After the immediate response to any disaster, the institution will now have to face the task towards recovery and returning to normal operations. As with any disaster recovery effort, you have to ensure that your library or archive is now safe, clean, and ready to work in.

1. ๐Ž๐ซ๐ ๐š๐ง๐ข๐ณ๐ž ๐‘๐ž๐œ๐จ๐ฏ๐ž๐ซ๐ฒ ๐ญ๐ž๐š๐ฆ โ€“ this is the time to tap into your network of colleagues, students, and volunteers to help you work.
2. ๐‘๐ž๐œ๐จ๐ซ๐ ๐š๐ง๐ ๐š๐ฌ๐ฌ๐ž๐ฌ๐ฌ ๐๐š๐ฆ๐š๐ ๐ž โ€“ document the damages incurred in the library and the materialsโ€™ including the extent, level, and nature of damage, if possible. This is also the time to determine which materials you can prioritize based on their value (are they easily replaceable? Are they permanent records? Are they rare Filipiniana materials?) This will help you organize your recovery efforts and needs.
3. ๐ƒ๐ž๐ญ๐ž๐ซ๐ฆ๐ข๐ง๐ž ๐ซ๐ž๐œ๐จ๐ฏ๐ž๐ซ๐ฒ ๐ง๐ž๐ž๐๐ฌ โ€“ Based on Step 2, you can determine what recovery efforts need to be done and the materials needed for your recovery efforts.
4. ๐’๐ญ๐š๐›๐ข๐ฅ๐ข๐ณ๐ž ๐ž๐ง๐ฏ๐ข๐ซ๐จ๐ง๐ฆ๐ž๐ง๐ญ โ€“ organize and stabilize the area/s where you will do the recovery work. Ensure that your area is safe and secure for the recovery work.
5. ๐‹๐จ๐œ๐š๐ญ๐ž / ๐ ๐š๐ญ๐ก๐ž๐ซ ๐ฌ๐ฎ๐ฉ๐ฉ๐ฅ๐ข๐ž๐ฌ โ€“ Should be done in conjunction with #4. Ideally, there should be enough supplies to last until recovery work is finished.
6. ๐„๐ฌ๐ญ๐š๐›๐ฅ๐ข๐ฌ๐ก ๐ฌ๐š๐ฅ๐ฏ๐š๐ ๐ž ๐ฉ๐ซ๐จ๐œ๐ž๐๐ฎ๐ซ๐ž๐ฌ โ€“ The Salvage Procedures will be based on #3 (recovery needs), e.g., a step-by-step guide that is easy to follow, even for those without experience in recovery work.
7. ๐๐ซ๐ž๐ฉ๐š๐ซ๐ž ๐š๐œ๐ญ๐ข๐จ๐ง ๐ฌ๐ก๐ž๐ž๐ญ๐ฌโ€“ these are printouts of the salvage procedures to be handed out to volunteers to save time and effort in training them. It is important to check the volunteersโ€™ output to ensure they follow the procedure properly.
8. ๐’๐š๐ฅ๐ฏ๐š๐ ๐ž ๐š๐Ÿ๐Ÿ๐ž๐œ๐ญ๐ž๐ ๐ฆ๐š๐ญ๐ž๐ซ๐ข๐š๐ฅ๐ฌโ€“ actual recovery work. Document all the materials salvaged.
9. ๐Œ๐š๐ข๐ง๐ญ๐š๐ข๐ง ๐ฆ๐จ๐ซ๐š๐ฅ๐žโ€“ Volunteers and library/archives workers also deal with this calamity. Celebrate small victories and;
10. ๐‘๐ž๐ญ๐ฎ๐ซ๐ง ๐ญ๐จ ๐ง๐จ๐ซ๐ฆ๐š๐ฅ โ€“ eventual goal of the Recovery Effort. Learn the lessons and Build Back Better.
