Provincial Planning and Development Office - Albay

The Provincial Planning and Development Office - Albay, through the Albay Digital Transformation Center in partnership with the Department of Information and Communications Technology (DICT Region V - Bicol), has successfully completed the face-to-face phase of its free training program, Freelancing – General Virtual Assistants 2.0: A Paradigm Shift in AI-Powered Interaction on July 7, 2026.

The program, which began on July 1, adopts a hybrid format consisting of five days of in-person training, followed by virtual sessions scheduled from July 8 to 14, and an online campaign set from July 15 to 28.

During the training, participants engaged in presentations, workshops, and question-and-answer sessions aimed at enhancing their freelancing and virtual assistance competencies. They also received certificates for completing the Cyber Hygiene and DigiTalino workshops.

The closing ceremony was graced by Provincial Administrator Engr. Raul E. Rosal and PPDO Officer-in-Charge Engr. Eduardo R. Matias Jr., who congratulated the participants for their dedication and encouraged them to continue learning and pursue opportunities in the growing freelancing industry.

Participants who complete the full program are expected to receive certificates from both PPDO and DICT during the closing ceremony.

The Provincial Planning and Development Office - Albay, in partnership with the Department of Information and Communications Technology (DICT Region V - Bicol), officially launched the 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝗙𝗿𝗲𝗲𝗹𝗮𝗻𝗰𝗶𝗻𝗴 - 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗩𝗶𝗿𝘁𝘂𝗮𝗹 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝘁𝘀 on July 1, 2026, at the Governor's Guest House, welcoming 25 aspiring virtual assistants.

Engr. Eduardo R. Matias Jr. welcomed the participants and emphasized the need to equip Albayanos with future-ready skills. This was followed by a message from DICT Albay Provincial Officer Ms. Rene Jane Buena. Resource speaker Mr. Dennis B. Paguio then shared insights on digital career opportunities and the value of continuous learning.

Governor Noel E. Rosal, together with Provincial Administrator Engr. Raul Rosal, also visited the participants on the first day of the training to express their support and reaffirm the Provincial Government's commitment to creating more opportunities for Albayanos through digital skills development.

Coordination Meeting | June 15, 2026

The Provincial Planning and Development Office held an initial dialogue with the PCBSI Port Terminal Management Corporation to discuss the requirements for arrastre and stevedoring services at Pantao Port.
The meeting focused on aligning operational standards and ensuring efficient port services for Albay’s maritime activities.

Sustainable Plans, Lasting Views

In line with the Rehabilitation of Public Parks in Albay, the Provincial Planning and Development Office, together with the Provincial Engineering Office and the Provincial Tourism, Culture and Arts Office, conducted a coordination meeting to discuss strategies for the rehabilitation of Lignon Hill Park.

The discussion focused on engineering interventions, land use and development planning, and tourism enhancements to make the park more sustainable and tourist-friendly.

This collaborative effort aims to restore Lignon Hill Park as a renowned eco-tourism destination while ensuring safety, accessibility, and environmental sustainability for Albayanos and visitors.

The Provincial Planning and Development Office, in collaboration with the Department of the Interior and Local Government Provincial Office, conducted the Comprehensive Development Plan (CDP) Orientation cm Assessment on April 6, 2026.

This was conducted to reacquaint the members of the CDP Technical Assessment Committee (CDP-TAC) of the updated guidelines in preparation for the assessment of CDPs of Cities and Municipalities and to effectively evaluate their respective plans and ensure its alignment with the provinces’ development plans.

(Legazpi City, March 18, 2026) The Provincial Government of Albay through the Provincial Planning and Development Office - Albay Digital Transformation Center conducted a graphic design training on March 16 at the Capitol Annex Building to enhance youth skills in digital design.

Participants from Children International Bicol Inc. (CIBI) said the program helped them understand key design principles and how to create clear, uncluttered layouts.

Most of the youth present have expressed gratitude to the provincial government for the opportunity to develop creativity and technical skills.

They also hoped that PGA would offer more programs to support youth in learning digital design in the future.
