DILG Region V extends its congratulations to the City Government of Naga following the issuance of Proclamation No. 1267 by the President of the Philippines, declaring Naga as a Highly Urbanized City, subject to ratification by the people of Naga through a plebiscite to be conducted by the Commission on Elections (COMELEC).
This milestone reflects the city's sustained growth, sound governance, and continuing contribution to the development of the Bicol Region.
DILG Region V likewise express its hope that the people of Naga will actively participate in the forthcoming plebiscite and make their voices heard as they help shape the city's future.

LOOK | PDMU Region V Engineers and Project Evaluation Officers Receive Laptops to Strengthen Project Monitoring and Digital Operations
The Department of the Interior and Local Government (DILG) Region V formally turned over laptop units to engineers and project evaluation officers of the Project Development and Management Unit (PDMU) led by Regional Director Arnaldo E. Escober Jr., CESO III, Assistant Regional Director Ian Kenneth B. Lucero, and PDMU Chief Rico E. Gaurino during the Monday Convocation held on June 1, 2026 at the Training Hall, DILG Regional Office V, Legazpi City.
Procured under the MITHI-funded projects with the support of DILG Information Systems and Technology Management Service (ISTMS), these devices will equip said personnel with the tools they need to support collaboration, innovation and deliver quality outcomes to further contribute effectively to the successful implementation of projects that benefit our communities.
Together, we continue to invest in technology, empower our workforce, and build a more responsive and future-ready organization.

EARLIER | The Department of the Interior and Local Government Regional Office V, through the Local Government Capability Development Division (LGCDD), successfully conducted its Reorientation on QP-DILG-CO-RO-23: Provision of Technical Assistance on June 1, 2026 at the LGRRC Library, DILG Regional Office V, Legazpi City. This activity aimed to reiterate the procedures and updates for the effective implementation of the QP across various divisions and units and to provide technical assistance in the Regional Office.
The session was facilitated by LGOO IV Juniecel Fajardo, QP 23 Regional Process Owner, who shared valuable insights and updates based on the recent management audit findings. The discussion focused on addressing previous assessment results to further improve the regional office's handling of quality procedures. Through this knowledge-sharing effort, team members gained a clearer understanding of their roles in implementing the process.
The reorientation concluded with a productive dialogue in which participants from different divisions and units actively shared their insights and feedback. Important questions were addressed, and practical suggestions were raised to ensure smoother operations at the regional level. This collaborative effort reflects the Region's continuous commitment to improving its processes.

The Department of the Interior and Local Government Regional Office V proudly commends the sixty-eight (68) Local Government Units (LGUs) in the Bicol Region that will be conferred with the Seal of Child-Friendly Local Governance (SCFLG) for successfully passing the CY 2025 Child-Friendly Local Governance Audit (CFLGA), in recognition of their exemplary performance during Performance Year 2024.
This recognition stands as a testament to the unwavering dedication and commitment of our local government units in upholding and promoting childrenโs rights to survival, development, protection, and participation.

CY 2026 LCPC FUNCTIONALITY ASSESSMENT RESULTS
The Department of the Interior and Local Government Regional Office 5, through the Local Government Monitoring and Evaluation Division proudly presents the official functionality assessment results of the CY 2026 Local Councils for the Protection of Children of all Local Government Units (LGUs) across the Bicol Region.
The LCPC Functionality assessment is geared towards the comprehensive evaluation of all LGUs for their 2025 performance year as they undertake initiatives focused on the promotion and protection of childrenโs rights and welfare. Throughout the CY 2026 implementation, all levels of the Inter-Agency Monitoring Task Force (IMTF) conducted a thorough examination and validation of all documentary requirements submitted by the Councils through an interactive process online between the IMTF and LCPC Representatives.
The conclusion of the CY 2026 LCPC assessment marks another step for all LGUs in fostering a safe and conducive environment where children and the youth are nurtured in a community that enables them to thrive and prosper in accordance with their fundamental rights.
