• 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥 (𝐎𝐁𝐎): Approved the Proposed Draft Ordinance No. 68, authored by Hon. Efren T. Herrera, titled "𝘈𝘕 𝘖𝘙𝘋𝘐𝘕𝘈𝘕𝘊𝘌 𝘐𝘕𝘚𝘛𝘐𝘛𝘜𝘛𝘐𝘖𝘕𝘈𝘓𝘐𝘡𝘐𝘕𝘎 𝘛𝘏𝘌 𝘓𝘈𝘗𝘜-𝘓𝘈𝘗𝘜 𝘊𝘐𝘛𝘠 𝘖𝘍𝘍𝘐𝘊𝘌 𝘖𝘍 𝘛𝘏𝘌 𝘉𝘜𝘐𝘓𝘋𝘐𝘕𝘎 𝘖𝘍𝘍𝘐𝘊𝘐𝘈𝘓 (𝘖𝘉𝘖) 𝘈𝘕𝘋 𝘈𝘗𝘗𝘙𝘖𝘗𝘙𝘐𝘈𝘛𝘐𝘕𝘎 𝘍𝘜𝘕𝘋𝘚 𝘛𝘏𝘌𝘙𝘌𝘍𝘖𝘙." This measure aims to streamline and strengthen the city's building and structural regulations.
• 𝐒𝐮𝐛𝐝𝐢𝐯𝐢𝐬𝐢𝐨𝐧 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐀𝐩𝐩𝐫𝐨𝐯𝐚𝐥: Approved the subdivision application of A-UNITED CORPORATION for a 3,046-square-meter parcel of land located in Agus, Lapu-Lapu City.
• 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐟𝐨𝐫 𝐋𝐨𝐜𝐚𝐥 𝐀𝐭𝐡𝐥𝐞𝐭𝐞𝐬: Approved a resolution granting ₱150,000.00 as a monetary sponsorship to the Philippine Outrigger Canoe Club, represented by Ms. Faye Jimiera. This grant will support the team as they represent the Philippines at the 2026 International VA'A Federation World Sprints in Marina Bay, Singapore, from August 19 to 29, 2026.

𝗤𝘂𝗮𝘀𝗶-𝗝𝘂𝗱𝗶𝗰𝗶𝗮𝗹 𝗣𝗿𝗼𝗰𝗲𝗲𝗱𝗶𝗻𝗴𝘀

During the session, the Sangguniang Panlungsod also formally convened as a Quasi-Judicial Body to address an ongoing administrative case against a local official.
• 𝐏𝐫𝐞𝐥𝐢𝐦𝐢𝐧𝐚𝐫𝐲 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞: Scheduled to take place on June 3, 2026.
• 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐨𝐧 𝐏𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐯𝐞 𝐒𝐮𝐬𝐩𝐞𝐧𝐬𝐢𝐨𝐧: Following extensive deliberations regarding the potential preventive suspension of the local official in question, the City Council issued a resolution. Please note that this resolution is non-binding and is made solely to aid the City Mayor’s independent determination and prerogative under Section 63 of Republic Act No. 7160 or The Local Government Code of 1991.

​In a continued effort to promote active lifestyles and vibrant community engagement, the City Council has officially granted the motion to approve Proposed Draft Ordinance No. 56, principally authored by Hon. Jan Vincent A. Dela Serna.

• ​Ordinance Title: “AN ORDINANCE IMPOSING FEES AND PRESCRIBING RULES AND REGULATIONS FOR THE USE OF THE CITY-OWNED PICKLEBALL COURTS LOCATED AT THE CITY AUDITORIUM, POBLACION, LAPU-LAPU CITY.”
• ​The Path to Approval: Grounded in community feedback, this approval follows a comprehensive and transparent Public Hearing successfully conducted last April 23, 2026, at the Session Hall. This legislative measure was carefully crafted to ensure the proper maintenance, equitable public access, and clear operational guidelines for our city's sports facilities.
• ​Next Steps: Following the Council's approval, the ordinance will now be respectfully forwarded to the Executive Branch for the City Mayor's appropriate action and final approval.

• This ordinance officially establishes the Educational Assistance for Higher Education Program of Lapu-Lapu City, providing concrete guidelines and appropriating funds to support our deserving college students.

• Proposed Draft Ordinance No. 41 (Authored by Hon. Jeorgen E. Book)
• Creates a permanent Council for Agrifisheries and locally implements FAO 196 to institutionalize the City Fisheries and Aquatic Resources Management Council (CFARMC), ensuring stronger support for our local fisherfolk.

