MAKATI CITY, PHILIPPINES - The Philippines is calling for stronger regional cooperation to help fish farmers face climate change, aquatic animal diseases, and changing market requirements as it hosts the 35th Governing Council Meeting of the Network of Aquaculture Centres in Asia-Pacific (NACA).

Co-organized by the Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR), the October 7โ€“9 meeting at Dusit Thani Manila brings NACAโ€™s highest policymaking gathering back to the Philippines after 21 years.

DA-BFAR National Director Elizer S. Salilig urged participating governments and partners to translate regional discussions into practical benefits for communities.

โ€œSustainable aquaculture must translate into better livelihoods for farmers and fishers, greater food security for communities, stronger aquatic animal health systems, and healthier and more resilient aquatic ecosystems,โ€ Salilig said in a message.

Aquaculture, which includes farming fish, shellfish, and seaweeds, supports food supply, jobs, and rural incomes. However, disease outbreaks, environmental degradation, and climate pressures can disrupt production and threaten livelihoods. Addressing these shared risks requires countries to exchange knowledge and coordinate their responses.

The meeting will review the implementation of the NACA Strategic Plan 2025+ and identify priorities in environmental sustainability, aquatic animal health, biosecurity, genetics, biodiversity, food safety, and certification. Biosecurity measures help prevent the introduction and spread of diseases in farms.

Through its hosting and participation, DA-BFAR seeks to strengthen cooperation in research, technical exchange, training, and policy development. For the Philippines, these partnerships offer opportunities to bring regional knowledge into local aquaculture programs and improve support for producers.

Across Asia-Pacific, the meeting provides a venue to align priorities and share approaches that countries can adapt to their own farming conditions. This cooperation can help connect scientific research with the practical needs of farmers, including disease prevention and environmentally responsible production.

โ€œThe outcomes of this meeting should therefore go beyond what we accomplish within these sessions,โ€ Salilig said.

For BFAR, the goal is to turn regional cooperation into more responsive programs that help sustain production, protect livelihoods, and support a reliable supply of aquatic food. #

The Bureau of Fisheries and Aquatic Resources - National Fisheries Development Center (BFAR-NFDC) records another significant milestone in its continuing mission to strengthen the fisheries sector and support the livelihoods of Filipino fish farmers.

Despite the challenges brought about by the southwest monsoon (Habagat) and recent typhoons, which affected aquaculture operations and production activities during the quarter, the center successfully produced a total of 5,599,963 fish and freshwater prawn stocks from July to September 2026, reflecting its unwavering commitment to providing quality aquatic resources and sustainable aquaculture technologies to communities across the country.

Leading the production output is Bangus (Milkfish) with 4,766,000 fingerlings, reaffirming its role as one of the most important commodities in Philippine aquaculture. Bangus remains a major source of income for fish farmers and a staple food for many Filipino households, making its continuous production vital to both food security and economic development.

Complementing this achievement is the production of 517,800 combined fry and fingerlings of Saline Tilapia, a widely cultured brackishwater fish. Through the sustained production of quality saline tilapia stocks, NFDC continues to assist fish farmers in enhancing their productivity and meeting the growing demand for fish in local communities.

The center likewise produced 159,950 fingerlings of Hito (Catfish) during the quarter. As catfish farming continues to gain popularity due to its adaptability and market potential, the availability of quality fingerlings provides opportunities for aquaculture practitioners to diversify their production and increase their income.

Meanwhile, 156,213 post-larvae of Ulang (Freshwater Prawn) were produced, further supporting NFDC's efforts to promote freshwater prawn culture as a profitable and sustainable livelihood venture. Known for its high market value, ulang production contributes not only to the aquaculture industry but also to the economic well-being of fish farming communities.

For decades, NFDC has remained steadfast in its mandate to develop and promote sustainable fisheries technologies that benefit fish farmers, fisherfolk, local government units, educational institutions, and other stakeholders. Through continuous research, stock enhancement initiatives, training programs, and the production of quality aquatic resources, the center plays a vital role in strengthening the country's aquaculture industry.

SORSOGON CITY โ€” Mas malaking pagkakataon para kumita at mapalago ang kanilang produksyon ang naghihintay sa mga mangingisda at seaweed farmers sa Sorsogon matapos ihatid ng Department of Agricultureโ€“Bureau of Fisheries and Aquatic Resources (DA-BFAR) ang mahigit โ‚ฑ14 milyong halaga ng fisheries livelihood interventions sa ibaโ€™t ibang coastal community sa lalawigan.

Around 400 stakeholders from across the Philippine milkfish industry will convene in Clark, Pampanga from October 14 to 16, 2026, for the 3rd National Bangus Congress, a three-day gathering focused on strengthening the countryโ€™s milkfish industry amid emerging global and domestic challenges.

Organized by the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (BFAR), in partnership with the Philippine Milkfish Industry Group (PHILMIG), the congress will bring together producers, government agencies, industry players, research institutions, and other partners to assess the industryโ€™s current state and identify concrete ways forward.

โ€œBangus plays an important role in our food security. This 3rd National Bangus Congress serves as an avenue to direct our efforts toward a more competitive and sustainable industry for our fisherfolk and bangus farmers,โ€ BFAR National Director Elizer Salilig said.

Recent data from the Philippine Statistics Authority show that the total fisheries production increased by 2.0 percent in the second quarter of 2026. However, milkfish production declined by 7.1 percent year-on-year during the same period, underscoring the need for continuous collaboration and targeted strategies to strengthen the milkfish sector. The industry is also adapting to evolving conditions, including higher input costs, climate-related impacts, and supply chain considerations.

To tackle these challenges head-on, the congress aims to unite key players across the pre-production, production, and post-harvest sectors including hatchery operators, feed millers, fishpond operators, and processors. Their collective insights will directly guide DA-BFAR's strategic updates to the Philippine Milkfish Industry Roadmap to support sustainable growth, competitiveness, and resilience across the industry.

The congress will examine the status of the Bangus value chain from seedstock and hatchery production to farming, nutrition, marketing, post-harvest processing, research, financing, and policy. It will feature technical sessions where experts from the industry, government, and research institutions will share modern technologies, successful business strategies, innovations, and financing and policy opportunities designed to boost the sector's productivity, sustainability, competitiveness, and overall resilience.

โ€œAs an essential pillar of Philippine fisheries, the bangus value chain sustains hatchery technicians, fish farmers, dealers, processors, and logistics providers, and reinforcing each segment of this network expands economic opportunities for Filipino fisherfolk and promotes a more resilient, progressive aquatic industry,โ€ Salilig said, emphasizing that the success of the bangus sector relies on supporting the livelihoods embedded within its supply network, rather than solely on volume of production.
The congress will also highlight successful milkfish enterprises, associations, and cooperatives, showcasing how innovation, collective action, and value addition can drive practical gains for local producers.

As the sector navigates shifting market conditions, climate pressures, and evolving consumer demands, the assembly aims to foster strategic partnerships and actionable solutions to secure the long-term competitiveness and resilience of the Philippine milkfish industry. #
