The Department of the Interior and Local Government (DILG) Apayao, under the leadership of Provincial Director Marleen M. Guerzon, successfully spearheaded the Academic Development Through Alternative Learning Promoting Leadership, Upskilling and Sustainability for Barangay Officials (ADAL Plus) Implementation Review today, October 1, 2026.
ADAL Plus provides barangay officials and workers who were unable to complete their basic education an opportunity to pursue elementary and secondary education through the Alternative Learning System (ALS) while continuing to serve their communities. The program also integrates capacity development in leadership, communication, project development, and information and communications technology.
Following the historic graduation of its first 89 learners last August 7, 2026, this strategic review brought together the following key stakeholders to assess the gains, address operational gaps, and fine-tune strategies for the next rollouts:
1. Provincial Government of Apayao represented by SP, Josephine M. Bangsil, Chairman of the Committee on Education;
2. The Department of Education represented by SDS, Benedicta B. Gamatero;
3. Department of Information and Communications Technology represented by Provincial Officer, Mona Lisa Vizcarra;
4. The Technical Education and Skills Development Authority represented by TESDS II, Charlie G. Baloaloa;
5. The Commission on Elections represented by the Provincial Election Supervisor II, Atty. Mae Richelle Belmes-Chaudhary; and
6. The Liga ng mga Barangay (LnB) President, Marcial Valiente
DILG Apayao remains steadfastly committed to elevating the quality of public service across all 133 barangays in the province.
Through strengthened partnerships, continuous learning, and a shared commitment to public service, ADAL Plus goes beyond providing educational opportunities, it empowers barangay officials and workers to become more capable, confident, and effective public servants. As DILG Apayao moves forward with its partner agencies, the program remains committed to ensuring that every learner is given the opportunity to grow, lead, and make a meaningful difference in their communities. Together, we continue to build a more empowered, responsive, and progressive local government, because better-educated leaders mean stronger barangays and better service for Apayao!
