Atty. Randy F. Babao, Regional Director of NAPOLCOM Region XII, served as the resource speaker during the seminar on the mandates and functions of the NAPOLCOM and its relationship with the DILG and PNP held at RTC 12, General Santos City on May 29, 2026.

The activity was attended by 320 trainees from Batch 2025-01 โ€œINKARIGATAK,โ€ providing them with valuable insights on the vital role of NAPOLCOM in strengthening public safety and police administration.

KORONADAL CITY โ€“ NAPOLCOM 12 Regional Director Atty. Randy F. Babao, together with South Cotabato Provincial Officer Atty. Michelle Anne P. Viejo, attended the 2nd Quarter Regular Meeting of the Regional Peace and Order Council (RPOC) XII on May 25, 2026, at Cinco Niรฑas, Koronadal City.

During the meeting, NAPOLCOM 12 advanced its Community and Service-Oriented Policing (CSOP) advocacy through an Audio-Visual Presentation and successfully endorsed two key resolutions, namely: " A Resolution Enjoining All Provincial Governors, City and Municipal Mayors, as Deputies of the NAPOLCOM, to integrate CSOP into their Peace and Order Plans, Programs, and Activities" and "A Resolution Encouraging all Local Government Units in Region XII to Support the Celebration of the Police Community Relations Month from July 1-30, 2026 and to Submit to NAPOLCOM XII through the PNP Units in their Areas of Responsibility, the Plans and Activities Conducted".

These initiatives mark a significant step toward institutionalizing community-driven policing in Region 12, strengthening partnerships between law enforcement, local governments, and communities to achieve safer, more peaceful, and resilient communities.

The National Police Commission (NAPOLCOM) Regional Office XII, led by Regional Director Atty. Randy F. Babao, reinforced collaboration with local government units (LGUs) and police units through courtesy visits and dialogues in Sultan Kudarat and Sarangani from May 4โ€“6, 2026.

Meetings were held with Mayor Frederick โ€œBong Whiteโ€ F. Celestial of Lebak, Mayor Ronan Eugene Garcia of Kalamansig, Palimbang Mayor Myrna Casas Kapina with Vice Mayor Joenime Kapina, and Maitum Mayor Alexander Bryan Reganit. Dialogues also involved the Lebak, Kalamansig, and Palimbang Municipal Police Stations, as well as the 2nd Sultan Kudarat Provincial Mobile Force Company. These sessions addressed governance, public safety, and police administration, focusing on peace and order, police administration, LGU support, NAPOLCOM deputation, and community service-oriented policing.

NAPOLCOM XII also conducted โ€œTalk to Men and Womenโ€ sessions with police personnel, raising concerns about promotion delays, exam scheduling, Women and Children Protection Desk training, scholarship access, and assignment adjustments.

The activity reaffirmed NAPOLCOM XIIโ€™s commitment to stronger partnerships with LGUs and police units. By addressing operational challenges and personnel concerns, the Commission continues to promote responsive, community-centered policing and effective governance in Region XII.

The National Police Commission (NAPOLCOM) Region XII, under the leadership of Regional Director Atty. Randy F. Babao, conducted a virtual orientation on May 4, 2026, for 209 Public Information Officers and frontline personnel from Police Regional Office XII.

Titled โ€œCascading the Philippine National Rule on Media Relations, Safety of Journalists and Media Practitioners, and Enhancing Freedom of Expression and Access to Public Information,โ€ the activity aimed to strengthen awareness among PNP personnel of their role in upholding free access to information and ensuring the safety of journalists and media practitioners.

In his opening message, Atty. Babao emphasized the significance of NAPOLCOM Resolution No. 2025-0472, which approved the PNP Rule on Media Relations and reinforces constitutional guarantees on freedom of expression and a free press.

Atty. Michelle Anne P. Viejo and Atty. Marlon Insular of NAPOLCOM Region XII served as resource speakers, while Atty. Mary Grace Guirhem delivered the closing message.

The activity underscores NAPOLCOM Region XIIโ€™s commitment to promoting transparency, accountability, and a safe working environment for media practitioners through proper operational planning and professional police conduct.

The NAPOLCOM Region 12, under the leadership of Atty. Randy F. Babao, facilitated the conduct of the 2025 National Survey on Safety from Crime and Experiences of Victimization (NSSCEV) from April 23 to 29, 2026, in the municipalities of Glan and Malapatan.

Implemented in partnership with Holy Trinity College of General Santos City, the activity engaged criminology students as trained enumerators who conducted structured, face-to-face interviews. The survey focused on residentsโ€™ perceptions of safety, awareness of crime, and personal experiences related to victimization.

NAPOLCOM carried out the nationwide crime safety survey in Sarangani Province to assess the communityโ€™s sense of security, perceptions of crime in their localities, trust in the police, views on crime prevention activities, and experiences of victimization among 200 residents across four barangays in Glan and Malapatan.

The findings of this initiative will guide evidence-based policing and help shape programs to strengthen crime prevention policies. They will also contribute to the Regional Safety Index for SOCCSKSARGEN, with results expected to inform future crime prevention programs nationwide.
