FEATURE: Dannes Macombo found growth and opportunity through the DOLE Government Internship Program (GIP), where she gained valuable experience, strengthened her communication skills, and developed greater confidence in public service.

Although financial challenges led her to leave the program, the knowledge and skills she gained through GIP helped her secure employment in the banking industry and continue pursuing her professional goals.

𝑴𝒔. 𝑺𝒉𝒆𝒓𝒚𝒍 𝑨𝒏𝒏𝒆 𝑩. 𝑽𝒂𝒓𝒈𝒂𝒔, 𝑳𝒂𝒃𝒐𝒓 𝒂𝒏𝒅 𝑬𝒎𝒑𝒍𝒐𝒚𝒎𝒆𝒏𝒕 𝑶𝒇𝒇𝒊𝒄𝒆𝒓 (𝑳𝑬𝑶) 𝑰𝑰𝑰, acknowledged the attendees and DOLE-NCR MTPLFO personnel who participated in the activity. She also expressed her gratitude for the continued participation and support of KNM-FPC in DOLE programs and initiatives.

The program formally opened with welcome remarks from 𝑶𝑰𝑪-𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑰𝑰 𝑴𝒓. 𝑱𝒆𝒓𝒆𝒎𝒊𝒂𝒉 𝑻. 𝑪𝒂𝒓𝒍𝒐𝒔, who warmly welcomed the participants and expressed hope that the initiative would not only provide valuable learning opportunities but also contribute meaningfully to improving the employees’ livelihoods.

He emphasized that FPC is fortunate to have been selected as a beneficiary of the DOLE Integrated Livelihood Program (DILP), recognizing the program’s potential to empower workers through sustainable livelihood opportunities.

To enhance the understanding about DILP and its requirements, 𝑴𝒔. 𝑬𝒓𝒊𝒕𝒛𝒂 𝑴𝒐𝒍𝒆𝒂, 𝑺𝒆𝒏𝒊𝒐𝒓 𝑳𝑬𝑶 𝒂𝒏𝒅 𝑫𝑰𝑳𝑷 𝑭𝒐𝒄𝒂𝒍 𝑷𝒆𝒓𝒔𝒐𝒏, provided an overview of the program. She explained that the DILP is a grant assistance initiative designed to provide disadvantaged workers with opportunities to establish sustainable sources of income.

She discussed the program’s key components, eligibility requirements, prohibited projects, documentary requirements, and the classification of livelihood projects. Ms. Molea also underscored the importance of social preparation in equipping beneficiaries with the knowledge, skills, and readiness necessary to effectively implement and sustain their livelihood projects.

During the latter part of the program, Ms. Molea and the MTPLFO Livelihood Development Specialists conducted the profiling of FPC employees as part of the assessment and preparation process for livelihood assistance.

The activity was made possible through the continuous efforts of the 𝑳𝒂𝒃𝒐𝒓 𝑹𝒆𝒍𝒂𝒕𝒊𝒐𝒏𝒔 𝑼𝒏𝒊𝒕, 𝒉𝒆𝒂𝒅𝒆𝒅 𝒃𝒚 𝑴𝒔. 𝑮𝒆𝒏𝒆𝒗𝒊𝒆𝒗𝒆 𝑴. 𝑫𝒆 𝑮𝒖𝒛𝒎𝒂𝒏, 𝑺𝒆𝒏𝒊𝒐𝒓 𝑳𝑬𝑶, in strengthening trade unions and workers’ organizations through training grants aimed at enhancing labor-management relations and union leadership.

The Workers Organization Development Program (WODP) serves as a vital mechanism for strengthening trade unionism and promoting labor-management cooperation.

By providing accessible training and educational opportunities, the program empowers workers’ organizations to become more effective partners in national development.

The program formally commenced with welcome remarks from 𝑷𝑬𝑺𝑶 𝑻𝒂𝒈𝒖𝒊𝒈 𝑴𝒂𝒏𝒂𝒈𝒆𝒓 𝑴𝒓. 𝑵𝒐𝒓𝒎𝒂𝒏 𝑴. 𝑴𝒊𝒓𝒂𝒃𝒆𝒍, 𝑫.𝑷.𝑨. This was followed by an inspirational message from 𝑬𝒏𝒈𝒓. 𝑬𝒍𝒎𝒆𝒓 𝑭. 𝑫𝒖𝒄𝒖𝒔𝒊𝒏, 𝑺𝒖𝒑𝒆𝒓𝒗𝒊𝒔𝒊𝒏𝒈 𝑳𝑬𝑶, on behalf of 𝑴𝑻𝑷𝑳𝑭𝑶 𝑶𝑰𝑪-𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑰𝑰 𝑴𝒓. 𝑱𝒆𝒓𝒆𝒎𝒊𝒂𝒉 𝑻. 𝑪𝒂𝒓𝒍𝒐𝒔, who addressed approximately 451 beneficiaries.

