LOOK | The Apayao Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), led by Hon. Elias C. Bulut, Jr., in coordination with the Retooled Community Support Program (RCSP) Core Team of LGU Luna headed by Hon. Januario S. Garde, together with participating National Line Agencies, successfully conducted the Ugnayan sa Barangay and Serbisyo Caravan at Barangay San Gregorio, Luna, Apayao on May 28, 2026.
The activity served as a venue for government agencies to bring frontline services and various forms of assistance closer to the constituents of Barangay San Gregorio. Likewise, the activity provided an opportunity for community members to raise their concerns, issues, and other matters requiring government intervention to participating agencies for appropriate action and consideration.
The successful conduct of the activity was made possible through the strong collaboration and support of the Provincial Government, Municipal Government of Luna, participating National Government Agencies, and other partner stakeholders.

The DILG Apayao conducted a two-day Training on the Infrastructure Audit Program and the Enhanced SubayBAYAN System including the Post-Impact Assessment of Infrastructure Projects on May 25-26, 2026 at Leonardaโs Homestay, Tumog, Luna, Apayao.
This activity aims to enhance participantsโ skills in Infrastructure Audits, improve the quality and timeliness of data updates in the Enhanced SubayBAYAN System, and introduce Post-Impact Monitoring and Evaluation using the Most Significant Change (MSC) approach.
The training was participated by Focal Persons and encoders of the Locally Funded Projects (LFPs) and LGU Infrastructure Monitoring and Evaluation-20% Development Fund (LIME 20) from the Provincial Government of Apayao and the six (6) municipalities of Apayao. It ensured strengthened coordination, improved project monitoring, and accurate reporting through the Enhanced SubayBAYAN System.
The activity also highlighted the significance of the Post-Impact Assessment of Infrastructure Projects, which evaluates the effectiveness, sustainability, and socio-economic impact of completed projects within the localities. A hands-on exercises and interactive workshops were conducted, allowing participants to apply the concepts and procedures discussed during the sessions.
Overall, the training served as a valuable venue in enhancing the technical competencies of LGU SubayBAYAN Encoders, LFP and LIME-20 Focal Persons in infrastructure project monitoring and evaluation, thereby supporting the governmentโs commitment to efficient, transparent, and accountable public service delivery.

DILG-CAR proudly celebrates the exemplary performance of Local Government Units across the Cordillera Administrative Region in the CY 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment.
Out of eighty-three (83) LGUs assessed, seventy-three (73) achieved the IDEAL Level of Functionality, reflecting strong and effective child protection systems at the local level. The remaining LGUs were assessed under the MATURE and PROGRESSIVE Levels, demonstrating sustained efforts toward continuously strengthening LCPC structures, policies, and service delivery for children.
This accomplishment underscores the unwavering commitment of LGUs in advancing responsive, inclusive, and rights-based governance for children through strengthened Local Councils for the Protection of Children.
DILG-CAR extends its sincere appreciation to all Local Government Units and partner stakeholders for their dedication and collective efforts in ensuring the promotion, protection, and fulfillment of every childโs rights and welfare in the region.
