KORONADAL CITY โ€” The Regional Peace and Order Council (RPOC) XII successfully convened its 1st Quarter Meeting on March 30, 2026, bringing together regional line agencies, local chief executives, and key stakeholders to address priority
peace and order and public safety concerns in the region.

Out of 42 council members, 35 were in attendance, reflecting strong commitment and active participation in advancing the regionโ€™s peace and security agenda.

On behalf of Chairperson Hon. Reynaldo S. Tamayo Jr., Hon. Arthur Y. Pingoy, Jr., Provincial Vice Governor of South Cotabato, underscored the need for a proactive and forward-looking approach in addressing emerging challenges. He emphasized the
importance of timely, responsive, and well-coordinated interventions to ensure sustained peace and public safety.

A key highlight of the meeting was the comprehensive review of issues and concerns elevated by the Special Action Committees (SACs), as well as those from the Provincial and City Peace and Order Councils (POCs). These included priority matters
requiring immediate action, along with recommendations and policy directions to further strengthen peace and order initiatives across the region.

The meeting concluded with the adoption of nine (9) agreements and seven (7) resolutions, reinforcing the councilโ€™s unified commitment to actionable and results driven governance.

Overall, the activity reaffirmed RPOC XIIโ€™s strong commitment to sustained collaboration and strategic action toward building a safer, more secure, and resilient Region XII.

The energy was unmistakable, the spirit uplifting, and the message louder than ever - women leading, empowering, and transforming spaces. On March 31, 2026, the culmination program of the National Womenโ€™s Month Celebration, anchored on the theme โ€œWE for Gender Equality and Inclusive Society: Lead like the Babaylans, Filipinas!โ€, brought together DILG Region XII personnel in a vibrant and meaningful gathering that celebrated both purpose and pride.

As aptly captured in the inspiring message of Regional Director Atty. Rochelle D. Mahinay-Sero, CESO III: โ€œBe the leaders who listen to the whisper of intuition. Be the bridge that connects and heals. Let us lead with the wisdom of the past, the action of the present, and a vision for a future where our communities are whole.โ€

At its core, this message reminds us that womenโ€™s empowerment thrives in our daily actions, in the way we lead, support one another, and advocate for equal opportunities, not only with the mind, but also with the heart and spirit.

Setting an innovative tone, DILG Region XII, through the Local Governance Regional Resource Center (LGRRC) and its proponent, LGOO VI Melroy B. Manait, launched ๐——๐—œ๐—Ÿ๐—š ๐—ซ๐—œ๐—œ ๐——๐—ฎ๐˜๐—ฎ๐—™๐—ผ๐—ฟ๐—ด๐—ฒ, a digital innovation designed to consolidate, organize, analyze, and visualize governance-related datasets generated from various assessments, audits, and departmental monitoring tools. This initiative highlights how data and governance can work hand in hand in advancing inclusive development.

Deepening the conversation, the #๐—š๐—”๐——๐˜๐—ผ๐—ž๐—ป๐—ผ๐˜„ ๐—–๐—ฎ๐—บ๐—ฝ๐—ฎ๐—ถ๐—ด๐—ป Campaign featured an orientation on the Committee on Decorum and Investigation (CODI), delivered by Atty. Xheena Mae L. Pagsuguiron, Attorney III. The session emphasized CODIโ€™s role as a vital mechanism for addressing complaints related to sexual harassment and other forms of gender-based misconduct, thereby promoting a safe, respectful, and gender-responsive workplace.

The celebration came alive through creativity and expression during the much-anticipated โ€œBabaylan on the Runway.โ€ The stage became a platform for empowerment, showcasing participantsโ€™ creativity through traditional and modern interpretations of Babaylan leadership. Each ensemble paid tribute to the strength, wisdom, and grace of the Babaylan.

Laughter and friendly competition filled the room during the โ€œGAD Ka Na Ba?โ€ Quiz Bowl, which reinforced participantsโ€™ knowledge of Gender and Development (GAD) concepts from previous sessions. The activity proved that awareness can be deepened through engagement, interaction, and shared learning.

The program concluded with the awarding of winners; however, recognition went beyond performance. It celebrated participation, unity, and advocacy. Each round of applause echoed the collective commitment of DILG Region XII personnel to continue advancing gender equality in their respective roles.

Ultimately, the event stood as a tribute to the enduring strength of Filipinas, resilient, compassionate, and transformative. Like the Babaylans, todayโ€™s women continue to lead with discernment, serving as bridges between generations and demonstrating courage and responsibility. In doing so, they channel an ancestral legacy that remains relevant todayโ€”truly reclaiming the identity of Babaylans as leaders.

DILG XII Joins PolWD Womenโ€™s Month Culmination

The Department of the Interior and Local Government (DILG) Region XII joined the Polomolok Water District (PolWD) in celebrating the culmination of the 2026 National Womenโ€™s Month on March 30, 2026.

DILG XII Regional Director Atty. Rochelle D. Mahinay-Sero, CESO III, in her keynote message, emphasized that gender equality is a shared responsibility and must be pursued through collective action across sectors.

Anchored on the theme โ€œWE: Women and Everyone for Gender Equality and an Inclusive Society,โ€ the activity underscored the need for participatory leadership and stronger Gender and Development (GAD) initiatives.

RD Mahinay-Sero also highlighted the role of PolWD in advancing both development and equality, noting that reliable access to water improves health, restores dignity, and opens opportunitiesโ€”especially for women and young girls.

โ€œWhen water flows into homes, opportunities flow into lives,โ€ she emphasized, stressing that efficient water systems help free up time for women to pursue education, livelihood, and leadership roles.

She further linked these efforts to the achievement of Sustainable Development Goals (SDGs), particularly SDG 6 (Clean Water and Sanitation), SDG 5 (Gender Equality), and SDG 10 (Reduced Inequalities), highlighting how local initiatives contribute to broader development outcomes.

As the celebration concluded, DILG XII reaffirmed its support to local institutions like PolWD in building empowered communities and advancing a Bagong Pilipinasโ€”where development is inclusive, institutions are strengthened, and every Filipino, especially women, is given equal opportunity to thrive.
