The Schools Division Office of Apayao (SDO Apayao), through its Legal Team Unit headed by Atty. Gerriahzon Sebastian, conducted an on-site ocular inspection and survey relocation at San Jose Elementary School.
The activity was carried out in coordination with the Provincial Government of Apayao through Taskforce LUSA, represented by Roland Tamot, Engr. Eldrich Aliten, and Engr. Eliar Lloyd Basquez. The Municipal Government of Luna was likewise represented by Municipal Assessor Engr. Allan Baluan.
The site inspection and survey relocation were conducted as part of the agreements reached during the recent mediation concerning the land property where San Jose Elementary School is situated. The activity aims to verify the actual boundaries of the school property and ensure proper documentation and resolution of the land-related concerns.
This collaborative effort highlights the commitment of the Department of Education and its partner government agencies to uphold transparency, proper land documentation, and the protection of school properties for the benefit of learners and the community.

The Schools Division Office (SDO) of Apayao, through the Legal Team Unit, attended the Provincial School Board (PSB) Meeting held at Apayao State College โ Luna Campus, Luna, Apayao.
During the activity, the team coordinated with Hon. Josephine Bangsil, Sangguniang Panlalawigan Board Member, and Provincial Planning and Development Coordinator Engr. Henry Caluducan to discuss school site concerns, particularly the signing of the Deed of Donation (DOD) for Allig National Agricultural and Trade High School (ANATHS) and other matters related to the processing of school site documents.
Board Member Bangsil was approached as she is a member of the Provincial School Board (PSB), whose support is essential in addressing education-related matters within the province.
The discussion also relates to Provincial Resolution No. 44, Series of 2025, which grants omnibus authority to Hon. Elias C. Bulut Jr., Provincial Governor of Apayao, to represent the Provincial Government of Apayao in the Deed of Sale with Mr. Romeo Caligan for a parcel of land covered by Transfer Certificate of Title No. 5922 with a total area of 14,610 square meters located in Allig, Flora, Apayao. The same resolution further authorizes the Provincial Governor to execute a Deed of Donation in favor of the Department of Education โ Apayao, represented by Schools Division Superintendent Dr. Irene S. Angway, for the purpose of establishing and expanding the school site of Allig National Agricultural and Trade High School (ANATHS).
This initiative reflects SDO Apayaoโs continued commitment to strengthening coordination with provincial officials and ensuring proper documentation to support the development and expansion of school sites in the province.

Despite the demanding schedule and responsibilities brought about by the week-long Cordillera Administrative Regional Athletic Association (CARAA) Meet from February 23-28, 2026, the Legal Unit of the Schools Division Office (SDO) of Apayao led by Atty. Gerriahzon Sebastian remained committed to advancing the School Site Titling Program across the province.
The Legal Unit maximized available time during the week to conduct coordination visits and consultations with the Legal Offices of Department of Education โ Cordillera Administrative Region (DepEd CAR) and the Schools Division Office (SDO) of Benguet, as well as the Department of Health, Center for Health Development โ Cordillera Administrative Region (DOH-CHD-CAR), and the Department of Environment and Natural Resources โ Cordillera Administrative Region (DENR CAR) particularly its Surveys and Mapping Division (SMD).
The purpose of these visits was not limited to addressing legal matters but also to strengthen inter-agency coordination concerning school site titling concerns which focused on the processing of necessary documents, technical requirements, and compliance with regulatory standards needed for securing land ownership and site suitability certifications for public school properties.
Through these engagements, the Legal Unit with the support of Roi Joseph Pascua, Technical Assistant II, sought guidance, clarification, and technical assistance from partner agencies to improve the efficiency of the documentation process and to ensure that school sites across Apayao are properly documented and legally secured.
The initiative highlights the continued dedication of the SDO Apayao Legal Unit to pursue sustainable solutions for school land ownership, recognizing that properly titled school sites are essential for long-term educational infrastructure development and government investment in public education.

Ocular Inspection and School Site Validation Conducted
The Legal Unit Team conducted an ocular inspection and school site validation at Kaliat Integrated School, Kabugao National High School, Lenneng Elementary School, Binuan Elementary School, and Kabugao Agro-Industrial High School in the Kabugao District.

Mediation at Laco Elementary School
Today, the SDO Apayao Legal Unit participated in a mediation meeting at Laco Elementary School in coordination with the Provincial Government of Apayao through Taskforce LUSA and the LGU of Kabugao, represented by the Municipal Assessor.
This activity forms part of the ongoing process for the issuance of the schoolโs land title. The mediation marks a significant step toward securing the school property and ensuring the proper documentation necessary for its official titling.
The collaborative efforts of all stakeholders demonstrate a shared commitment to safeguarding public school properties and strengthening legal compliance in support of quality education service delivery.

Land Title Officially Turned Over to Kabugao National High School
On February 18, 2026, the Legal Team, led by Atty. Gerriahzon Sebastian, officially turned over the land title of Kabugao National High School to the School Head, Sir Alex B. Kawi.
This milestone marks the first school in Kabugao to receive its official land title, representing a significant step toward securing school site ownership and strengthening institutional stability.
The successful turnover highlights the Departmentโs continued commitment to ensuring that public school properties are properly documented and legally secured.
