Pursuant to Republic Act No. 12254, or the E-Governance Act, the Department of Information and Communications Technology is reorganizing and restructuring the ICT Literacy and Competency Development Bureau (ILCDB) into the ICT Academy.

As the governmentโ€™s central institution for ICT education, workforce upskilling, and E-Governance competency development, the ICT Academy will strengthen efforts to deliver quality ICT education and develop globally competitive digital skills among Filipinos.

This transition marks an expanded role and strengthened commitment to making ICT learning, skills development, and digital opportunities more accessible across the country.

The Department of Information and Communications Technology (DICT) Southern Leyte, through its ICT Literacy and Competency Development Bureau (ILCDB) Provincial Focal, conducted a hands-on digital literacy workshop for personnel of the Department of Agrarian Reform (DAR) titled "Digital Literacy for Records & Data Management and Maintenance" on September 28, 2026 at Liga Building, Bontoc, Southern Leyte.

The half-day session equipped DAR personnel with practical skills in using Google Sheets to organize, validate, and maintain agrarian reform beneficiary (ARB) and land records. Topics covered proper data structuring, data validation and dropdown lists, sorting and filtering techniques, duplicate detection, essential formulas for tracking, access control for shared files, and a regular backup and maintenance routine to keep records accurate, secure, and audit-ready.

Participants took part in live demonstrations followed by a hands-on practice activity using sample datasets, allowing them to directly apply what they learned to real scenarios involving beneficiary tracking and CLOA record management. The workshop fostered active participation, with personnel sharing their own records-management challenges and best practices throughout the session.

Through initiatives like this, the DICT Southern Leyte reaffirms its commitment to strengthening digital literacy and good data governance practices among partner government agencies in Southern Leyte, helping build more efficient, reliable, and secure public service delivery.
