The Department of Labor and Employment (DOLE) Region XII was recognized as the top-performing region in the implementation of the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program and Kabuhayan program during the 2026 National Kabuhayan Awards in Davao City, highlighting its performance in delivering employment and livelihood assistance to workers and communities.

Region XII was represented by a delegation led by Regional Director Imelda F. Gatinao and Assistant Regional Director Raymond Fel F. Sajor.

The recognition came alongside the national awards received by the regionโ€™s livelihood nominees, with the Tinalon Farmers Association of Sultan Kudarat placing second runner-up in the Group Category and Johnny Narciso Nambong of Kidapawan City landing among the Top 5 in the Individual Category.

The awards highlighted the work of DOLE XII field offices, program implementers and partners in translating national programs into assistance that reaches workers and communities at the grassroots.

Labor Secretary Francis N. Tolentino said the Department must look beyond the number of livelihood packages and employment interventions delivered and focus on the outcomes they create for Filipino workers.

โ€œWe must ask ourselves, how many families became self-reliant, how many enterprises survived and grew, how many jobs were created, how many children were able to remain in school because their parents found a stable source of income,โ€ Secretary Tolentino said.

He added that every successful beneficiary is a testament to the dedication of DOLE and its partners in helping workers build better futures.

RD Gatinao said the recognition belongs to the collective efforts of DOLE XII personnel and partners who work to ensure that government programs translate into meaningful results for beneficiaries.

โ€œThis recognition is a testament to the collective effort of our people in DOLE XII, from our regional office to our field offices and partners who ensure that our programs reach the workers and communities who need them most,โ€ RD Gatinao said.

โ€œIt challenges us to sustain the gains, strengthen implementation and make every intervention count in improving the lives of our beneficiaries,โ€ she added.

The recognition reinforces the Marcos administrationโ€™s push to expand employment and livelihood opportunities that enable Filipinos to build sustainable incomes, strengthen enterprises and move toward self-reliance.

For DOLE XII, the achievement underscores its continuing commitment to turn government assistance into opportunities that improve workersโ€™ lives and strengthen communities.

From a modest home-based dressmaking livelihood, Johnny Narciso Nambong of Kidapawan City, Cotabato has grown his enterprise into a diversified business that recorded Php 2 million in sales and Php 943,906.67 in net income, earning a spot among the Top 5 national finalists in the Individual Category of the 2026 National Kabuhayan Awards.

Nambong received Php 29,899 in livelihood assistance from the Department of Labor and Employment (DOLE) XII in 2024 under the DOLE Integrated Livelihood Program (DILP). The assistance included an electrical industrial sewing machine, edging machine, sewing supplies and other materials for his dressmaking livelihood.

With the additional equipment and supplies, Nambong expanded his operations into JNN Events Management Services, which now offers dressmaking, catering, event management, rentals and product innovation.

Labor Secretary Francis N. Tolentino said the stories of livelihood beneficiaries demonstrate how opportunities can help Filipino workers build better lives through their skills, determination and hard work.

โ€œToday, we celebrate more than successful livelihood projects; we celebrate the Filipino worker. The seamstress who patiently turns cloth into clothing, the artisan who creates with skilled hands, and the small entrepreneur who begins with little but dreams of building something greater,โ€ Secretary Tolentino said.

He said the governmentโ€™s role is to open pathways toward lasting livelihood and a better future, while beneficiaries turn these opportunities into productive work and progress for their families.

Nambong expressed gratitude to DOLE for helping him reach the national Top 5, saying the recognition motivates him to continue improving his enterprise.

โ€œMaraming salamat sa DOLE for choosing me as one of the Top 5 national finalists. To my fellow entrepreneurs, patuloy nating pagbutihan ang ginagawa natin sa ating negosyo para marami pa tayong customers at patuloy pa nating i-enhance ang ating skills,โ€ Nambong said.

His journey supports the Marcos administrationโ€™s push for livelihood interventions that help Filipinos become more self-reliant, strengthen enterprises and create opportunities through productive work.

For Nambong, the national recognition marks another step in his continuing effort to grow his business, improve his skills and create opportunities for others.

The Tinalon Farmers Association (TFA) of Senator Ninoy Aquino, Sultan Kudarat emerged as the second runner-up in the Group Category of the 2026 National Kabuhayan Awards, bringing Region XIIโ€™s coffee livelihood success story to the national stage.

TFA earned the national recognition for its Coffee Processing and Marketing Project, which has grown from DOLE livelihood assistance into a sustainable enterprise benefiting around 174 farmer-members and creating opportunities beyond the association.

The association received Php 1.16 million in formation assistance in 2020 and another Php 400,000 in enhancement assistance in 2023 through the DOLE Integrated Livelihood Program (DILP). The assistance provided equipment for coffee roasting, grinding, drying, packaging and post-harvest processing.

In his message, Labor Secretary Francis N. Tolentino said the success of livelihood assistance should be measured not only by the support provided but by its ability to help beneficiaries become self-reliant, grow enterprises and create jobs.

โ€œThe best form of assistance is assistance that does not create dependence. The best assistance gives the people the capacity to stand on their own, earn with integrity, employ others, and eventually help other Filipinos rise,โ€ Secretary Tolentino said.

Led by association president Jenkie C. Balasa, TFA has helped its members move beyond selling raw coffee and take part in processing and marketing. Its products now reach markets in Tacurong City, Senator Ninoy Aquino, Isulan, Koronadal City, Davao and Negros Occidental.

Balasa said the national recognition affirmed the associationโ€™s hard work and strengthened its commitment to help more people in Senator Ninoy Aquino.

She thanked DOLE for its continued support through DILP and vowed to sustain the enterprise so it can benefit more people.

โ€œMaraming salamat sa DOLE para sa kanilang walang sawang pagsuporta sa aming asosasyon. Ito ay aming ipagpapatuloy at aalagaan namin upang marami pa kaming matulungan,โ€ she added.

TFAโ€™s national recognition highlights how livelihood assistance, when matched with community initiative and sustained enterprise development, can create income opportunities that extend beyond individual beneficiaries.

The achievement also supports the Marcos administrationโ€™s continuing push to expand sustainable livelihood and employment opportunities, strengthen local enterprises and generate income and jobs in communities.

Through DILP, the Tinalon Farmers Association has turned government assistance into a continuing enterprise that benefits farmers and creates opportunities beyond its membership.
