Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City β Naval Forces Central (NFC) honored CDR JETHRO L FLORES PN (Ret) during a Retirement Ceremony held at Lapu-Lapu Hall, HNFC on June 2, 2026, recognizing his dedicated years of service, significant contributions to the accomplishment of the Commandβs mission and exemplary performance as a Philippine Navy Officer.
During the ceremony, CDR FLORES PN (Ret), the former Assistant Chief of Staff (AC of S) for Civil Military Operations (CMO), OC7 received the Military Merit Medal (MMM) and the Plaque of Honorable Service in recognition to his outstanding accomplishments and commitment throughout his twenty-one (21) years and sixteen (16) days of naval career. The awards reflected his professionalism, leadership and dedication in carrying out his duties in support of the Philippine Navyβs mission and objectives.
Relatedly, CDR FLORESβ spouse, Mrs. Rosbelyn P. Flores was presented with a Plaque of Appreciation for her unwavering support, understanding and sacrifices throughout her husbandβs years of dedicated service. The recognition underscored the important role of the families in supporting military personnel as they fulfill their responsibilities to the nation.
In his message, CDR FLORES PN (Ret) expressed his heartfelt gratitude to the Senior Officers who guided and mentored him throughout his career, noting that their advices and leadership helped in shaping him into a responsible and effective leader. Likewise, COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC), expressed his admiration to CDR FLORES PN (Ret) for his outstanding devotion and professionalism to the naval service. COMMO DE GUZMAN PN, CNFC further congratulated the honoree for proactively and successfully fulfilling his responsibilities that contributed to the Commandβs mission accomplishment.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City β Naval Forces Central (NFC) took part in the First Monday Morning Colors for the month of June and Simultaneous Flag Raising Ceremony, highlighting the launching of the Menβs Health Month Celebration. The occasion was complemented by Personnel and Barracks Inspections aimed at strengthening accountability, discipline and preparedness among personnel on June 1, 2026.
The ceremony gave a high emphasis on the message of the Flag Officer In Command, Philippine Navy (FOIC, PN), VADM JOSE MA AMBROSIO Q EZPELETA PN that was relayed to all NFC personnel through an Audio Visual Presentation (AVP) that formally introduced the month-long observance of Menβs Health Month through the Gender and Development (GAD) program. The message underscored the importance of health awareness and regular medical monitoring as essential responsibilities of every PN personnel in maintaining their ability to serve both family and country.
Ably represented COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC), CAPT WELMER C BASE PN(GSC), Chief of Staff, Naval Forces Central (CS, NFC) and concurrent Acting Deputy Commander, Naval Forces Central (ADC, NFC) delivered the Commanderβs message that emphasized responsibility, accountability and professionalism among NFC personnel in the performance of their duties.
Earlier that morning, the Command conducted a Personnel Inspection of NFC personnel to assess military bearing, readiness and compliance with prescribed standards. A Barracks Inspection subsequently followed right after the ceremony. These complementary activities ensured cleanliness, orderliness and compliance with established standards, further promoting discipline and welfare within the Command.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City β Naval Forces Central (NFC) warmly welcomed CAPT JOHN B MONTES PN(GSC), Commander, Naval Cyber Warfare Force (CNCWF) during his courtesy visit to HNFC in connection with the conduct of the Turn-Over Ceremony of Naval Cyber Warfare Group β Central (NCWG-C) and Retirement Ceremony in honor of LCDR EMMANUEL B AMORES PN, the outgoing Commanding Officer, Naval Cyber Warfare Group β Central (CO, NCWG-C) on May 29, 2026.
Upon his arrival, Team NFC rendered Side Boys Honors to CAPT JOHN B MONTES PN(GSC), CNCWF wherein he was received by CAPT WELMER C BASE PN(GSC), Chief of Staff, Naval Forces Central (CSNFC) and the concurrent Acting Deputy Commander, NFC who ably represented COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC). CAPT MONTES PN(GSC), CNCWF was further accommodated with a Guest Book Signing and a Photo Opportunity at the Bohol Lobby to commemorate his official visit. These were subsequently followed by an Executive Session at the Hall of Flags that was attended by the Command Team, NFC Key Officers, as well as the Commanders and Commanding Officers of OPCON / TACON shore units and surface assets.
