𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | The DAR South Cotabato, under the leadership of PARPO II Valerie F. Seiton, participated in the second quarter meeting of the Provincial Development Council (PDC) on May 12, 2026 at the East Wing Capitol Compound, Alunan Ave., Koronadal City.
The discussion focused on the ongoing parcelization and field validation activities under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, and to address issues and concerns on the Certificate of Ancestral Domain Title (CADT) within the overlapping areas of the Allah Valley Protected Landscape (AVPL), following the request of the Environment Management – DRR/CCA Committee for updates on the implementation of the SPLIT Project in South Cotabato.

07 May 2026 – The Department of Agrarian Reform (DAR) South Cotabato conducted an Environmental and Social Safeguards (ESS) Orientation with hands-on training on Kobo Collect, alongside the presentation of the Indigenous Peoples Policy Framework (IPPF) and Resettlement Policy Framework (RPF) at the Dream Weavers Hotel, Koronadal City, South Cotabato.
Headed by PARPO II Valerie F. Seiton, the activity gathered ESS and Redocumentation and Completion Team (RCT) documentors from across the province to orient them on environmental and social safeguards documentation under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.
The training, facilitated by the ESS Support Staff, equipped documentors with practical skills in using the Kobo Collect application to ensure more efficient and accurate field data collection and report submission.
Meanwhile, Regional ESS Specialist Jehan Alongan also discussed and provided updates on the IPPF, RPF, and other established World Bank standards and compliances.
Environmental and Social Safeguards (ESS) are measures implemented to ensure that agrarian reform projects are carried out responsibly while protecting the environment, respecting the rights of communities and Indigenous Peoples, and ensuring compliance with World Bank standards.

DAR XII reviews Q1 performance, fast-tracks regular and SPLIT Project implementation
Koronadal, May 6 – The Department of Agrarian Reform (DAR) Region XII conducted its Regionwide Assessment today to evaluate its 1st Quarter 2026 accomplishments and accelerate the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.
DAR XII Regional Director Mariannie S. Lauban-Baunto led the activity, attended by Assistant Regional Directors, PARPOs of South Cotabato, Sultan Kudarat, and Sarangani, Division Chiefs, MARPOs, and technical staff.
“As we go through this assessment, I ask for two things: honesty and teamwork. Let us be honest about what worked and what didn’t, so we can improve. And let us continue to work as one DAR XII family, because no region, province, no division, succeeds alone. Let this assessment not just be about compliance. Let it be our commitment to do more and to do better for the rest of 2026,” Baunto said.
The assessment served as a venue to review provincial accomplishments under the Land Tenure Security, Agrarian Justice Delivery, and Support Services for the quarter, as well as to discuss updates and catch-up plans for Project SPLIT. The activity aims to align all targets toward improved service delivery for clients and stakeholders for the succeeding quarters of 2026.
