DSWD XII Holds Harmonized Electronic License and Permit System (HELPS) Regional Roadshow in Region XII

Koronadal City – The Department of Social Welfare and Development Field Office XII, through its Standards Unit under the Policy and Plans Division and in coordination with the Standards Bureau, successfully conducted the Harmonized Electronic License and Permit System (HELPS) Regional Roadshow today, May 29, 2025, in Koronadal City.

The activity aimed to orient and capacitate Social Welfare and Development Agencies (SWDAs) and foundations in Region XII on the use of HELPS, an online platform developed to streamline and digitalize the registration, licensing, and accreditation processes for SWDAs.

DSWD XII Regional Director Loreto Jr. V. Cabaya formally welcomed the participants and emphasized the importance of embracing digital systems to improve transparency, efficiency, and the delivery of social welfare services.

“The very purpose of this event is to strengthen our partnership with SWDAs,” said Director Cabaya.

Also present were Ms. Cynthia V. Ilano, Director III and Assistant Bureau Director of the Standards Bureau, who shared valuable insights and reaffirmed the Department’s commitment to empowering SWDAs through innovative tools and continuous capacity building, and Mr. Arthur John Gabucan, Chief of the Policy and Plans Division.

The event was organized and facilitated by the dedicated staff of the Standards Unit and the Information and Communication Technology Management Section of DSWD Field Office XII, ensuring a smooth and informative session for all participants.

The HELPS Regional Roadshow is part of DSWD’s broader commitment to enhancing public service through digital transformation and strengthened partnerships with key stakeholders in the social welfare sector.

Tingnan | General Santos City – Ang Department of Social Welfare and Development field office 12 at Standards Section ng Policy and Plans Division ay nag abot ng tulong para sa 242 pamilyang naapektuhan ng isang insidente na naganap noong Mayo 6, 2025 sa Barangay Labangal.

Bilang tugon, agad na nagpaabot ng tulong ang Area-Based Standards Network (ABSNET) Cluster 1, na binubuo ng mga Social Welfare and Development Agencies (SWDAs) mula Sarangani at General Santos City at nasa ilalim ng regulasyon ng DSWD Field Office XII.

Noong Mayo 23, 2025, isinagawa ang pamamahagi ng ayuda sa mga apektadong pamilya, bilang bahagi ng patuloy na pagtutulungan ng pamahalaan at pribadong sektor upang matugunan ang pangangailangan ng mga nasalanta.

Nagpapatuloy ang koordinasyon ng ABSNET Cluster 1 at DSWD XII upang matiyak ang tuloy-tuloy na suporta para sa mga komunidad na nangangailangan.

Look| The Department of Social Welfare and Development Field Office 12, through the Planning Section of the Policy and Plans Division, joins the 1st Semester Multi-Stakeholder Advisory Council (MSAC XII) meeting at Habi Hotel, Koronadal City, today.

Policy and Plans Division Chief Arthur John Gabucan emphasized the transformative potential of the Adopt a Barangay project, an initiative under the Inclusive Community Enabling (ICE) framework. He highlighted that the project aims to bridge service delivery gaps in geographically isolated and disadvantaged areas by fostering collaborative support among stakeholders.

The project encourages agencies and development partners to ‘adopt’ selected barangays by providing technical assistance, capacity development, livelihood support, and improved access to basic services. The goal is to pilot scalable models of inclusive development tailored to local needs and driven by community participation.

MSAC members from different agencies Civil Society Organizations and Representatives from Social Development Organizations in Region 12 expressed strong support for the initiative, recognizing it as a practical and impactful approach to inclusive governance and grassroots empowerment.

DSWD i-Registro web portal to strengthen health services for F1KD beneficiaries in Tupi South Cot.

Tupi, South Cotabato | The Department of Social Welfare and Development field Office 12 through the National Household Targeting Section and 4Ps RPMO in collaboration with the Local Government Unit of Tupi and Barangay Health Workers (BHWs), promotes i-Registro web portal a digital platform designed to improve the registration and monitoring of First 1000 Days (F1KD) beneficiaries in the community, this day May 19, 2025.

The F1KD program, which focuses on providing essential health, nutrition, and early childhood interventions from a child’s conception up to two years of age, now receives a major digital boost through this innovation.

Jonas Andrade, Information Officer of National Household Targeting Section, said that the i-Registro portal aims to simplify data collection, make tracking more efficient, and ensure that no mother or child is left behind.

“With i-Registro, our BHWs can easily input, update, and access real-time information on F1KD beneficiaries directly through their mobile phones or tablets,” Mr. Andrade said. “This helps us deliver services more efficiently and enables the LGU to plan programs based on accurate and timely data.”

Through the commitment of the LGU and the tireless work of the BHWs, the i-Registro system is expected to significantly enhance health service delivery, reduce paperwork, and empower frontline workers with technology.

MSWDO Head Ms. Rosemin C. Catubig expressed strong support for the initiative, highlighting it as a step forward in the municipality’s digital transformation agenda and a testament to its commitment to maternal and child health.

Who are eligible to join?
✔️ Open to all Filipino citizens, including students, professionals, and amateur or professional artists.
✔️ Participants may join as individuals; group submissions are not allowed.
✔️ ARTA employees and their immediate family members are ineligible to participate.
The entry must include the following:
✔️ Posters must be created in A3 size (11.7 inches x 16.5 inches), in portrait orientation.
✔️ Participants may use traditional (paint, watercolor, ink, colored pencils, etc.) or digital mediums.
✔️ Digital artworks must be in high-resolution (300 DPI) JPEG or PNG format.
✔️ All entries must include the EODB Month official logo and the Bagong Pilipinas logo.
✔️ Posters should not contain offensive, obscene, or inappropriate content.
