To strengthen the implementation of the Retooled Community Support Program (RCSP), the Municipality of Manito RCSP Augmentation Team participated in the RCSP Orientation conducted by DILG Albay LGMES via Zoom on May 21, 2026, together with DILG personnel from Camarines Norte and Camarines Sur. The activity equipped participants with the necessary knowledge on program guidelines, facilitator responsibilities, and operational requirements, fostering a unified approach toward effective community engagement, responsive governance, and the delivery of government services that address the needs and aspirations of local communities.

The Municipality of Libon RCSP Augmentation Team participated in the Retooled Community Support Program (RCSP) Orientation conducted by DILG Albay LGMES on May 7, 2026 via Zoom, together with DILG personnel from Camarines Norte and Camarines Sur. The activity served as a venue to strengthen participants’ understanding of the program’s objectives, implementation arrangements, and the roles and responsibilities expected of RCSP facilitators.

Through the orientation, the team enhanced its readiness to effectively carry out RCSP initiatives aimed at addressing community needs, improving service delivery, and promoting peace and development at the grassroots level. Equipped with a clearer understanding of their functions, the augmentation team remains committed to fostering responsive governance and ensuring that government programs and services reach the communities that need them most.

DILG Albay, together with the members of the Provincial Peace and Order Council (PPOC), convened for the 2nd Quarter Meeting on May 28, 2026 at the 3rd Floor, APSEMO Building, Legazpi City.

The meeting served as a vital platform for partner agencies and stakeholders to assess accomplishments, address emerging peace and order concerns, and reinforce unified strategies in combating criminality and threats to public safety.

Through strengthened inter-agency coordination and shared commitment, the council continues to play a crucial role in promoting responsive governance, sustaining peace and order, and ensuring safer communities across the province of Albay.

DILG Albay LGMES conducted the Retooled Community Support Program (RCSP) Orientation for the Legazpi City Augmentation Team on May 28, 2026 via Zoom, with the participation of DILG personnel from Camarines Norte and Masbate.

The orientation was conducted to level off understanding on the key arrangements, roles, and compliance requirements expected from RCSP Facilitators. It served as an important avenue to ensure clarity, alignment, and readiness in the implementation of the program across concerned teams.

RCSP remains a vital mechanism in bringing government services closer to communities by addressing local needs, bridging gaps in basic service delivery, and strengthening peace and development at the grassroots level. Through this activity, participants were able to deepen their understanding of their functions and reinforce a unified and coordinated approach in carrying out their responsibilities toward effective and meaningful public service.

𝐋𝐆𝐌𝐄𝐒 𝐒𝐈𝐊𝐀𝐏 | 𝐏𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐎𝐫𝐝𝐞𝐫 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 (𝐏𝐎𝐂) 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭

DILG Albay LGMES is currently conducting the CY 2025 Peace and Order Council (POC) Provincial Assessment from May 25 to 27, 2026 at Sentro Hotel, Legazpi City.

This activity aims to assess the functionality and performance of local Peace and Order Councils across the province, ensuring alignment with national standards and strengthening local mechanisms for peace, security, and public safety.

It also provides a platform to guide and assist LGUs in the preparation and organization of their Means of Verification (MOVs), while reinforcing the vital role of LGU POC Focal Persons in achieving audit compliance.

Through this initiative, DILG Albay continues to uphold its commitment to empowering LGUs in building safer, more secure, and resilient communities across the province.

𝐃𝐈𝐋𝐆 𝐌𝐄𝐌𝐎𝐑𝐀𝐍𝐃𝐔𝐌 𝐂𝐈𝐑𝐂𝐔𝐋𝐀𝐑 𝟐𝟎𝟐𝟔-𝟎𝟑𝟏: 𝐄𝐍𝐒𝐔𝐑𝐈𝐍𝐆 𝐂𝐎𝐍𝐓𝐈𝐍𝐔𝐎𝐔𝐒 𝐅𝐔𝐄𝐋 𝐒𝐔𝐏𝐏𝐋𝐘 𝐍𝐀𝐓𝐈𝐎𝐍𝐖𝐈𝐃𝐄

In response to the declared State of National Energy Emergency, the Department of the Interior and Local Government (DILG) directs all local government units to implement measures that will ensure the continuous and orderly movement, supply, and distribution of fuel across the country.

📌 Following DILG Memorandum Circular No. 2026-031, all Local Chief Executives, DILG Regional Directors, and concerned officials are directed to:
✔ Ensure unhampered passage of fuel tankers from legitimate petroleum companies
✔ Exempt fuel tankers from truck bans and vehicle coding schemes
✔ Maintain continuous fuel movement and availability nationwide

⚖️ Anchored on Executive Order No. 110 and Republic Act No. 7160, all concerned are reminded to strictly enforce and monitor compliance with these directives.

👥 Local chief executives must exercise proper supervision over LGUs and ensure smooth implementation. Non-compliance may result in appropriate disciplinary actions.

⛽ Ensuring fuel availability is essential to sustaining transportation, essential services, and economic stability.

The DILG Albay PDMU Technical Team successfully conducted the first round of project validation for RCSP beneficiary barangays this April 2026, in close coordination with our partner LGUs.

The Retooled Community Support Program (RCSP) is a convergence mechanism of the government aimed at identifying and addressing priority needs of communities, especially in geographically isolated and disadvantaged areas, through enhanced engagement, planning, and service delivery. It also serves as a critical preparatory step for the NTF-ELCAC LGSF-SBDP FY 2026, ensuring that proposed projects are responsive, inclusive, and grounded on actual community needs.

Hindi naging hadlang ang layo at hirap ng biyahe—ang buong PDMU Albay Technical Team ay nagpunta sa kasuluksulukan ng mga barangay, bitbit ang layuning maihatid ang kinakailangang technical assistance at masigurong maayos, tama, at napapanahon ang implementasyon ng mga proyekto.
