This is the official page of Carbon-free Legazpi.

This is an advocacy of the city government of Legazpi to raise awareness on Greenhouse Gases (GHG) and to amplify the call to action to bring about change in the reduction of GHG emissions as a mitigating measure against climate change, through the individual and collective efforts among the Legazpeños. This will also serve as the sharing platform of the practices that are observed by the Legazpeños to hopefully inspire others to replicate the same.

𝐏𝐇𝐎𝐓𝐎 𝐇𝐈𝐆𝐇𝐋𝐈𝐆𝐇𝐓𝐒 || The Office of the City Environment and Natural Resources (OCENR)-LGU Legazpi spearheaded a 𝙍𝙖𝙣𝙙𝙤𝙢 𝙍𝙤𝙖𝙙𝙨𝙞𝙙𝙚 𝙄𝙣𝙨𝙥𝙚𝙘𝙩𝙞𝙤𝙣 last October 29, 2025, alongside Bicol University College of Arts and Letters, EMs 2 Barrio, Legazpi City, in coordination with the members of the Anti-Smoke Belching Unit (ASBU) composed of DENR-Environmental Management Bureau (EMB) V, Land Transportation Office (LTO) V, and Bantay Bayan Highway Patrol Group (BBHPG).
🚗This joint activity aims to ensure that vehicles plying Legazpi City roads comply with emission standards under City Ordinance No. 14-0011-2017 (Anti-Smoke Belching Ordinance) and the Philippine Clean Air Act of 1999 (RA 8749).
📢The team also conducted an Information, Education, and Communication (IEC) campaign to raise awareness among motorists about the importance of vehicle maintenance and its impact on air quality. Warnings were issued to non-compliant vehicles, reminding drivers of their role in keeping the city’s air clean.
💚Through these continuous initiatives, Legazpi City reaffirms its strong commitment to environmental protection, clean air advocacy, and sustainable urban living, ensuring a healthier, greener future for all Legazpeños.

🌡️🌍With the ever-rising global temperature, countless communities, ecosystems, and species are at risk. This serves as a powerful reminder that the fight against climate change is not a choice, but an urgent challenge we must face.

✨Today, 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟰, 𝟮𝟬𝟮𝟱, we observe the 𝑰𝒏𝒕𝒆𝒓𝒏𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑫𝒂𝒚 𝒐𝒇 𝑪𝒍𝒊𝒎𝒂𝒕𝒆 𝑨𝒄𝒕𝒊𝒐𝒏, a global call to unite individuals, communities, and countries in addressing the looming climate crisis. This day urges us to reduce carbon emissions, embrace renewable energy, and promote sustainable living for the well-being of future generations.

✅𝗦𝗮𝗳𝗲𝘁𝘆 𝘀𝗵𝗼𝘂𝗹𝗱 𝗯𝗲 𝗲𝘃𝗲𝗿𝘆𝗼𝗻𝗲’𝘀 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝘆.

Since 2011, the 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗟𝗲𝗮𝗱 𝗣𝗼𝗶𝘀𝗼𝗻𝗶𝗻𝗴 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗼𝗻 𝗪𝗲𝗲𝗸 (𝗜𝗟𝗣𝗣𝗪) has been observed every 𝙩𝙝𝙞𝙧𝙙 𝙬𝙚𝙚𝙠 𝙤𝙛 𝙊𝙘𝙩𝙤𝙗𝙚𝙧 (October 19-25, 2025) to raise awareness on the harmful health effects of 𝘓𝘦𝘢𝘥 (𝘗𝘣; 𝘦𝘭𝘦𝘮𝘦𝘯𝘵 82) found in paints and other consumer products. The campaign focuses 𝗼𝗻 𝗽𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗻𝗴 𝗰𝗵𝗶𝗹𝗱𝗵𝗼𝗼𝗱 𝗹𝗲𝗮𝗱 𝗲𝘅𝗽𝗼𝘀𝘂𝗿𝗲, 𝗿𝗲𝗱𝘂𝗰𝗶𝗻𝗴 𝗼𝗰𝗰𝘂𝗽𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗿𝗶𝘀𝗸𝘀, and 𝗽𝗿𝗼𝗺𝗼𝘁𝗶𝗻𝗴 𝘁𝗵𝗲 𝗴𝗹𝗼𝗯𝗮𝗹 𝗽𝗵𝗮𝘀𝗲-𝗼𝘂𝘁 𝗼𝗳 𝗟𝗲𝗮𝗱-𝗯𝗮𝘀𝗲𝗱 𝗽𝗮𝗶𝗻𝘁𝘀.

