Sangguniang Kabataan - Barangay Rotonda

To all graduating Senior High School students and incoming college students, Goldenstate College Koronadal will be conducting an Enrollment Caravan on May 25, 2026, at 1:00 PM to be held at the Barangay Gymnasium.

STATUS UPDATE: SK FULL PUBLIC DISCLOSURE POLICY COMPLIANCE

As of the deadline set on April 30, 2026, out of the 199 Sangguniang Kabataan in the Province of South Cotabato, 137 barangays were fully compliant, 22 barangays were partially compliant, while 40 barangays remained non-compliant in the submission of reports pursuant to the SK Full Disclosure Policy.

This initiative is in line with Section 16 of Republic Act No. 10742, also known as the Sangguniang Kabataan Reform Act of 2015, which mandates all SKs to uphold the principles of transparency and accountability.

In accordance with Republic Act No. 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015, as amended by Republic Act No. 11768, the powers and functions of the Sangguniang Kabataan are clearly defined and strengthened.

Pursuant to Section 8(i) thereof, all SKs are mandated to adopt and implement a policy on the full public disclosure of all transactions and documents involving public interest to promote transparency, accountability, and good governance.

Further, Memorandum Circular No. 2023-068 on the SK Full Public Disclosure (FDP) Policy requires the posting of SK-related documents in the designated SK-FDP Policy Board

Accordingly, all Sangguniang Kabataan are required to publicly disclose their financial and program-related documents, including but not limited to:
• Annual Budget
• Annual Barangay Youth Investment Program (ABYIP)
• Disbursement Vouchers
• Status of Implemented and Completed Projects

Public disclosure is essential in promoting good governance, ensuring that SK initiatives are visible, accessible, and accountable to the youth and the community they serve.

All SK officials are strongly urged to comply and regularly update their disclosure in line with existing policies and guidelines.