He emphasized that the program is not only an opportunity for students to earn income, but also a platform to develop discipline, skills, and valuable work experience for their future careers. The participants were encouraged to remain hardworking and dedicated, as they are future professionals and leaders who can contribute to their community's development.

𝑻𝒂𝒈𝒖𝒊𝒈 𝑪𝒊𝒕𝒚 𝑴𝒂𝒚𝒐𝒓 𝑴𝒔. 𝑴𝒂𝒓𝒊𝒂 𝑳𝒂𝒂𝒓𝒏𝒊 𝑳𝒐𝒑𝒆𝒛 𝑪𝒂𝒚𝒆𝒕𝒂𝒏𝒐 also graced the activity and expressed the LGU’s support to the program, with the city shouldering 60% of the SPES Beneficiaries allowance.

𝑴𝒔. 𝑴𝒚𝒓𝒏𝒂 𝑴. 𝑭𝒍𝒐𝒊𝒓𝒆𝒏𝒅𝒐, 𝑺𝒆𝒏𝒊𝒐𝒓 𝑳𝒂𝒃𝒐𝒓 𝒂𝒏𝒅 𝑬𝒎𝒑𝒍𝒐𝒚𝒎𝒆𝒏𝒕 𝑶𝒇𝒇𝒊𝒄𝒆𝒓 (𝑳𝑬𝑶) 𝒂𝒏𝒅 𝑴𝑻𝑷𝑳𝑭𝑶 𝑺𝑷𝑬𝑺 𝑭𝒐𝒄𝒂𝒍, oriented the students on the objectives of the SPES program, covering its eligibility requirements, assigned duties, and cost-sharing arrangement for beneficiaries.

Meanwhile, 𝑴𝒔. 𝑷𝒓𝒆𝒄𝒊𝒐𝒖𝒔 𝑨𝒏𝒏 𝑮𝒆𝒎𝒂𝒐, 𝑳𝑬𝑶 𝑰𝑰𝑰, discussed General Labor Standards (GLS) and Occupational Safety and Health Standards (OSHS), giving the students valuable insights into their workplace rights and responsibilities.

The Special Program for Employment of Students (SPES) is a flagship program of the Department of Labor and Employment designed to provide temporary job opportunities to qualified students aged 15 to 30 who experience financial difficulties in supporting their education and daily needs.

Through the program, students are able to earn income, gain valuable work experience, and continue their studies at the same time.

The event officially opened with the welcome remarks of 𝑶𝑰𝑪-𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑰𝑰 𝑴𝒓. 𝑱𝒆𝒓𝒆𝒎𝒊𝒂𝒉 𝑻. 𝑪𝒂𝒓𝒍𝒐𝒔, who welcomed the 65 JobStart graduates and 13 participating employers and congratulated the graduates for completing the 10-day Soft Core Skills Training under the JobStart Philippines Program.

He highlighted that the activity was not only a celebration of the 2026 JobStart Philippines Graduation, but also an opportunity for the graduates to explore employment through the Mini Job Fair. He emphasized the importance of training and work experience in improving youth employability and encouraged the JobStarters to continue pursuing success beyond the program.

On behalf of DOLE-NCR Regional Director Atty. Sarah Buena Mirasol, 𝑨𝒔𝒔𝒊𝒔𝒕𝒂𝒏𝒕 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑨𝒕𝒕𝒚. 𝑱𝒖𝒅𝒆 𝑻𝒉𝒐𝒎𝒂𝒔 𝑻𝒓𝒂𝒚𝒗𝒊𝒍𝒍𝒂 delivered an inspirational message to the graduates.

He shared how inspired they were upon seeing the graduates gathered at the venue and reaffirmed DOLE’s belief that jobs empower people to become more capable members of society. He further emphasized that DOLE’s mission goes beyond simply providing jobs by ensuring decent, sustainable, and productive employment opportunities for every Filipino worker.

Also present during the event were 𝑴𝒔. 𝑷𝒓𝒆𝒄𝒊𝒐𝒖𝒔 𝑨𝒏𝒏 𝑮𝒆𝒎𝒂𝒐, 𝑳𝑬𝑶 𝑰𝑰𝑰 𝒂𝒏𝒅 𝑴𝑻𝑷𝑳𝑭𝑶 𝑱𝒐𝒃𝑺𝒕𝒂𝒓𝒕 𝑭𝒐𝒄𝒂𝒍 𝑷𝒆𝒓𝒔𝒐𝒏, and 𝑴𝒔. 𝑴𝒚𝒓𝒏𝒂 𝑴. 𝑭𝒍𝒐𝒊𝒓𝒆𝒏𝒅𝒐, 𝑺𝒆𝒏𝒊𝒐𝒓 𝑳𝑬𝑶 𝒂𝒏𝒅 𝑴𝑻𝑷𝑳𝑭𝑶 𝑱𝒐𝒃𝑺𝒕𝒂𝒓𝒕 𝑨𝒍𝒕𝒆𝒓𝒏𝒂𝒕𝒆 𝑭𝒐𝒄𝒂𝒍 𝑷𝒆𝒓𝒔𝒐𝒏, who actively facilitated the program and extended their support to the graduates and participating employers.

