Pinaalalahanan ng MARINA ang mga Licensed Manning Agencies (LMAs) na ganap na gamitin ang online Expedite System upang mapabilis ang pagproseso ng dokumento ng mga marino at maiwasan ang pagkaantala.

Ayon sa ahensya, patuloy na nakaaapekto sa bilis ng proseso ang ilang walk-in expedite applications, sa kabila ng umiiral na online platform. Sa kasalukuyan, tinatayang 50% pa lamang ng LMAs ang fully gumagamit ng sistema.

Sa araw-araw, humigit-kumulang 200 expedite applications ang inaasikaso ng MARINA. Kapag ganap na nagamit ang online system, posibleng bumaba sa hanggang tatlong (3) oras ang processing time sa central office, mula sa kasalukuyang umaabot ng hanggang pitong (7) oras.

Giit ng MARINA, pansamantala lamang hanggang 08 Mayo 2026 ang pagtanggap ng walk-in expedite applications sa lahat ng processing centers sa buong bansa, kasabay ng pagpapatupad ng Seafarerโ€™s Record Book (SRB) at Seafarerโ€™s Identity Document (SID) Expedite Application System.

Nakarating sa kaalaman ng MARINA ang mga ulat tungkol sa isang indibidwal na gumagamit ng alyas na "John Dave De Juan" na umanoโ€™y nag-aalok ng "guaranteed appointment slots" para sa SRB at SID kapalit ng karagdagang bayad.

Sinuyod ng MARINA ang probinsya ng Masbate upang palakasin ang kaligtasan sa dagat, pagandahin ang serbisyo, at tugunan ang mahahalagang isyu sa sektor ng maritime transport.
Pinangunahan ng MARINA Regional Office 5 ang isang Maritime Safety Culture Awareness Campaign Caravan at townhall meeting sa Masbate City noong April 28.
Nagtipon dito ang mga shipowner, operator, at ibaโ€™t ibang ahensya ng pamahalaan para talakayin ang kaligtasan sa paglalayag, mga hamon sa industriya, at mga umiiral na polisiya.
Isa sa mga tampok ng aktibidad ang pagpapakilala ng digital platform ng MARINA na layong pabilisin ang proseso ng transaksyon, pataasin ang transparency, at tiyakin ang pagsunod sa mga regulasyon.
Nagkaroon din ng ceremonial signing ng kasunduan sa pagitan ng MARINA at mga lokal na pamahalaan sa Masbate, bilang hakbang sa mas pinaigting na pagpapatupad ng maritime safety initiatives. Inaasahan itong pormal na maisasakatuparan matapos ang kinakailangang resolusyon mula sa Sangguniang Bayan.
Kasunod ng townhall meeting, nagsagawa rin ang MARINA ng mobile registration upang mailapit ang mga serbisyo nito sa mga stakeholder sa lalawigan.
Samantala, dumalo rin ang ahensya sa isang joint committee hearing kung saan tinalakay ang panukalang taas-pasahe sa sektor ng maritime transport, at ang mga hakbang para mabalanse ang operasyon ng mga operator at kapakanan ng mga pasahero.

Suportado ng Maritime Industry Authority Regional Office V (MARINA V) ang high-level interagency roundtable discussion (RTD) at port security inspection kasama ang Office for Transportation Security (OTS), na isinagawa bilang bahagi ng pambansang kampanya para sa mas ligtas at mas matatag na maritime transport system.
Pinangunahan ni Regional Director Jeffrey A. Bangsa ang partisipasyon ng MARINA Regional Office V sa pagtitipon.
Sentro ng talakayan ang pagpapabilis ng information-sharing, pag-standardize ng mga hakbang sa seguridad, at pagtukoy sa mga kahinaan sa kasalukuyang sistema ng port protection.
Kasabay ng RTD, nagsagawa rin ng inspeksyon sa mga pasilidad ng pantalan upang tiyakin ang pagsunod sa umiiral na security protocols at agarang matugunan ang anumang kakulangan.
Ayon sa MARINA, mahalaga ang nasabing pagtitipon upang higit na matutukan at maprotektahan ang mga pasahero, kargamento, at imprastraktura, at maiwasan ang mga insidente sa dagat.

Sorsogon City - The Maritime Industry Authority Regional Office V (MARINA V), led by Regional Director Jeffrey A. Bangsa, participated in a roundtable discussion (RTD) organized by the Office for Transportation Security (OTS) on 21 April 2026 as part of ongoing efforts to strengthen maritime transport security in the region.

The activity brought together key government agencies to enhance interagency cooperation, promote shared expertise, and align strategies toward ensuring a more secure and resilient maritime transport network. The RTD provided a platform for participating agencies to discuss concerns, exchange best practices, and identify collaborative approaches in addressing maritime security challenges.

The initiative underscores the importance of unified action among partner agencies in advancing maritime security, improving coordination, and delivering more effective public service across the region.

MARINA V reaffirms its continued commitment to supporting national efforts in strengthening maritime safety and security through active collaboration and proactive engagement with partner institutions.

Masbate City - The Maritime Industry Authority Regional Office V successfully conducted its Maritime Safety Culture Awareness Campaign Caravan: Townhall Meeting on April 28, 2026, in Masbate City, gathering key maritime stakeholders in a unified effort to promote safer and more responsible maritime operations.

The half-day activity highlighted MARINAโ€™s commitment to strengthening maritime safety through information dissemination, stakeholder engagement, and the introduction of digital innovations. Shipowners, operators, and representatives from various government agencies actively participated in the discussions, particularly during the open forum where issues and best practices on safety were exchanged.

A key feature of the event was the presentation of MARINAโ€™s digital platform, designed to improve efficiency, transparency, and regulatory compliance in maritime processes. Participants were also oriented on the latest safety issuances to ensure alignment with updated standards and policies.

During the program, a Memorandum of Understanding (MOU) was also introduced through a ceremonial signing, signifying the shared commitment between MARINA V and the local government in the municipalities of Masbate Province to strengthen maritime safety initiatives. It was noted, however, that the formal ex*****on of the agreement will proceed upon the issuance of a Sangguniang Bayan (SB) Resolution, which is a prerequisite before the Municipal Mayor can officially sign the MOU.

Following the townhall meeting, MRO5 conducted a mobile registration activity, providing on-site services to assist clients with registration and other transactions. The initiative aimed to make MARINA services more accessible to stakeholders in the province.

On the following day, MRO5 officials attended the Joint Committee Hearing at the SB Function Hall, where discussions centered on the issue of proposed fare hikes in the maritime transport sector. The agency joined local officials and stakeholders in deliberating on measures that would balance operational viability and the welfare of the commuting public.

Through these consecutive activities, MARINA V reaffirmed its commitment to enhancing maritime safety, improving service delivery, and actively participating in policy discussions that shape the future of the maritime industry.
