President Ferdinand R. Marcos Jr.โ€™s administration is stepping up measures to protect food and water supplies as the government prepares for the possible effects of El Niรฑo.

President Marcos has ordered the National Food Authority (NFA) to increase its palay procurement and warehouse capacity to build up the governmentโ€™s rice buffer stock.

In a press briefing Monday, Agriculture Secretary Francisco Tiu Laurel Jr. said the NFA has been directed to buy as much palay as possible during the remaining harvest season.

โ€œBumibili ng bumibili ang NFA ubusin ang kanilang pera, para mapuno iyong ating mga NFA warehouses with the rice,โ€ Laurel said.

The Department of Agriculture is also intensifying production support in areas that still have sufficient water, including additional seeds and fertilizer, while deploying solar irrigation systems and solar pumps to sustain farm production.

ICYMI: South Cotabatoโ€™s inflation rate slightly eased to 6.0 percent in August 2026, from 6.1 percent in July, indicating a modest slowdown in the overall increase in prices of goods and services in the province.

The latest figure was reported by the Philippine Statistics Authority (PSA) South Cotabato during its monthly data dissemination activity held virtually on Thursday, September 24.

PSA South Cotabato Senior Statistical Specialist Florante Cadiz presented the August inflation data, providing an update on the movement of consumer prices in the province.

Inflation measures the rate at which the prices of goods and services generally increase over a given period. Thus, the slight decline from 6.1 percent in July to 6.0 percent in August means that prices continued to rise, but at a slightly slower pace compared with the previous month.

PSA regularly monitors and releases inflation data to provide the public with updated information on changes in consumer prices.

The Department of Agriculture is using the Php6.2 billion released under the UPLIFT program to support farmers and fisherfolk affected by El Niรฑo and sustain agricultural production.

In a Malacaรฑang press briefing Monday, Agriculture Secretary Francisco Tiu Laurel Jr. said the department requested a total of Php45 billion under UPLIFT, which includes funding for El Niรฑo interventions.

โ€œMayroon kaming request na 45 billion. That actually includes sa UPLIFT iyon, kasama na iyong krisis, kasama na iyong El Niรฑo. And out of the 45 billion ay na-release-san na kami ng 6.2 billion (pesos),โ€ Tiu Laurel said.

Tiu Laurel said the DA expects an additional Php10 billion for current El Niรฑo interventions, including solar irrigation, solar pumps, solar aerators and additional biofertilizer.

The measures are intended to help farmers maintain production in areas facing water shortages and support fisherfolk whose operations may be affected by extreme weather conditions.

The Department of Agriculture (DA) is asking rice importers to voluntarily reduce rice imports during the harvest season to help support local palay prices.

In a Palace press briefing, Agriculture Secretary Francisco Tiu-Laurel Jr. noted that palay prices are now ranging from PhP16.50 to PhP20 per kilo for wet palay, compared with around PhP8 to PhP12 per kilo during the same period last year.

โ€œNgayon ang mga palay, kanina minomonitor namin, pinakamababa PhP16.50, pinakamataas mga PhP20 sa wet. So, in general, okay naman ngayon,โ€ Tiu-Laurel said.

The agriculture chief said the government therefore sees no reason at present to restrict rice imports, but appealed to importers to help local farmers during the harvest period.

The proposed upgrade of Soccsksargen General Hospital (SGH) to a 1,500-bed regional medical center is making progress in Congress, according to House Speaker Faustino โ€˜Bojieโ€™ G. Dy III, who recently emphasized the advancements being made at the hospital.

Dy announced during the recent Mindanao LegisHear โ€œBawat Batas Mahalagaโ€ forum that on March 16, 2026, the House of Representatives approved House Bill No. 8342 during its third and final reading.

The bill aims to rename the hospital to the Soccsksargen Regional and Medical Center (SRMC), increase its authorized bed capacity from 75 to 1,500, improve its facilities and healthcare services, and authorize additional medical personnel.

The measure is awaiting action on its counterpart bill in the Senate.

Speaking at the 2026 National Teachersโ€™ Day celebration at the Smart Araneta Coliseum in Quezon City on Monday, President Marcos said he directed concerned agencies to ensure the proper and expedited processing of the 2024 PBB.

โ€œPatuloy ang pagproseso nito (2024 PBB), at inatasan natin ang mga kinauukulang ahensya na tiyaking maayos at mapabilis ang proseso,โ€ President Marcos said.

The President also highlighted measures to give teachers more time to focus on teaching by streamlining paperwork, strengthening the non-teaching workforce, and reducing classroom observations.

Classroom observations were reduced from four per school year to one in School Year 2025-2026, with two observations set for succeeding school years.

โ€œAt the heart of this noble mission are our educators, whose task is to unleash our peopleโ€™s potential and guide them towards greater possibilities in life,โ€ the President added.

President Marcos said teachersโ€™ influence goes beyond the lessons they impart, noting that by helping children realize their potential, educators also help shape the kind of society the country can build.
