Indigenous Peoples Mandatory Representatives (IPMRs) from Barangays Tinago, Puti, San Miguel, BS Aquino Jr., Poblacion, Dumagil, and Kibid organized to review, assess, and endorse proposed subprojects under the DAR VISTA Project for implementation in expanded Agrarian Reform Communities (ARCs) within the SANTIP area.