One of the outstanding JobStart graduates, 𝑴𝒔. 𝑬𝒅𝒍𝒚𝒏 𝑹𝒐𝒔𝒆 𝑻. 𝑱𝒆𝒓𝒖𝒔𝒂𝒍𝒆𝒎, delivered a heartfelt testimony during the ceremony, expressing her gratitude to DOLE for continuously creating and supporting programs like JobStart that provide hope and opportunities for the youth.

She further emphasized that the program is not only a training opportunity for employment, but also an inspiration and bridge toward a brighter future for young people.

The JobStart Philippines Program aims to enhance the employability of Filipino youth by reducing their job-search period and improving their readiness for employment through life skills training, technical training aligned with industry needs, paid internships, and full-cycle employment facilitation services.

𝐏𝐚𝐫𝐚ñ𝐚𝐪𝐮𝐞 𝐂𝐢𝐭𝐲 – 𝐌𝐚𝐲 𝟏𝟖, 𝟐𝟎𝟐𝟔 –𝐓𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐋𝐚𝐛𝐨𝐫 𝐚𝐧𝐝 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 – 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐚𝐩𝐢𝐭𝐚𝐥 𝐑𝐞𝐠𝐢𝐨𝐧 (𝐃𝐎𝐋𝐄-𝐍𝐂𝐑), 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐢𝐭𝐬 𝐌𝐔𝐍𝐓𝐀𝐏𝐀𝐑𝐋𝐀𝐒 𝐅𝐢𝐞𝐥𝐝 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐌𝐓𝐏𝐋𝐅𝐎), in partnership with 𝐏𝐮𝐛𝐥𝐢𝐜 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐏𝐄𝐒𝐎) 𝐏𝐚𝐫𝐚𝐧𝐚𝐪𝐮𝐞 successfully spearheaded the 𝐀𝐰𝐚𝐫𝐝𝐢𝐧𝐠 𝐨𝐟 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞𝐬 𝐨𝐟 𝐄𝐥𝐢𝐠𝐢𝐛𝐢𝐥𝐢𝐭𝐲 (𝐂𝐎𝐄) to the members of the 𝐓𝐫𝐢𝐜𝐲𝐜𝐥𝐞 𝐎𝐩𝐞𝐫𝐚𝐭𝐨𝐫𝐬 𝐚𝐧𝐝 𝐃𝐫𝐢𝐯𝐞𝐫𝐬 𝐀𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐒𝐞𝐯𝐞𝐫𝐢𝐧𝐚 𝐈𝐧𝐜. The awarding ceremony was led by 𝐌𝐓𝐏𝐋𝐅𝐎 𝐎𝐈𝐂-𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐈𝐈 𝐌𝐫. 𝐉𝐞𝐫𝐞𝐦𝐢𝐚𝐡 𝐓. 𝐂𝐚𝐫𝐥𝐨𝐬, alongside 𝐏𝐚𝐫𝐚ñ𝐚𝐪𝐮𝐞 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐄𝐝𝐰𝐢𝐧 𝐎𝐥𝐢𝐯𝐚𝐫𝐞𝐳 𝐚𝐧𝐝 𝐏𝐄𝐒𝐎 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 𝐌𝐬. 𝐀𝐦𝐚𝐥𝐢𝐚 𝐄. 𝐌𝐚𝐫𝐭𝐢𝐧 together with 𝐌𝐬. 𝐄𝐫𝐢𝐭𝐳𝐚 𝐁. 𝐌𝐨𝐥𝐞𝐚, 𝐃𝐎𝐋𝐄 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐞𝐝 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐃𝐈𝐋𝐏) 𝐅𝐨𝐜𝐚𝐥 𝐏𝐞𝐫𝐬𝐨𝐧, and the dedicated staff of the MTPLFO Livelihood Unit.

During the program, OIC-Director II Mr. Carlos delivered a warm message to the beneficiaries and the PESO staff. He highlighted the continuous successful project implementation in the City of Parañaque with the Parañaque PESO Staff. With this, he looked forward to the future programs as the current Livelihood COE Awarding is a vital step in their partnership.

The association was granted an allocation worth ₱300,000.00, making 𝐓𝐎𝐃𝐀𝐒 the third (3rd) tricycle association in Parañaque City to successfully qualify for and receive this substantial livelihood assistance this year.

The initiative is part of the 𝐃𝐎𝐋𝐄 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐞𝐝 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐃𝐈𝐋𝐏), also known as the Kabuhayan Program. The program provides individuals and groups with opportunities to start or improve income-generating activities, promoting self-sufficiency and economic stability. The program also strengthens the growth of micro, small, and medium enterprises (MSMEs), helping build a more inclusive and resilient economy.

The DOLE-NCR MTPLFO reaffirms its continuous commitment to fostering inclusive growth by equipping the transport sector and the urban poor with the necessary tools to build productive livelihoods that support both their families and the local economy.
