Regional Director, Dir. Leilani P. Vecina,
Assistant Regional Director and concurrent Provincial Officer of Camarines Norte, Atty.
Louie E. Toldanes, recently conducted courtesy visits and productive dialogues with local chief executives (LCEs) in the province.

Atty. Toldanes, alongside Officer-in-Charge of Vinzons MPS, PCPT Rossland S. Gonzales, met with the Mayor of the Municipality of Vinzons, Hon. Ariel M. Non, to discuss collaborative efforts in maintaining public safety. He also engaged in a meaningful dialogue with the local government of Jose Panganiban and the Jose Panganiban MPS, led by Chief of Police PMAJ Kevin A. Estilles. There, he met with Municipal Legal Officer Atty. Norberto Capistrano, who warmly represented Mayor Hon. Agnes D. Ang.

Through these regular engagements,
NAPOLCOM R5 continues to foster strong ties with our local government units (LGUs) to ensure effective oversight, police community relations, and safer communities for everyone.

READ | PRESS RELEASE: NAPOLCOM to Lead Implementation of 2026 National Crime Prevention Program

The National Police Commission (NAPOLCOM) welcomed the issuance of Memorandum Circular No. 120, signed by Acting Executive Secretary Ralph G. Recto, directing government agencies and encouraging local government units (LGUs) to support the implementation of the 2026 National Crime Prevention Program (NCPP).

The Circular designates NAPOLCOM as the lead agency in implementing the NCPP, a nationwide initiative aimed at strengthening community-based crime prevention, modernizing law enforcement capabilities, improving criminal justice coordination, and enhancing institutional integrity.

NAPOLCOM Commissioner Ralph Calinisan said the directive reinforces the government's commitment to a whole-of-government approach to public safety.

“Ang Memorandum Circular No. 120 ay malinaw na pagkilala na ang pagpapanatili ng kapayapaan at kaayusan ay hindi lamang responsibilidad ng pulisya kundi ng buong pamahalaan at komunidad. Sa pangunguna ng NAPOLCOM, paiigtingin natin ang koordinasyon ng mga ahensya ng gobyerno at mga lokal na pamahalaan upang maisulong ang ligtas, maayos, at matatag na mga pamayanan para sa bawat Pilipino,” Commissioner Calinisan said.

Under the 2026 NCPP, NAPOLCOM will spearhead programs and initiatives focused on crime prevention, law enforcement modernization, knowledge management, and stronger collaboration among institutions across the criminal justice system.

The Commission said the directive strengthens efforts to mobilize national agencies, LGUs, and community stakeholders toward a unified and proactive strategy against crime nationwide.

🤝 Building Stronger Partnerships for Safer Communities

As part of its continuing commitment to strengthen collaboration with local government units and law enforcement agencies, Dir. Leilani P. Vecina, Acting Regional Director of NAPOLCOM Region 5, together with Atty. Magdalena Borbe-Mallari, NAPOLCOM Provincial Officer for Catanduanes, conducted a series of courtesy visits across the province of Catanduanes.

The officials paid a courtesy visit to Hon. Antonio T. Teves, Municipal Mayor of San Miguel, and were warmly received by PLT Roque T. Bernal Jr., OIC of San Miguel Municipal Police Station, reinforcing the shared commitment to peace, order, and public safety.

They likewise visited Hon. Aly T. Romano, Municipal Mayor of San Andres, Catanduanes, to further strengthen cooperation and partnerships in delivering responsive and people-centered public service.

On June 3, 2026, the NAPOLCOM officials also conducted a courtesy visit to the Virac Municipal Police Station, where they were welcomed by COP PMAJ Kenneth Ding C. Gutierrez. Meaningful discussions centered on current peace and order concerns, crime prevention initiatives, and the continued collaboration between NAPOLCOM and the PNP in serving the people of Catanduanes.

These engagements highlight the importance of unity, coordination, and strong partnerships among local leaders and law enforcement agencies in building safer, more secure, and resilient communities for every Catandunganon.

📢 Promoting Responsible Media Engagement and Transparency in Public Service

In line with the commitment to uphold transparency, accountability, and the public's right to information, Dir. Leilani P. Vecina, Acting Regional Director of NAPOLCOM Region 5, together with Atty. Magdalena Borbe-Mallari, NAPOLCOM Provincial Officer for Catanduanes, spearheaded the cascading of the PNP Rule on Media Relations, Safety of Journalists and Media Practitioners, and Enhancing Freedom of Expression and Access to Public Information.

The activity was graced by PCOL Virgilio Robles Buena, Provincial Director of Catanduanes PPO, along with PNP key officials and personnel, highlighting the collective effort to strengthen police-media relations, protect journalists, and ensure the responsible and timely dissemination of information to the public. The policy reinforces the balance between transparency, press freedom, and the integrity of police operations.

🤝 Through open dialogue and continuous learning, NAPOLCOM and the PNP remain steadfast in fostering trust, professionalism, and stronger partnerships with the media—because an informed public is an empowered public.

The National Police Commission Regional Office 5 conducted lecture session for the PSJLC RTC 5 2026-01Alpha and 01Bravo classes, held today, June 2, 2026 at Regional Training Center 5. This activity is held under the supervision of Regional Director Leilani P. Vecina, the session features Atty. Louie E. Toldanes, Assistant Regional Director of NAPOLCOM R5 and Ms. Mary Ann Belleza, Financial Claims Examiner II as Guest Professors discussing the NAPOLCOM Powers and Function and pertinent issued policies. This educational initiative reflects the agency's commitment to fostering a highly informed and capable police force dedicated to public safety.

Through these collaborative training efforts, the commission remains steadfast in its mission to uphold professional excellence and institutional integrity within the police service.

As a gesture of gratitude and recognition, NAPOLCOM presented a Certificate of Appreciation to Governor Azanza for his unwavering support and assistance during the conduct of the April 2026 NAPOLCOM Examination held in Virac, Catanduanes.
A token of appreciation was likewise handed over in acknowledgment of the Provincial Government's commitment to the successful and orderly administration of the examination.
