The ๐๐ซ๐จ๐ฏ๐ข๐ง๐œ๐ข๐š๐ฅ ๐˜๐จ๐ฎ๐ญ๐ก ๐ƒ๐ž๐ฏ๐ž๐ฅ๐จ๐ฉ๐ฆ๐ž๐ง๐ญ ๐‚๐จ๐ฎ๐ง๐œ๐ข๐ฅ (๐๐˜๐ƒ๐‚) and the ๐’๐š๐ง๐ ๐ ๐ฎ๐ง๐ข๐š๐ง๐  ๐Š๐š๐›๐š๐ญ๐š๐š๐ง ๐๐ซ๐จ๐ฏ๐ข๐ง๐œ๐ข๐š๐ฅ ๐…๐ž๐๐ž๐ซ๐š๐ญ๐ข๐จ๐ง ๐จ๐Ÿ ๐’๐จ๐ฎ๐ญ๐ก ๐‚๐จ๐ญ๐š๐›๐š๐ญ๐จ successfully convened their 2nd Joint Quarterly Meeting, bringing together youth leaders, youth-serving organizations, local government representatives, and development partners to discuss key programs and initiatives that will further advance youth development in the province.

The meeting served as an important platform for collaboration, planning, and decision-making, ensuring that the voices and aspirations of the Kabataang South Cotabateรฑos remain at the forefront of development efforts.

One of the major agenda discussed was the preparation for the upcoming Linggo ng Kabataan 2026, which aims to celebrate the vital role of young people in nation-building through various activities that promote leadership, volunteerism, civic engagement, culture, sports, and youth empowerment. Members exchanged ideas and recommendations to ensure a meaningful and impactful observance that will engage youth across all municipalities and the City of Koronadal.

Another significant milestone during the meeting was the Adoption and Approval of the Proposed South Cotabato Provincial Youth Development Plan (SCPYDP) CY 2026โ€“2028. The plan serves as the province's comprehensive roadmap for youth development, outlining strategic programs, projects, and activities that address the needs, aspirations, and priorities of the youth sector. Crafted through extensive consultations, data-driven planning, and collaborative efforts among stakeholders, the SCPYDP seeks to strengthen youth participation, leadership development, employment and entrepreneurship opportunities, health and wellness initiatives, environmental stewardship, and social inclusion.

The adoption of the SCPYDP 2026โ€“2028 signifies the collective commitment of the Provincial Government of South Cotabato, the Provincial Youth Development Council, the Sangguniang Kabataan Provincial Federation, and partner organizations to create a more responsive, inclusive, and sustainable future for the youth.

The formulation of the Provincial Youth Development Plan highlights the commitment of the Provincial Government under the leadership of ๐†๐จ๐ฏ๐ž๐ซ๐ง๐จ๐ซ ๐‘๐ž๐ฒ๐ง๐š๐ฅ๐๐จ ๐’. ๐“๐š๐ฆ๐š๐ฒ๐จ, ๐‰๐ซ. to ensuring evidence-based planning and meaningful youth participation in governance and development. This initiative also aligns with the provinceโ€™s continuing efforts to strengthen youth development programs across South Cotabato.
The activity gathered members of the Provincial Youth Development Council (PYDC), Local Youth Development Officers (LYDOs) from the municipalities and city, youth-serving organizations, partner national government agencies, civil society organizations, and Sangguniang Kabataan municipal presidents. Representatives from the DILG-South Cotabato, Commission on Human Rights-R12, Department of Labor and Employment-South Cotabato, Philippine National PNP South Cotabato Police Provincial Office-SC, 6th Infantry Battalion, Technical Education and Skills Development Authority-Provincial Office, Department of Education-DepEd RXII SDO South Cotabato, Department of Information and Communications Technology Region XII -South Cotabato, and Department of Trade and Industry-South Cotabato, South Cotabato Chamber of Commerce and Industry Foundation Inc., FPOP SOCCSKSARGEN, SCEIPC,OPG-KPSGIAP, OPG-PDAU, PSWDO, OPPO, OPG-PESU, IPHO, OPAg, OPG-ACTMU and Provincial Planning and Development Coordinator also participated in the activity. The write-shop served as an avenue for meaningful collaboration and convergence among stakeholders in identifying priority concerns, strategic interventions, and policy directions that will guide the implementation of youth-centered programs and initiatives in the province for CY 2026โ€“2028.
Throughout the two-day activity, participants actively engaged in technical workshops, planning sessions, and sectoral consultations aimed at crafting comprehensive and data-driven development strategies anchored on the core areas of 10 centers youth -participation: education, health, economic empowerment, environment, governance, social inclusion and equity, peacebuilding and security, active citizenship, agriculture, and global mobility.
One of the highlights of the activity was the presentation of outputs by each sectoral group, where participants showcased proposed programs, action plans, development targets, and implementation strategies that will serve as the foundation of the South Cotabato Youth Development Plan. The presentations reflected the shared vision and collective commitment of stakeholders toward building an empowered, resilient, productive, and socially responsible youth sector.
The Provincial Youth Development Council emphasized the importance of collaboration among government agencies, youth organizations, and local stakeholders in ensuring that the formulated plan truly reflects the voices, needs, and aspirations of the young people of South Cotabato. The successful conduct of the write-shop marks another milestone in strengthening youth development governance in South Cotabato and further reflects the unwavering commitment of the Provincial Government in creating more opportunities for meaningful youth engagement and empowerment.

The activity was participated by DILG South Cotabato Personnel, SK Focal Persons, Local Youth Development Officers (LYDOs), Provincial/City/Municipal Monitoring and Evaluation Teams (P/C/MMETs), and City/Municipal Local Government Operations Officers (C/MLGOOs) from across the Province of South Cotabato.

The orientation highlighted key reforms under the revised guidelines, including strengthened support for the devolution of local youth development, the institutionalization of a self-assessment mechanism through Performance Monitoring Teams (PMTs), streamlined validation processes, recalibrated assessment tools integrating updated national policies and recommendations from the National Youth Commission, and reinforced roles of the DILG and LGUs in program implementation.

The four key areas of assessment highlighted during the activity were:

โœ… Leadership and Innovativeness

Organized by the Office of Provincial Governor -Office of the Provincial Youth Development Officer (OPG-OPYDO) the meeting served as a vital platform to discuss the Revised Implementation Guidelines for SK GEMS 2026, ensuring alignment, clarity of processes, and strengthened monitoring mechanisms among PMET members.

This initiative reinforces the Provincial Government of South Cotabatoโ€™s commitment to promoting excellence in youth governance, empowering Sangguniang Kabataan officials to deliver responsive, transparent, and impactful programs for the youth sector.
