Through RA 11203 also known as Rice Tarrification Law (RTL) the Rice Competitivenes Enhancement Fund (RCEF) was created with 10Billion Budget.
This aims to fund programs to help the Rice Industry of the Philippines by way to increase production and lower the production cost of each farmers thereby alleviating farmers economic status.
In excess of the 10Billion fund under RCEF were allocated to RICE FARMERS FINANCIAL ASSISTANCE (RFFA) wherein Rice Farmers Registered to Registry System for Basic Sector on Agriculture (RSBSA) tilling 2 hecatres and below will be given Php 5,000.00 Cash Assistance. Alongside, farmers will be issued with Interventions Monitoring Card (IMC) which will be used as thier farmers identification card. This IMC card will also be used by farmers in availing other interventions such as seeds and fertilizers.

Another 800 rice farmers from Pres. Roxas, Cotabato received thier Cash Cards with 5,000.00 today under Rice Farmers Financial Assistance of the Department of Agriculture Regional Field Office XII thru the leadership of RED ARLAN MANGELEN.
Tomorrow March 18, 2021 until March 19, 2021 the team together with Landbank of the Philippines is set to distribute the same intervention to rice farmers in Tulunan, Cotabato.

Today around 600 rice farmers from Kidapawan City received their Cash Card containing 5,000.00 under Rice Farmers Financial Assistance (RFFA) of the Department of Agriculture XII thru the Leadership of RED ARLAN MANGELEN in partnership with Landbank of the Philippines.
This is in support to rice farmers due to the dropping of palay price last 3rd quarter 2019.
