In his opening remarks delivered on behalf of EMB XII Regional Director Engr. Omar Saikol, Mr. Abdulkadir C. Andang, Chief of the Finance and Administrative Division, encouraged full participation from all stakeholders and stressed the importance of translating discussions into concrete action. He emphasized that the summit was never intended to end with a document alone, but with commitments โ€” ones that participants would carry back to their offices, barangays, and boardrooms.