During the Executive Session, CNCWF was provided with a comprehensive briefing on the Commandβs accomplishments, ongoing projects and activities, as well as future initiatives currently being undertaken under the guidance of COMMO DE GUZMAN PN, CNFC. The session also served as a venue to strengthen coordination and reinforce collaboration between the two (2) Commands.
Relatedly, NFC actively facilitated and supported the conduct of the Turn-Over Ceremony of NCWG-C and Retirement Ceremony in honor of LCDR AMORES PN, the outgoing CO, NCWG-C, ensuring the smooth flow of activities related to the official visit. The Commandβs participation highlighted its commitment in maintaining professionalism, camaraderie and seamless coordination in significant organizational engagements.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City β Under the dedicated guidance of COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC), the Command joined the Cebu City Government in the observance of National Flag Day to honor the historic first unfurling of the Philippine Flag and reaffirm patriotism among Filipinos during the ceremony held at Plaza Sugbo, Cebu City on May 28, 2026.
COMMO DE GUZMAN PN, CNFC who was ably represented by CDR ALVIN G ATON PN, Assistant Chief of Staff for Civil Military Operations (CMO), OC7, participated alongside with local government officials, cultural agencies and various stakeholders in commemorating the significance of the Philippine Flag as a symbol of unity, freedom and national pride. The event highlighted the importance of preserving the nationβs history and heritage through meaningful civic participation.
Relatedly, the Commandβs presence demonstrated its continued support for initiatives that promote patriotism and strengthen the relationship between the military and the community. NFC personnel also joined fellow participants in paying tribute to the sacrifices of Filipino heroes who fought for the countryβs independence.
In addition, the observance served as an opportunity for NFC to reinforce the value of national identity and solidarity among citizens. The activity recognized the invaluable support and contributions of various stakeholders and partners who continuously assisted the Philippine Navy (PN) in fulfilling its mission and strengthening public service initiatives. NFCβs participation highlighted the Commandβs appreciation for collaborative efforts that foster stronger ties between the military and civilian sectors.
Relatedly, the awarding ceremony served as a platform to further strengthen partnerships and promote mutual cooperation among stakeholders, partner-agencies and the Philippine Navy (PN). Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City β Commander, Naval Forces Central (CNFC), COMMO JOSELITO E DE GUZMAN PN paid a courtesy visit to the Headquarters 303rd Infantry (Brown Eagle) Brigade, 3rd Infantry (Spearhead) Division, Philippine Army at Camp Major Nelson L Gerona, Barangay Minoyan, Murcia, Negros Occidental on May 22, 2026 to strengthen inter-service coordination and collaboration between Naval Forces Central (NFC) and Philippine Army (PA) units operating within the Negros Island Region.
BGEN TED B DUMOSMOG PA, Commander, 303rd Infantry (Brown Eagle) Brigade warmly welcomed COMMO DE GUZMAN PN, CNFC upon his arrival, highlighting the continued camaraderie between the Philippine Navy and the Philippine Army in promoting unified operational efforts and strengthening professional ties among units in the Visayas. Discussions during the visit focused on sustaining cooperation, enhancing communication and reinforcing mutual support in fulfilling their respective mandates.
In addition, the engagement provided an opportunity for both Commands to reaffirm their shared commitment in maintaining peace, security and stability in the region through strengthened collaboration and coordination among AFP Major Services. The visit also underscored the importance of fostering camaraderie and professionalism among AFP units operating in the Visayas.
Relatedly, the courtesy visit formed part of CNFCβs farewell engagements with AFP units in the Visayas prior to his participation as Guest of Honor and Speaker (GOHAS) during the Convening Ceremony of Military Science 3 (MS3) Class 2026 held at Northern Iloilo State University Barosbos Campus in Carles, Iloilo on May 24, 2026. The activity also included a dialogue and interaction with the Philippine Navy Reservists specifically with the 811th Naval Squadron Reserve, 81st Naval Group Reserve and 813rd Marine Company Reserve, 81st Marine Battalion Reserve that were under the administration of Naval Reserve Center-Western Visayas.