⚠️Prolonged exposure to Lead can cause Lead poisoning (also known as plumbism or saturnism) and occurs when lead accumulates in the body over months or years. Small doses of lead are dangerous, especially in younger children, as they can severely affect the crucial years of mental and physical development.

This worldwide initiative is spearheaded by the 𝗚𝗹𝗼𝗯𝗮𝗹 𝗔𝗹𝗹𝗶𝗮𝗻𝗰𝗲 𝘁𝗼 𝗘𝗹𝗶𝗺𝗶𝗻𝗮𝘁𝗲 𝗟𝗲𝗮𝗱 𝗣𝗮𝗶𝗻𝘁 (𝗚𝗔𝗘𝗟𝗣),jointly led by the 𝗨𝗻𝗶𝘁𝗲𝗱 𝗡𝗮𝘁𝗶𝗼𝗻𝘀 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲 (𝗨𝗡𝗘𝗣) and the 𝗪𝗼𝗿𝗹𝗱 𝗛𝗲𝗮𝗹𝘁𝗵 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 (𝗪𝗛𝗢),in a unified effort to safeguard human health and the environment.

𝗜𝘁’𝘀 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗘-𝗪𝗮𝘀𝘁𝗲 𝗗𝗮𝘆!

Started in 2018 by the 𝗪𝗮𝘀𝘁𝗲 𝗘𝗹𝗲𝗰𝘁𝗿𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝗘𝗹𝗲𝗰𝘁𝗿𝗼𝗻𝗶𝗰 𝗘𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁 (𝗪𝗘𝗘𝗘) 𝗙𝗼𝗿𝘂𝗺, October 14, we are celebrating the International E-Waste Day, featuring 𝗖𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝗥𝗮𝘄 𝗠𝗮𝘁𝗲𝗿𝗶𝗮𝗹𝘀 (CRMs)!

Electronic wastes, or simply e-wastes, have emerged as one of the major environmental challenges in the modern digital era. These materials contain valuable resources that sustain digital infrastructure and drive the continuous development of computing technologies. Devices such as computers, mobile phones, and wearable gadgets are among the many products that require proper disposal and management upon reaching the end of their useful life.

Recycling these devices, however, remains difficult. The process often requires specialized technology, and only a few recycling centers are available to handle such wastes. While often treated as mere trash, these discarded electronic products contain valuable rare earth elements that were extracted to create them. This process that involves significant land exploitation and greenhouse gas emissions to obtain these non-renewable resources.

These elements, known as 𝗖𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝗥𝗮𝘄 𝗠𝗮𝘁𝗲𝗿𝗶𝗮𝗹𝘀 (𝗖𝗥𝗠𝘀), are mined in only a few countries and are crucial to driving the green and digital transition. Over-extraction of these virgin resources, combined with the lack of recovery from e-wastes, leads to a permanent loss of these materials.

Without proper intervention, e-wastes can pollute the environment by leaching toxic chemicals into the soil and water which endanger communities, ecosystems, and the planet. These pollutants can also release greenhouse gases into the atmosphere, contributing to the global climate crisis.

Without sustainable use, handling, and disposal of these electronic remnants, we face serious resource loss, environmental degradation, and social consequences.