• Adriano Amistad Street: Formerly a portion of the Pajac-Maribago Road. (Ord. No. 57, authored by Hon. Jan Vicent A. Dela Serna & Hon. Joseph T. Pangatungan)
• Lucio B. Dihayco Rd: Formerly the Buyong-Maribago to Pagutlan-Maribago Road, honoring the former municipal board member (1961-1967). (Authored by Hon. Joseph T. Pangatungan)

• A resolution commending the Lapu-Lapu City Tourism Office and MDC Production for the seamless, artistic, and successful historical reenactment of the 504th Kadaugan sa Mactan, triumphing over budget constraints and last-minute casting changes. • A resolution requesting the City Mayor and the Tourism Office, in coordination with the CPDO and national cultural agencies, to conduct a feasibility study on establishing a Maritime Museum near the Liberty Shrine in Mactan to preserve and promote our rich maritime history. • Barangay Sabang: Granted ₱1,000,000.00 to augment funds for the barangay’s Programs, Projects, and Activities.
• Barangay Basak: Granted ₱500,000.00 for the implementation and procurement of renovation (roofing) materials (₱250,000.00) and the SK share (₱250,000.00).
• Barangay Basak: Granted an additional ₱1,000,000.00 for the implementation and procurement of various barangay projects.

𝘚𝘶𝘱𝘱𝘰𝘳𝘵 𝘧𝘰𝘳 𝘋𝘦𝘱𝘌𝘥 𝘗𝘢𝘭𝘢𝘳𝘰𝘯𝘨 𝘗𝘢𝘮𝘣𝘢𝘯𝘴𝘢

• Granted ₱100,000.00 in financial assistance to the Department of Education (DepEd) Lapu-Lapu for their participation in the upcoming 2026 Palarong Pambansa in Prosperidad, Agusan del Sur, this May 24-31, 2026.

• Approved the application for accreditation of the Suba Masulog Homeowners Association (SUMAHA), with its office address at Barangay Basak, Lapu-Lapu City.

𝐋𝐄𝐆𝐈𝐒𝐋𝐀𝐓𝐈𝐕𝐄 𝐀𝐂𝐓𝐈𝐎𝐍 & 𝐎𝐑𝐃𝐈𝐍𝐀𝐍𝐂𝐄𝐒

1. 𝗖𝗵𝗮𝗺𝗽𝗶𝗼𝗻𝗶𝗻𝗴 𝗢𝘂𝗿 𝗬𝗼𝘂𝘁𝗵: The highly anticipated 𝗖𝗵𝗶𝗹𝗱𝗿𝗲𝗻’𝘀 𝗖𝗼𝗱𝗲 𝗼𝗳 𝟮𝟬𝟮𝟲 is officially in the works! The City Council granted the motion to feature the finalized and revised edition of "The Children's Code of the City of Lapu-Lapu" (Proposed Draft Ordinance No. 25 by Hon. Annabeth D. Cuizon and Hon. Ariane Neil Marie D. Yap) in the upcoming session's agenda.

2. 𝗦𝘁𝗿𝗲𝗮𝗺𝗹𝗶𝗻𝗶𝗻𝗴 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲: To ensure efficient local operations, the council approved Proposed Draft Ordinance No. 59 (by Hon. Marciano A. Alforque, Jr.). This measure officially aligns the account codes of the Lapu-Lapu City Disaster Risk Reduction and Management Office (CDRRMO) with standard government budgeting and accounting procedures.

3. 𝗣𝗿𝗼𝗮𝗰𝘁𝗶𝘃𝗲 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲: Taking a vital step to prepare for climate challenges, Proposed Draft Ordinance No. 60 (by Hon. Annabeth D. Cuizon), which seeks to create a dedicated 𝗟𝗮𝗽𝘂-𝗟𝗮𝗽𝘂 𝗖𝗶𝘁𝘆 𝗘𝗹 𝗡𝗶ñ𝗼 𝗧𝗮𝘀𝗸 𝗙𝗼𝗿𝗰𝗲, was formally introduced and referred to the City Legal Office and the Committee on Laws for strategic review.

𝐒𝐓𝐑𝐀𝐓𝐄𝐆𝐈𝐂 𝐏𝐀𝐑𝐓𝐍𝐄𝐑𝐒𝐇𝐈𝐏𝐒 & 𝐀𝐂𝐂𝐑𝐄𝐃𝐈𝐓𝐀𝐓𝐈𝐎𝐍

1. 𝐀𝐝𝐯𝐚𝐧𝐜𝐢𝐧𝐠 𝐏𝐮𝐛𝐥𝐢𝐜 𝐇𝐞𝐚𝐥𝐭𝐡: The council authorized the City Mayor to sign a vital Terms of Partnership with the DOH-Central Visayas Center for Health Development, securing the successful implementation of the city's Annual Operational Plan for CY 2026.

