Department of National Defense Secretary Gilberto C. Teodoro, Jr. underscored the importance of upholding the United Nations Convention on the Law of the Sea (UNCLOS), which he said is fundamentally important to the Philippines as one of the world’s five archipelagic states.
Speaking during the 1st Plenary Session of the Seoul Defense Dialogue 2026 on September 8, 2026, in Seoul, South Korea, Secretary Teodoro highlighted the Philippines’ efforts, together with the Republic of Korea and other partners, to uphold UNCLOS and emphasized its role in guaranteeing the Philippines’ existence as a solidary territorial entity.

PAF NEWS | TOWSOL HOLDS RELINQUISHMENT AND RETIREMENT CEREMONY
The Tactical Operations Wing Southern Luzon (TOWSOL) conducted a Relinquishment and Retirement Ceremony on September 8, 2026, at Camp Guillermo Nakar, Lucena City, Quezon, with Lieutenant General Arthur M Cordura PAF, Commanding General of the Philippine Air Force, as Guest of Honor. The ceremony formally marked the transition of leadership as the outgoing Wing Commander, Brigadier General Juliano C Llarenas PAF, relinquished his duties and responsibilities to Colonel Denis S Mangcoy PAF (MNSA), Deputy Wing Commander, who assumes the post as Acting Wing Commander of TOWSOL.
The ceremony also honored the retirement of Brigadier Llarenas, PMA "Tanglaw-Diwa" Class of 1992, after 34 years of military service. The occasion recognized his contributions to TOWSOL and the Philippine Air Force throughout his career.
In his message, LtGen Cordura commended BGen Llarenas for his service and contributions to the PAF, while welcoming Col Mangcoy as he assumes leadership of TOWSOL. He also called on the Wing’s personnel to remain focused on their duties and continue working together in support of the mission.The ceremony highlighted the importance of leadership continuity and a smooth transition of command as TOWSOL continues to carry out its mission in Southern Luzon.

TOWSOL's || TREE PLANTING HONORING ARBOR DAY AND NATIONAL GREENING PROGRAM

The Tactical Operations Wing Southern Luzon (TOWSOL) proudly honored the Arbor Day Act of 2012 by spearheading a Philippine Air Force–wide tree planting activity at Barangay Masalukot IV, Candelaria, Quezon. This meaningful event, held on August 28, 2026, was led by BGEN JULIANO C LLARENAS PAF, Wing Commander, who marked the occasion with a strong call for environmental stewardship and collective responsibility.

Together with TOWSOL's personnel and other stakeholders, the Unit reaffirmed its unwavering support for the government’s environmental preservation programs and the Philippine Air Force’s ecological commitments under the National Greening Program (NGP). The successful planting of seedlings not only contributed to local reforestation and biodiversity restoration but also strengthened inter-agency cooperation and fostered active community engagement.

This endeavor stands as a testament to the Wing’s steadfast dedication to the conservation and protection of natural resources, embodying its vision of sustainable development. More than a ceremonial act, the tree planting activity symbolized TOWSOL’s role as a guardian of the skies and the environment, ensuring a cleaner, greener, and more resilient future for the nation.

“READY WHEN CALLED: SOLCOM’s RFJTEX 2026”
14 August 2026 | Camp Guillermo Nakar, Lucena City — The Southern Luzon Command (SOLCOM), Armed Forces of the Philippines, successfully conducted the 3rd iteration of the Reserve Force Joint Training Exercise (RFJTEX) 2026. This significant event brought together 371 personnel from the Regular, Ready Reserve, and Affiliated Reserve Forces of the Philippine Army, the Philippine Navy, and the Philippine Air Force.
Over the course of the three (3) days, the exercise focused on strengthening the readiness, interoperability, and integration of Regular and Reserve Forces, preparing them for mobilization, joint operations, and responses to national emergencies within the SOLCOM Joint Operations Area.
During the Opening Ceremony, COMMODORE MARCO N BUENA PN, Deputy Commander, SOLCOM, underscored the collective responsibility of both Regular and Reserve Forces in safeguarding the nation. “It is a shared responsibility—and here in Southern Luzon, you, our reservists, play an essential role in responding to conflicts, crises, disasters, and national emergencies. Your commitment, readiness, and willingness to serve significantly enhance our collective capability to protect our communities and safeguard our nation.”
The exercise included a series of dynamic activities: Staff Exercise (STAFFEX), Subject Matter Expert Exchanges (SMEE), Joint and Combined Arms Operations, Aerodrome Operations, Surface Operations, Coastal Defense Operations, Shipboard Evolutions, Field Artillery Operations, Tactical Combat Casualty Care (TCCC), Emergency Medical Response and Evacuation (EMR/V), and Collapsed Structure Search and Rescue (CSSR).
These operations were conducted across various training sites within the SOLCOM Joint Operations Area, showcasing the capability of Regular and Reserve Forces to train, operate, and respond as a unified force.
During the Closing Ceremony, LTGEN CERILO C BALAORO JR PA, Commander, SOLCOM, represented by COMMODORE BUENA PN, emphasized the ongoing responsibility of the force.
“The completion of RFJTEX 2026 marks not the end of our duties but another step toward becoming the reliable force that Southern Luzon can count on when the call comes.”
From training to action, RFJTEX 2026 has forged a more prepared, integrated, and interoperable force—ready to mobilize, respond, and serve when the nation calls.
