Forecast rainfall may be higher in mountainous and elevated areas. Moreover, impacts in some areas may be worsened by significant antecedent rainfall.
The public disaster risk reduction and management offices concerned are advised to take all necessary measure to protect life and property. PAGASA Regional Services Divisions may issue Heavy Rainfall Warnings/Thunderstorms Advisories, and other severe weather information specific to their areas of responsibility as appropriate.

THE LOW PRESSURE AREA NORTHWEST OF BATANES HAS DEVELOPED INTO TROPICAL DEPRESSION ESTER.
Location of Center (4:00 AM):
The center of Tropical Depression ESTER was estimated based on all available data at 225 km West of Itbayat, Batanes (22.1°N, 120.2°E).
Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa
Present Movement:
Northeastward at 20 km/h
Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 280 km from the center

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today: Most of Luzon.
• Tomorrow (06 June): Batanes, Babuyan Islands, Ilocos Region, Isabela, Zambales, Bataan, Metro Manila, CALABARZON, and Occidental Mindoro.
• Sunday (07 June): Batanes, Babuyan Islands, Ilocos Region, and Zambales.

HAZARDS AFFECTING COASTAL WATERS
24-Hour Sea Condition Outlook
Up to rough seas over the following coastal waters:
• Up to 4.0 m: The western seaboards of Batanes and Babuyan Islands
• Up to 3.5 m: The northern seaboard of Ilocos Norte.
• Up to 3.0 m: The remaining seaboards of Batanes and Ilocos Norte; the seaboard of Ilocos Sur.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of Babuyan Islands; the western seaboards of La Union, Pangasinan, and Zambales
• Up to 2.0 m: The seaboards of mainland Cagayan and Isabela; the western seaboards of Bataan, Cavite, Batangas, and Occidental Mindoro including Lubang Island.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• Tropical Depression ESTER is forecast to move northeastward and will make landfall over the southwestern coast of Taiwan today. It will then continue moving generally northeastward and exit the Philippine Area of Responsibility (PAR) tomorrow (05 June) morning before heading towards southern Japan.
• ESTER may maintain its strength as it traverses the southern portion of Taiwan. Afterwards, it will steadily intensify and may reach tropical storm category by tomorrow while over the East China Sea.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
The next tropical cyclone bulletin will be issued at 11:00 AM today.

FORECAST (4AM, 04 June 2026)

SYNOPSIS: Southwest Monsoon affecting Northern Luzon, Central Luzon, and the western section of Southern Luzon.

Forecast Weather Conditions:

Ilocos Region, Zambales, Bataan, Tarlac, and Pampanga will experience Occasional rains due to the Southwest Monsoon. (Possible flash floods or landslides due to moderate to at times heavy rains.)

Metro Manila, Cagayan Valley, Cordillera Administrative Region, CALABARZON, MIMAROPA, and the rest of Central Luzon will experience Cloudy skies with scattered rains and thunderstorms due to Southwest Monsoon. (Possible flash floods or landslides due to moderate to at times heavy rains)

The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. (Possible flash floods or landslides during severe thunderstorms)

Northern Luzon, Central Luzon, and the western section of Southern Luzon will have Moderate to Strong winds from Southwest with moderate to rough seas (1.2 to 2.8 m)

The rest of the country will have Light to Moderate winds from South to Southwest with slight to moderate seas (0.6 to 1.5 m)