With the support of business owners and representatives from various local business enterprises in Legazpi City, the 𝗖𝗶𝘁𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗼𝗳 𝗟𝗲𝗴𝗮𝘇𝗽𝗶, through the 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗶𝘁𝘆 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗡𝗮𝘁𝘂𝗿𝗮𝗹 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 (𝗢𝗖𝗘𝗡𝗥), successfully spearheaded the 𝗚𝗛𝗚 𝗜𝗻𝘃𝗲𝗻𝘁𝗼𝗿𝘆 𝗮𝗻𝗱 𝗘𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝘀 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗔𝘄𝗮𝗿𝗲𝗻𝗲𝘀𝘀 𝗙𝗼𝗿𝘂𝗺 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗦𝗲𝗰𝘁𝗼𝗿 on 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮, 𝟮𝟬𝟮𝟱, at the 𝗟𝗲𝗴𝗮𝘇𝗽𝗶 𝗖𝗶𝘁𝘆 𝗘𝘅𝗽𝗼 𝗖𝗲𝗻𝘁𝗲𝗿, 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗖𝗿𝘂𝘇𝗮𝗱𝗮, 𝗟𝗲𝗴𝗮𝘇𝗽𝗶 𝗖𝗶𝘁𝘆. The forum was also livestreamed via Facebook Live to accommodate participants who were unable to attend in person.

The event was guided by 𝗙𝗼𝗿. 𝗔𝘂𝗱𝗿𝗲𝘆 𝗖𝗵𝗮𝘇𝘇𝘆 𝗧𝗼𝗿𝗿𝗲𝘀 and 𝗠𝗿. 𝗠𝗮𝗿𝗸 𝗥𝘂𝘀𝘀𝗲𝗹 𝗔. 𝗠𝗮𝗰𝗮𝗽𝗶𝗹𝗶 of OCENR. The activity rationale was presented by 𝗘𝗻𝗴𝗿. 𝗥𝗼𝗻𝗻𝗶𝗲 𝗕𝗶ñ𝗮𝘀 𝗝𝗿.,followed by the opening remarks from 𝗘𝗻𝗴𝗿. 𝗟𝗶𝗻𝗻𝗼 𝗕𝗲𝗻𝗷𝘂 𝗤. 𝗖𝗮𝗹𝗹𝗲𝗷𝗮, 𝗢𝗜𝗖–𝗖𝗶𝘁𝘆 𝗘𝗡𝗥𝗢. On behalf of 𝗠𝗮𝘆𝗼𝗿 𝗛𝗶𝘀𝗵𝗮𝗺 𝗕. 𝗜𝘀𝗺𝗮𝗶𝗹, 𝗠𝘀. 𝗚𝗿𝗮𝗰𝗲 𝗕𝗮𝗰𝗵𝗶𝗹𝗹𝗲𝗿, the City Administrator, delivered a message of support.

The program commenced with a series of lectures, followed by an open forum that fostered active engagement between business representatives and resource speakers from various government institutions.

The first presentation, 𝙂𝙧𝙚𝙚𝙣𝙝𝙤𝙪𝙨𝙚 𝙂𝙖𝙨 𝙀𝙢𝙞𝙨𝙨𝙞𝙤𝙣𝙨 𝙖𝙣𝙙 𝙈𝙖𝙣𝙖𝙜𝙚𝙢𝙚𝙣𝙩 𝙊𝙫𝙚𝙧𝙫𝙞𝙚𝙬 𝙖𝙣𝙙 𝙩𝙝𝙚 𝙍𝙤𝙡𝙚 𝙤𝙛 𝙩𝙝𝙚 𝙂𝙤𝙫𝙚𝙧𝙣𝙢𝙚𝙣𝙩 𝙞𝙣 𝙞𝙩𝙨 𝙄𝙢𝙥𝙡𝙚𝙢𝙚𝙣𝙩𝙖𝙩𝙞𝙤𝙣, was delivered by 𝗠𝘀. 𝗖𝗵𝗿𝗶𝘀𝘁𝗶𝗻𝗲 𝗗𝗲 𝗟𝗮 𝗥𝗼𝘀𝗮-𝗠𝗮𝗿𝗮𝗯𝗲𝗹𝗹𝗮, 𝗥𝗖𝗵𝗧, of the 𝗗𝗘𝗡𝗥–𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝗮𝗹 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗕𝘂𝗿𝗲𝗮𝘂 𝗥𝗲𝗴𝗶𝗼𝗻 𝗩. She emphasized the importance of understanding greenhouse gas emissions and their role in climate change, along with the process of developing an entity-level GHG inventory as a foundation for effective emissions management and reduction strategies.

