The City Environment and Natural Resources Office (City ENRO) has organized a group of community-based environmental vanguards to strengthen the enforcement of local environmental laws and ordinances.

Dubbed the Naga City Deputized Barangay Environmental Law Enforcers, the group will serve as the “eyes and ears” of the local government unit in monitoring compliance at the grassroots level.

They will work in close coordination with City ENRO and the Solid Waste Management Office (SWMO) in advancing the city’s campaign for environmental protection and cleaner surroundings.

City ENRO head Marvin Sagun said the deputized enforcers are composed of trained barangay volunteers and personnel who have been granted authority to issue citation tickets to violators of environmental ordinances. He explained that the enforcers are tasked to conduct regular rounds in their respective barangays to ensure adherence to waste management and other environmental regulations.

Aside from enforcement, the deputized volunteers are also expected to help disseminate information about key environmental programs and initiatives being implemented or planned by the city government, Sagun added.

To encourage vigilance and sustained participation, the city government is offering incentives to the deputized enforcers. Each enforcer will receive 15 percent of the proceeds collected from penalties paid by violators they have cited.

The environmental law enforcers, through their “Ronda Kapalibutan,” are likewise mandated to assist in the city’s intensified campaign to maintain clean waterways and promote environmental responsibility among residents. I via Jason Neola

Naga City Mayor Leni Robredo is considering the realignment of certain infrastructure allocations and a portion of the city’s rice subsidy fund to support a proposed fuel subsidy for jeepney drivers and riders amid rising petroleum prices.

In a press conference held yesterday, Robredo explained that some infrastructure projects could be temporarily deferred, including the construction of a warehouse with a budget of ₱16 million. She also noted that around ₱30 million allocated for rice subsidies may be partially redirected to help finance the planned fuel assistance program.

The mayor said the move is driven by the urgent difficulties faced by public transport drivers as fuel costs continue to climb.

Meanwhile, Robredo added that as early as Wednesday, April 8, around ₱5,000 in fuel subsidy from the Department of Social Welfare and Development (DSWD) may be released to tricycle drivers and operators in Naga City, providing immediate relief while the local government works on additional measures.
