In light of the Nationwide School Safety Drill held on September 3, 2026, all Regional and Division Disaster Risk Reduction and Management (DRRM) Coordinators are instructed to oversee and guarantee the ex*****on of the School Safety Drill across all schools in their Areas of Responsibility (AOR).

Executing the School Safety Drill and formulating contingency plans are essential preparedness measures. These activities allow schools to:
๐Ÿ›กPractice correct emergency procedures for potential safety incidents
๐Ÿ›กEvaluate the readiness of students and staff
๐Ÿ›กPinpoint deficiencies in current safety protocols
๐Ÿ›กEnhance overall safety and emergency preparedness

Accordingly, all coordinators must actively track non-compliant schools and support their prompt completion of the drill.

For immediate compliance.

Act before disaster strikes.

Save the Children Philippines welcomes the passage of the Implementing Rules and Regulations (IRR) of Republic Act No. 12287, or the โ€œDeclaration of State of Imminent Disaster Act.โ€

The law gives the government a window to act days before a typhoon or other forecastable hazard hits. It strengthens anticipatory action so children, families, and communities can prepare earlier and act ahead of a disaster.

Save the Children has been part of the IRR drafting process since last year. Our inputs helped shape provisions that support early action, including:

โœ๏ธ Measures to keep children learning
๐Ÿ’ต Multipurpose commodity vouchers as part of the menu of Social Amelioration Programs

We also helped shape provisions recognizing the role of local governments, including their ability to declare a state of imminent disaster based on local scenarios.

Now, letโ€™s take the next step: bring the law to the communities it is meant to serve. Learn more about our work on disaster risk reduction and resilience and humanitarian action: https://www.savethechildren.org.ph/

2. Teachers who are attending INSET in schools or designated training venues shall participate in the NSED by performing the โ€œDuck, Cover, and Holdโ€ protocol. This shall be followed by proper evacuation and accounting of personnel in accordance with the established emergency procedures of the school or training venue.

3. Non-teaching personnel who are present in their respective offices during the scheduled drill shall participate by performing the stated protocol.

For information, guidance, and appropriate action.

The Department of Education has noted the circulation on social media and other online platforms of videos depicting school safety drills involving human-induced threats that are inconsistent with the Departmentโ€™s trauma-informed, age-appropriate, and โ€œDo No Harmโ€ protocols.

All Regional Offices, Schools Division Offices, and schools are hereby directed to immediately discontinue the posting, sharing, or republication of drill content that depicts or promotes non-compliant practices, including fear-inducing or hyper-realistic simulation, simulated attackers, imitation fi****ms, simulated casualties, simulated gunfire, and similar activities.

School Heads shall immediately review content posted through official school platforms. Non-compliant videos, photographs, reels, or similar materials shall be taken down. Regional Offices and Schools Division Offices shall direct concerned schools to undertake corrective action when such content is identified.

Teaching and non-teaching personnel are likewise reminded that human-induced threats are serious safety and protection concerns and shall not be presented as memes, jokes, social media trends, skits, or other forms of entertainment. Content that trivializes violence or turns emergency procedures into entertainment undermines the purpose of school safety activities and may cause unnecessary fear, distress, or harm to learners and school communities.

Failure to comply with this Memorandum shall be dealt with in accordance with applicable DepEd, Civil Service, child protection, data privacy, and administrative rules, subject to due process.
