The Municipal Government of Lingayen, through the Municipal Planning and Development Coordinating Office (MPDCO), in coordination with the Municipal Agriculture Office (MAO) and CSO Desk Officer, successfully conducted the Public Presentation of CLUPโ€“Zoning Ordinance 2738 and Specialized Farmers, Fisherfolks, Irrigators, and Livestock Raisers Annual Planning and Workshop on October 21, 2026, at El Jardine, Lingayen, Pangasinan.

The activity gathered representatives from the farmers, fisherfolks, irrigators, and livestock raisers associations in the Municipality, together with concerned department heads and the US Peace Corps Volunteer, to discuss sectoral concerns, share insights, and identify development priorities.

The Local Government Unit of Lingayen effectively conducted its 2nd 2026 Municipal Development Council (MDC) Meeting, bringing together the 32 Punong Barangays and representatives from various Civil Society Organizations (CSOs), to discuss and coordinate matters concerning the municipalityโ€™s development programs, projects, and activities.

The meeting focused on the presentation of the Accomplishment Report on the 20% Development Fund Projects for CY 2026, followed by discussions on the Annual Budget for FY 2027 and the Supplemental Investment Program (SIP) for Supplemental Budget No. 2, CY 2026. The council also deliberated on the proposed list of 20% Development Fund Projects under the Annual Investment Program (AIP) for FY 2027. Other matters were likewise discussed, culminating in an open forum that provided participants an opportunity to raise concerns, exchange insights, and clarify matters relevant to the municipalityโ€™s development priorities.

Representing Mayor Josefina V. Castaรฑeda during the session was Municipal Administrator Lydia C. Pioquinto. The meeting was presided over by Atty. Nepthalie D. Pasiliao, Municipal Legal Officer, with the participation of SBM Jonathan T. Ramos, SBM Norman C. Doroteo, MLGOO Gabriel G. Cornel, and other concerned Department Managers. The meeting also provided an opportunity to introduce Ms. Ashlyn Navarro, a Peace Corps Volunteer, to the council members and stakeholders.

The session was facilitated by Municipal Planning and Development Coordinator (MPDC) Arch. Nelco Paul P. Coquia, who led the discussions to align development priorities with community needs and identify necessary actions and resources. The MPDCO staff served as the meeting secretariat, ensuring an organized and participatory discussion.

The Municipal Planning and Development Coordinating Office conducted the CLUP and CDP Investment Planning Workshop: Project Prioritization and Financial Programming on August 5, 2026, at El Jardine Food Catering and Management Services, Lingayen, Pangasinan.

The workshop gathered the Focal Technical Working Group (FTWG), Planning Support Group (PSG), and concerned Department Heads to review and prioritize proposed policies, programs, and projects identified during the CLUP and CDP sectoral planning process. Through collaborative discussions and financial programming, participants evaluated development priorities based on their strategic importance, feasibility, and alignment with the municipalityโ€™s available resources.