2. 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗶𝗻𝗴 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝘀: We proudly approved the official accreditation of the 𝗕𝗮𝘀𝗮𝗸 𝗜𝗯𝗮𝗯𝗮𝗼 𝗔𝗻𝗴𝗲𝗹𝗹𝗼𝘃𝗶𝗹𝗹𝗲 𝗔𝗽𝗮𝗿𝘁𝗲𝗹𝗹𝗲 𝗨𝗿𝗯𝗮𝗻 𝗣𝗼𝗼𝗿 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻 (𝗕𝗜𝗔𝗨𝗣𝗔) and the𝗟𝗲𝗴𝗮𝗹 𝗔𝗹𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝘃𝗲𝘀 𝗳𝗼𝗿 𝗪𝗼𝗺𝗲𝗻 (𝗟𝗔𝗪) 𝗖𝗲𝗻𝘁𝗲𝗿, 𝗜𝗻𝗰., recognizing their critical role as partners in civil society.

3. 𝗦𝗲𝗰𝘂𝗿𝗶𝗻𝗴 𝗘𝘅𝗽𝗲𝗿𝘁 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝗻𝘁𝘀: To ensure top-tier public service delivery, the council approved the service contracts of 𝗗𝗿. 𝗔𝗹𝗺𝗮 𝗟. 𝗘𝘀𝘁𝗲𝗹𝗹𝗮-𝗠𝗮𝗹𝗶𝗹𝗼𝗻𝗴 as Consultant Pathologist for the Lapu-Lapu City Hospital, and 𝗔𝘁𝘁𝘆. 𝗝𝗲𝘀𝘂𝘀 𝗕. 𝗗𝗼𝗾𝘂𝗲, 𝗜𝗩 as the Public-Private Partnership Consultant for the Office of the City Mayor (effective Jan 1 to June 30, 2026).

𝐅𝐔𝐄𝐋𝐈𝐍𝐆 𝐂𝐎𝐌𝐌𝐔𝐍𝐈𝐓𝐘 𝐏𝐑𝐎𝐆𝐑𝐄𝐒𝐒

1. 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗦𝗮𝗻𝘁𝗮 𝗥𝗼𝘀𝗮 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁: Allocated ₱1,000,000.00 in financial assistance to drive the successful implementation of the barangay's various Programs, Projects, and Activities (PPAs).

3. 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗟𝗼𝗼𝗰 𝗙𝗶𝗲𝘀𝘁𝗮: Granted ₱500,000.00 to actively support the barangay's socio-cultural activities for their much-anticipated Fiesta this coming May 13, 2026.

𝗛𝗼𝗻𝗼𝗿𝗶𝗻𝗴 "𝗠𝗼𝗺𝗺𝘆 𝗟𝗼𝘃𝗲": The Sangguniang Panlungsod stood together to pass a heartfelt resolution (authored by Hon. Ariane Neil Marie D. Yap and Hon. Jan Vincent A. Dela Serna) expressing the City Government's profound sympathy and sincerest condolences to the bereaved family of the late 𝗗𝗼𝗻𝗮𝘁𝗶𝗹𝗮 ‘𝗡𝗮𝘁𝘆’ 𝗛𝗲𝗿𝗯𝗶𝗮𝘀-𝗔𝗺𝗼𝗿𝗲𝘀. We honor her beautiful life and the lasting legacy of love she leaves behind in our community.

Here is a quick update on the latest actions taken by the Sangguniang Panlungsod:

𝐏𝐑𝐎𝐏𝐎𝐒𝐄𝐃 𝐀𝐌𝐄𝐍𝐃𝐌𝐄𝐍𝐓 𝐓𝐎 𝐓𝐇𝐄 𝐓𝐄𝐑𝐌𝐈𝐍𝐀𝐋 𝐅𝐄𝐄𝐒

The Sangguniang Panlungsod recognizes the heavy impact of the global economic crisis on our hardworking public utility drivers. We hear your everyday struggles on the road, and this council is deeply committed to finding compassionate ways to help ease your burden during these difficult times. There is a pressing need to temporarily reduce the terminal fees being collected at the Pajo Terminal (pursuant to Ordinance No. 209-2009) in order to ease the financial burden on commuters, Public Utility Vehicle (PUV) operators, and drivers, making public transportation more affordable and accessible during the present crisis.

To address this, Proposed Draft Ordinance No. 53 (authored by Hon. Joseph T. Pangatungan)—which updates the schedule of fees for the New Lapu-Lapu City Terminal in Pajo and all other city-operated terminals—was approved by the Council. This measure will now be forwarded to the City Mayor, Hon. Ma. Cynthia "Cindi" K. Chan, for executive action.

𝐀𝐃𝐌𝐈𝐍𝐈𝐒𝐓𝐑𝐀𝐓𝐈𝐕𝐄 𝐂𝐀𝐒𝐄 𝐏𝐑𝐎𝐂𝐄𝐄𝐃𝐈𝐍𝐆𝐒

The Council officially convened as a quasi-judicial body to preside over an administrative complaint involving an elected barangay official.
Both the complainants and the respondent appeared before the body, duly accompanied by their respective legal counsels.

As the proceedings are currently ongoing, the Sangguniang Panlungsod maintains strict impartiality and guarantees full due process, ensuring both parties are given equal opportunity to submit their legal pleadings and be heard.
