𝐎𝐍𝐒𝐈𝐓𝐄 | The BLGF V team was present at the Provincial Treasurer’s Office (PTO) of Albay on June 1, 2026 for the supervision of turnover of office and accountabilities between outgoing Provincial Treasurer 𝐌𝐬. 𝐄𝐯𝐞𝐥𝐲𝐧 𝐌. 𝐉𝐚𝐧𝐚 and the incoming Officer-In-Charge (OIC) Provincial Treasurer 𝐌𝐬. 𝐁𝐫𝐞𝐧𝐝𝐚 𝐒. 𝐅𝐥𝐨𝐫𝐞𝐬, in view of the approved travel authority of the incumbent provincial treasurer thereat.

The supervisory team included 𝐌𝐫. 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 𝐙. 𝐉𝐚𝐦𝐞𝐫, Chief-Legal, 𝐌𝐫. 𝐄𝐝𝐫𝐞𝐥 𝐒. 𝐌𝐚𝐧𝐚𝐠𝐚𝐬𝐞, AA V, and 𝐌𝐫. 𝐉𝐮𝐝𝐞 𝐏𝐡𝐢𝐥𝐢𝐩 𝐀. 𝐑𝐨𝐬𝐞𝐥, CMT I, to ensure proper transfer of fiscal accountabilities.

𝐀𝐛𝐚𝐲𝐨𝐧, Provincial Assessor, who was joined by 𝐌𝐫. 𝐈𝐯𝐚𝐧 𝐂𝐡𝐫𝐢𝐬𝐭𝐨𝐩𝐡𝐞𝐫 𝐓. 𝐁𝐚𝐬𝐚𝐬, LAOO IV, 𝐌𝐫. 𝐉𝐨𝐞𝐲 𝐑. 𝐃𝐚𝐰𝐚𝐭𝐨𝐧, LAOO III, and 𝐌𝐫. 𝐌𝐞𝐥𝐥𝐚𝐫 𝐉𝐨𝐡𝐧 𝐙. 𝐀𝐜𝐮𝐞𝐬𝐭𝐚, AC, for a courtesy visit and submission of the proposed Schedule of Market Values (SMV) for the province of Masbate.

The transition was conducted between the outgoing City Treasurer, 𝐃𝐫. 𝐑𝐚𝐟𝐚𝐞𝐥 𝐂. 𝐊𝐚𝐥𝐥𝐨𝐬, and the incoming Officer-In-Charge (OIC) City Treasurer, 𝐌𝐫. 𝐉𝐨𝐬𝐞 𝐇. 𝐁𝐞𝐜𝐡𝐚𝐢𝐝𝐚. In the afternoon, the supervisory team proceeded at the municipality of 𝐓𝐢𝐰𝐢, 𝐀𝐥𝐛𝐚𝐲 for another turnover session between the outgoing Municipal Treasurer, 𝐌𝐬. 𝐀𝐦𝐢𝐞 𝐂. 𝐂𝐚𝐬𝐭𝐞𝐥𝐨, and the incoming OIC-Municipal Treasurer, 𝐌𝐫. 𝐒𝐨𝐟𝐢𝐨 𝐓𝐞𝐨𝐭𝐢𝐦𝐨 𝐂. 𝐏𝐚𝐜𝐢𝐬, in view of the approved travel authorities of the regular local treasurers thereat.

Held at the UMA Hotel and Residences in Naga City, the BLGF V team once again served as resource persons and facilitators, sharing technical expertise to guide our local leaders. 𝐑𝐃 𝐉𝐞𝐬𝐬𝐢𝐞 𝐁. 𝐃𝐨𝐜𝐭𝐨𝐥𝐞𝐫𝐨 graced the event, delivering a comprehensive lecture on innovations in local revenue generation. 𝐌𝐫. 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 𝐙. 𝐉𝐚𝐦𝐞𝐫, Chief-Legal, discussed the legislative enactment of the Local Revenue Code, while 𝐌𝐬. 𝐉𝐨𝐚𝐧 𝐂𝐡𝐚𝐫𝐥𝐞𝐧𝐞 𝐋. 𝐋𝐨𝐩𝐨𝐬, LTOO III, provided discussion on the inherent revenue-raising powers of LGUs, the salient features of DOF-DILG JMC No. 2019-01, and the practical application of the LFC Toolkit. They were joined by 𝐌𝐫. 𝐄𝐝𝐫𝐞𝐥 𝐒. 𝐌𝐚𝐧𝐚𝐠𝐚𝐬𝐞, AA V, and 𝐌𝐫. 𝐉𝐞𝐟𝐟𝐫𝐞𝐲 𝐂. 𝐋𝐞𝐩𝐚𝐥𝐚𝐦, AA V, who facilitated the workshop and critiquing sessions to assist participants in crafting sound local revenue frameworks.
