A Joint Committee Hearing was called to order presided by Hon. Alelee Aguilar as the Committee Chairperson on Women, Children, Family and Gender Equality and Hon. Henry C. Medina as the Vice-Chairperson, Committee on Laws, Rules and Privileges, together with their Colleagues in the Sanggunian Panlungsod – Hon. Makoto Julius C. Saito, Hon. Mark Joseph C. Santos and Hon. Ray Angelo D. Reyes for the Proposed Ordinance Enacting the Revised Gender and Development (GAD) Code of Las Piñas. It was also attended by representatives from various departments and offices as well as representatives from the civil society organization. It happened on March 24, 2026, at Sangguniang Panlungsod Session Hall, Las Piñas City.
This initiative underscores the City’s continued commitment to strengthening gender-responsive policies and promoting equality, inclusivity, and sustainable development for all.

February 18, 2026 (1st Quarter Las Pinas City GAD Focal Point System (LPC - GFPS) Meeting)
The members of the Las Piñas City Gender and Development Focal Point System, led by Engr. Leonida A. Lagrisola, City Planning and Development Officer as its secretariat with Hon. Alelee Aguilar as the Committee Chairperson on Women, Children, Family and Gender Equality joined hands with representatives from various departments as members of the Technical Working Group for the 1st Quarter GAD Focal Point System (GFPS) Meeting happened on February 18, 2026, at Las Piñas Café, Las Piñas City Hall Compound.
The meeting served as a valuable platform to strengthen the city’s commitment to a gender-responsive governance. Key updates, accomplishments, validation of the proposed revision on GAD CODE and next steps in the implementation of GAD related programs were discussed and aligned.

November 26, 2025 (4th Quarter Meeting of Las Piñas City GAD Focal Point System)
The members of the Las Piñas City Gender and Development Focal Point System, led by the City Planning and Development Office as its secretariat, joined hands for the 4th Quarter GAD Focal Point System (GFPS) Meeting happened on November 26, 2025, at Conference Room, 6F Multipurpose Parking Building, City Hall Compound, Las Piñas City.
Agenda: A review of the previous meeting’s agenda followed by the re-establishment of the Las Piñas City GAD Focal Point System then the presentation of updates on the status of GAD PPA implementation including completion obligation and disbursement and the presentation of the GAD CY 2026 Summary Report followed by a discussion of ways forward and other matters.
The meeting served as a valuable platform to strengthen the city’s commitment to a gender-responsive governance. Key updates, accomplishments, and next steps in the implementation of GAD related programs were discussed and aligned.

The Public Employment Service Office (P.E.S.O.), under the leadership of Mr. Redante M. Garcia, Conducted an Activity Entitled “Employers Forum” held on November 18, 2025, at the Las Piñas Café, Cityhall Compound Pamplona III, Las Piñas City.
The activity was organized in coordination with the Department of Labor and Employment (DOLE) and City Planning and Development Office.
The activity aims to equip employers and organizational representatives with the knowledge and practical guidelines necessary to ensure compliance with labor regulations, promote a safe and respectful workplace, and strengthen mechanisms for preventing and addressing gender-based sexual harassment in all work-related settings.
The training enhanced participants’ understanding of fundamental labor standards which was discussed by Mr. Reizan Aizor R. Payumo, Senior Labor & Employment Officer of Department of Labor and Employment (DOLE) the resource speaker and the basic concepts of Gender and Development (GAD) and the salient features of Republic Act No. 11313, also known as the Safe Spaces Act, which was discussed by Mr. Charles Lyndon Dulos, the resource speaker.

The Las Piñas' representatives from the City Planning and Development Office, City Accounting Office, City Budget Office and City Social Welfare and Development Office, as members of the Las Piñas City GAD Focal Point System, attended the 7th NCR Gender and Development Summit hosted by the City of Pasig in The Blue Leaf Cosmopolitan Robinsons Bridgetowne, Quezon City.
The Summit themed “𝐁𝐫𝐢𝐝𝐠𝐢𝐧𝐠 𝐆𝐚𝐩𝐬, 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐅𝐮𝐭𝐮𝐫𝐞𝐬: 𝐀𝐝𝐯𝐚𝐧𝐜𝐢𝐧𝐠 𝐆𝐞𝐧𝐝𝐞𝐫-𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐯𝐞 𝐚𝐧𝐝 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐟𝐨𝐫 𝐚 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐭 𝐄𝐜𝐨𝐧𝐨𝐦𝐲 𝐚𝐧𝐝 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭,” focused on the important insights on gender-responsive healthcare, strengthening the participation of women and gender-diverse groups in the local economy, innovation for sustainable and inclusive governance, equality for everyone in society, strengthening cooperatives, and the use of digital tools by local governments to further develop our economy. The event was also a venue where the NCR GAD Focal Person of each city express their commitment in maintaining their thrust to promote Women Empowerment and Gender Equality.

June 18-20, 2025 (GAD Related Trainings: Conduct of Enhanced Gender Mainstreaming Evaluation framework and Gender Analysis cm Formulation of GAD Agenda CY 2026 – 2028)
The three-day activity was held on June 18 – 20, 2025 at The Hotel Casiana, Tagaytay City, and was participated by selected members of the Las Pinas City GAD Focal Point System and other Offices considered as proponents of GAD. Officers and staff from the City Planning and Development Office acted as the secretariat and facilitators throughout the event.
The key highlight of the activity was the Formulation of the Gender and Development Agenda for the period of 2026 - 2028. This will serve as the roadmap of Gender Mainstreaming efforts of the city for the next three years. As part of the process of the Formulation, the participants was also able to identify relevant concerns, assess the gender mainstreaming capacity of the LPC-GFPS, and recognize key challenges, gaps and threats using the Enhanced Gender Mainstreaming Evaluation Framework (GMEF). After which, the team also came up with the GAD Vision - Mission of the City of Las Pinas.

The meeting served as a valuable platform to strengthen the city’s commitment to a gender-responsive governance. Key updates, accomplishments, and next steps in the implementation of GAD related programs were discussed and aligned.

LOOK: Trainees of the Las Piñas City Manpower Training Center, under the leadership of Engr. Noel L. Cuevas, participated in a Gender Sensitivity Training held on June 10, 2025, at the Mayor Nene Aguilar Conference Hall, DRRMO Building, Talon Dos, Las Piñas City.
The activity was organized in coordination with the City Planning and Development Office, serving as the LPC-GFPS Secretariat under Engr. Leonida A. Lagrisola.
The training highlighted the basic concepts of Gender and Development (GAD) and the salient features of Republic Act No. 11313, also known as the Safe Spaces Act, which was discussed by Mr. Charles Lyndon Dulos, the resource speaker.
