The Department of Agrarian Reform (DAR) Albay continues to advance the Land Acquisition and Distribution (LAD) process in Batan Island, Rapu-Rapu, overcoming challenging sea travel to bring agrarian reform services closer to farming communities.

Despite logistical and geographic barriers, DAR remains committed to ensuring that farmer-beneficiaries, even in island barangays, gain access to the government programs and services they deserve.

LIGAO CITY, Albay – Reaching far-flung farmlands, the Department of Agrarian Reform Municipal Office (DARMO) – Ligao B successfully completed a three-day subdivision survey operation, bringing Agrarian Reform Beneficiaries (ARBs) one step closer to securing individual land titles.

From May 27 to 29, 2026, the DARMO conducted subdivision surveys covering four collectively awarded agricultural landholdings, with a total area of more than 55 hectares, in the remote coastal barangay Maonon, Ligao City. The undertaking is part of the continuing efforts to parcelize collective landholdings and strengthen land tenure security among ARBs.

The operation required close coordination and commitment from all stakeholders involved. Despite logistical and field challenges, the surveys were successfully and safely completed through the collective efforts of DAR personnel, the survey team, ARBs, and Barangay Council officials who provided assistance throughout the activity.

Once approved, the subdivision survey plans will pave the way for the issuance of individual Certificates of Land Ownership Award (CLOAs) to qualified beneficiaries. Individual titling is expected to strengthen land tenure security and enhance farmers' access to government support services and credit opportunities.

The field activities were led by Municipal Agrarian Reform Program Officer (MARPO) Allan P. Bongon, together with Senior Agrarian Reform Program Technologist (SARPT) Cenn D. Nuyda and Technical Support Staff (TSS) Arnelyn Bongay and Erika Estabillo. The survey operations were undertaken by the survey team headed by Engr. Jarren Echano.

The surveys were conducted under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, a World Bank-funded initiative that aims to subdivide collective CLOAs and facilitate the issuance of individual land titles.

Kaugnay ng paghahanda para sa nalalapit na subdivision survey sa ilalim ng Department of Agrarian Reform (Support to Parcelization of Lands for Individual Titling (SPLIT) Project), matagumpay na nagsagawa ng pulong-pulong ang tanggapan ng Department of Agrarian Reform Municipal Office Libon-B noong Mayo 13 at 14, 2026.

Sa isinagawang pulong tinalakay ang iskedyul at proseso ng subdivision survey ng mga lupang agrikultural na saklaw ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project. Ibinahagi na may kabuuang 138.83 ektarya ng lupang agrikultural na saklaw ng 12 na Collective Certificates of Land Ownership Award (CCLOAs) na hahatiin para sa 99 agrarian reform beneficiaries (ARBs), na kalaunan ay tatanggap ng kani-kanilang indibidwal na electronic land titles (e-titles) matapos makumpleto ang proseso ng parcelization.

Ipinaalam din sa mga ARBs ang mga layunin, pamamaraan, at kahalagahan ng subdivision survey, lalo na ang kahalagahan ng wastong pagtukoy ng hangganan ng lupa, pakikilahok ng mga benepisyaryo, at pagsunod sa mga kinakailangang dokumento.

Matapos ang talakayan, pinangunahan ng Redocumentation Completion Team (RCT), kasama ang TSS na sina Norvy V. Rostol at Bryan B. Siasa ang pagpapapirma sa parcelization forms 5.1 at 5.2, gayundin ang pagkuha ng mga ODCs bilang bahagi ng mga dokumentaryong kinakailangan para sa proseso ng parcelization.

Pinangunahan ni Municipal Agrarian Reform Program Officer (MARPO) Leonardo S. Araya ang Pulong-pulong kasama sina Senior Agrarian Reform Program Technologist (SARPT) Marli B. The Department of Agrarian Reform (DAR) Albay successfully conducted a subdivision survey of the 6.13-hectare landholding of Amelia Parcia in Barangay Rawis, Pio Duran, Albay on May 26, 2026.

Subdivision survey forms part of the Land Acquisition and Distribution (LAD) process, where acquirable landholdings are partitioned into agricultural lots for distribution to qualified beneficiaries under the Comprehensive Agrarian Reform Program (CARP).

The field activities were carried out by Senior Agrarian Reform Program Technologist (SARPT) Cenn D. Nuyda, assisted by Technical Support Staff (TSS) Jayzel G. Llantos, in coordination with the DAR survey team led by Engineer II Alberto A. Tibi, together with potential Agrarian Reform Beneficiaries (ARBs) and other stakeholders.