The second presentation, 𝘼𝙙𝙙𝙧𝙚𝙨𝙨𝙞𝙣𝙜 𝙂𝙧𝙚𝙚𝙣𝙝𝙤𝙪𝙨𝙚 𝙂𝙖𝙨 𝙀𝙢𝙞𝙨𝙨𝙞𝙤𝙣𝙨 𝙞𝙣 𝙩𝙝𝙚 𝙏𝙧𝙖𝙣𝙨𝙥𝙤𝙧𝙩𝙖𝙩𝙞𝙤𝙣 𝙎𝙚𝙘𝙩𝙤𝙧, was delivered by 𝗠𝗿. 𝗝𝗮𝘆𝗽𝗲𝗲 𝗕. 𝗕𝗮𝗹𝗼𝗹𝗼𝘆 of the 𝗟𝗮𝗻𝗱 𝗧𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻 𝗢𝗳𝗳𝗶𝗰𝗲 𝗥𝗲𝗴𝗶𝗼𝗻 𝗩. He highlighted the agency’s initiatives to mitigate transport-related emissions through sustainable mobility programs, policy enforcement, and the promotion of cleaner and more efficient transportation systems.

The third presentation, 𝗔𝗱𝗼𝗽𝘁𝗶𝗻𝗴 𝘁𝗵𝗲 𝗣𝗼𝘄𝗲𝗿 𝗼𝗳 𝗥𝗲𝗻𝗲𝘄𝗮𝗯𝗹𝗲 𝗘𝗻𝗲𝗿𝗴𝘆 in the Business Sector, was shared by 𝗠𝗿. 𝗘𝗺𝗶𝗹𝗶𝗼 𝗝𝗼𝘀𝗲 𝗔𝗻𝘁𝗼𝗻𝗶𝗼 𝗥𝗲𝘆𝗻𝗼𝘀𝗼, business owner of 𝗛𝗼𝘁𝗲𝗹 𝗦𝗲𝗻𝘁𝗿𝗼 𝗟𝗲𝗴𝗮𝘇𝗽𝗶. His discussion featured the establishment’s green initiatives that are both cost-effective and environmentally sustainable, encouraging local businesses to adopt similar practices as part of their climate adaptation efforts.

The fourth presentation, 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗦𝗺𝗮𝗿𝘁 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲, delivered by 𝗠𝘀. 𝗖𝗿𝗶𝘀𝘁𝗶𝗻𝗮 𝗡. 𝗩𝗶𝗹𝗹𝗮𝗿𝗮𝘇𝗮, 𝗔𝗕𝗘, of the 𝗖𝗶𝘁𝘆 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 𝗢𝗳𝗳𝗶𝗰𝗲 underscored the agriculture sector’s contribution to greenhouse gas emissions. She also highlighted the application of climate-smart solutions designed to meet the growing demand for agricultural products while minimizing environmental impact and promoting long-term sustainability.

It showcased 𝗟𝗲𝗴𝗮𝘇𝗽𝗶 𝗖𝗶𝘁𝘆’𝘀 𝟮𝟬𝟭𝟴 𝗚𝗛𝗚 𝗶𝗻𝘃𝗲𝗻𝘁𝗼𝗿𝘆, detailing the city’s efforts, methods, and key findings in quantifying emissions, thereby demonstrating its commitment to data-driven climate action and sustainable urban development.

The activity then followed with an 𝗼𝗽𝗲𝗻 𝗳𝗼𝗿𝘂𝗺, where participants actively engaged with the speakers through questions and insights. This interactive session served as a platform for knowledge exchange, clarification of concepts, and exploration of practical approaches to addressing greenhouse gas emissions across different sectors. 𝗙𝗼𝗿. 𝗥𝗵𝗼𝗱𝗲𝗿𝗶𝗰 𝗠. 𝗔𝗯𝗮𝗰𝗵𝗲, 𝗦𝘃𝗘𝗡𝗠𝗦 𝗼𝗳 𝘁𝗵𝗲 𝗢𝗖𝗘𝗡𝗥, also informed the business owners present that the city will be conducting an update of its 2018 GHG Inventory and introduced the enumerators who will facilitate data collection in the business establishments.
