The Department of Labor and Employment (DOLE) XII, through its South Cotabato Field Office โ€“ BARMM Unit, conducted a Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) cash payout for 999 beneficiaries in Pahamuddin Special Geographic Area (SGA), Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The beneficiaries were engaged in 10 days of temporary employment, providing them with much-needed income support while undertaking community-based activities that benefit their respective communities. As part of their work engagement, the beneficiaries took part in community clean-up drives and environmental protection activities which entailed cleaning and maintenance of public spaces and other identified areas in the community.

The implementation of TUPAD also included skills training and orientation sessions to provide the beneficiaries with applicable work skills, and awareness of work-related responsibilities and safety. These activities complemented the temporary employment component by affording beneficiaries the opportunity to acquire valuable skills and knowledge that could help improve their employability outside the program. The project shows that TUPAD can provide immediate income support as well as promote meaningful involvement in the community, skills training and a greater sense of responsibility for local environmental protection and conservation.

When a worker suddenly loses a source of income, a familyโ€™s needs cannot wait while they search for the next opportunity.

This is the safety net that the government seeks to sustain through the proposed P11.03-billion allocation for the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program of the Department of Labor and Employment - DOLE in 2027, targeted to provide temporary employment and income support to 672,776 disadvantaged and displaced workers nationwide.

But under the governmentโ€™s strengthened approach, TUPAD is envisioned not simply as temporary work, but as a bridge toward the workerโ€™s next, more sustainable source of income.

TUPAD provides community-based emergency employment to disadvantaged and displaced workers, allowing beneficiaries to earn wages through temporary public and community work when regular sources of income are disrupted.

While the proposed P11.03-billion funding is maintained at the FY 2026 National Expenditure Program (NEP) level, the 2027 program provides longer support for qualified long-term beneficiaries, with the prescribed work period increasing from 20 days to 45 days. Support for personal protective equipment (PPE) will likewise increase from P350 to P400 per beneficiary.

This means that qualified beneficiaries under the long-term component will have a longer period to earn income while receiving greater workplace safety support.

President Ferdinand R. Marcos Jr., in his FY 2027 Budget Message, underscored the role of emergency and community-based employment in helping families withstand sudden economic shocks.

โ€œThrough emergency and community-based employment, the program helps Filipino families cope with economic disruptions, recover from disasters, and address other unforeseen challenges while earning a dignified source of livelihood,โ€ President Marcos said.

For Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon, however, the real measure of TUPAD is not just how many temporary jobs government can provide, but whether these opportunities can help workers move toward something more sustainable.

โ€œHindi dapat matapos ang tulong kapag natapos ang TUPAD. Dapat itong magsilbing tulay habang tinutulungan ang manggagawa na makahanap ng mas matatag na trabaho o kabuhayan sa pamamagitan ng livelihood programs, internships, skills training, at employment services,โ€ Secretary De Leon emphasized.

The direction is consistent with DOLEโ€™s strengthened TUPAD framework, which links beneficiaries to skills training, employment facilitation, livelihood assistance, and other opportunities that can help them transition to more sustainable sources of income.

โ€œAng TUPAD ay agarang suporta kapag nawalan ng pagkakakitaan, pero ang mas malaking layunin natin ay tulungan silang makarating sa susunod na oportunidad. Temporary work should be a bridgeโ€”not a dead end,โ€ Secretary De Leon added.

With the proposed FY 2027 funding, the government seeks to provide workers with immediate income when they need it most, while creating a clearer pathway from temporary employment to skills, livelihood, and more sustainable work.
