Con-current ECCD Officer, Mr. Charlo Costales, was selected as one of the Program Consultants for the Pilot ing of the KidStart-Lite PH by the Department of Social Welfare and Development through its DSWD Academy - Central Office.

KidSTART-Lite PH is a community-based Early Childhood Care and Development (ECCD) program that brings health, nutrition, and early learning support directly to youbg children and their families - one coordinated, caring package. The program is set to be piloted by DSWD and shall target families with children-aged 0 to 6 years old.

The City Early Childhood Care and Development Office successfully completed the last batch of its Dental Fluoride Application activity, reaffirming its commitment to promoting good oral health and proper dental care among young children in Mabalacat City.

This initiative highlights the importance of early dental care in preventing tooth decay and maintaining healthy smiles. Through this activity, our children are encouraged to develop good oral hygiene habits that will benefit them as they grow.

The City ECCD Office extends its heartfelt gratitude to the City Health Office Dental Team, headed by Dra. Leica Marie Hipolito, City Dentist, for their dedication, expertise, and valuable service in promoting the oral health of our young learners.

The City Early Childhood Care and Development Office successfully distributed water dispensers as incentives to 32 Child Development Centers (CDCs) with complete birth registration records, recognizing their commitment to ensuring that every child’s birth is properly registered and documented.

This initiative highlights the importance of complete and accurate birth registration in protecting children’s rights and ensuring that every child is recognized and accounted for. At the same time, the distribution of water dispensers promotes proper hydration, health, and the overall well-being of our young learners by helping provide access to clean drinking water in their learning environments.

The City ECCD Office extends its sincere gratitude to Hon. Mayor Gerald Guttrie P. Aquino, Hon. Vice Mayor Marcos T. Castro Jr., and Hon. Councilor Benjamin D. Jocson for their support and commitment to initiatives that promote the welfare and development of young children.

Special acknowledgment is also extended to the City Civil Registry Office (CCRO), headed by Mr. Tyrone Gueco, for its partnership and valuable contribution in promoting complete and accurate birth registration among children in Mabalacat City.

𝗦𝗧𝗥𝗘𝗡𝗚𝗧𝗛𝗘𝗡𝗜𝗡𝗚 𝗘𝗖𝗖𝗗 𝗦𝗘𝗥𝗩𝗜𝗖𝗘𝗦 𝗧𝗛𝗥𝗢𝗨𝗚𝗛 𝗖𝗢𝗢𝗥𝗗𝗜𝗡𝗔𝗧𝗜𝗢𝗡 𝗔𝗡𝗗 𝗖𝗢𝗟𝗟𝗔𝗕𝗢𝗥𝗔𝗧𝗜𝗢𝗡.

The Mabalacat City Early Childhood Care and Development (ECCD) Office conducted a coordination meeting with the Provincial Social Welfare and Development Office (PSWDO) to discuss preparations for the external assessment of three (3) Child Development Centers (CDCs) in Mabalacat City.

The activity was attended by Ms. Fe Manalang, RSW, Pampanga Social Welfare Head; Ms. Rose Anne S. Zaldivar, Senior TESD Specialist; Ms. Kate D. Flores, TESD Specialist II; Mr. Leonardo E. Pinlac, Provincial Director; and Ms. Desiree P. Villocino, Assessor of Steiner Maris Academy, Inc.

The meeting focused on the necessary arrangements, assessment requirements, and coordination efforts to ensure that the identified Child Development Centers meet the applicable standards for quality early childhood care and development services. This initiative aims to strengthen the delivery of safe, inclusive, and developmentally appropriate learning environments for young children.

The ECCD Office also emphasized the importance of coordinating with the Technical Education and Skills Development Authority (TESDA) regarding the assessment and certification of Child Development Workers (CDWs). This undertaking seeks to support the professional development and competency of CDWs in preparation for the implementation of Republic Act No. 12199, or the Early Childhood Care and Development System Act, which strengthens the country's ECCD system.

Through these collaborative efforts, the Mabalacat City ECCD Office continues to demonstrate its commitment to improving the quality of ECCD services, ensuring compliance with applicable standards, and strengthening the capacity of both Child Development Centers and Child Development Workers.

The Mabalacat City Early Childhood Care and Development (ECCD) Office successfully conducted the Parents’ Committee Meeting and Election of Officers on October 8, 2026, at the Mabalacat City Cultural Hall. The activity brought together Parents’ Committee Presidents and representatives from the different Child Development Centers (CDCs) for a meaningful gathering aimed at strengthening parental participation, leadership, and support for the City’s ECCD Program.

The meeting served as an avenue to discuss important matters concerning the implementation of ECCD programs and services and to strengthen coordination and collaboration among the ECCD Office, parents, barangay stakeholders, and the City Government of Mabalacat.

The meeting agenda, discussed by Mr. Charlo G. Costales, RSW, MSSW, Concurrent ECCD Officer, focused on the following:

*Presentation of ECCD Program Updates;

*Roles and responsibilities of the Parents’ Committee in supporting the implementation of ECCD programs at the community level;

*Strengthening parental participation and engagement; and

*Open discussion of concerns, recommendations, and matters affecting the ECCD Program.

*ELECTION OF PARENTS’ COMMITTEE OFFICERS

One of the major highlights of the activity was the election of the new set of officers of the ECCD Parents’ Committee. The election provided parents with an opportunity to exercise their participation and choose leaders who will represent their interests and help strengthen the partnership between families and the ECCD Program.

Councilor Marjorie Grace P. Morales, Hon. Councilor Benjamin Jocson, Board Member Cherry Manalo, and Board Member Christian Halili. Their presence and support demonstrated the City Government’s continued commitment to promoting the welfare, development, and education of young children through strong family and community involvement.

The gathering highlighted the importance of partnership, collaboration, and shared responsibility among parents, ECCD personnel, barangay officials, and the City Government. Through an active and organized Parents’ Committee, parents are empowered to become stronger partners in planning, supporting, and sustaining programs that respond to the needs and best interests of young children.

Likewise, heartfelt appreciation is extended to all Parents’ Committee members, Child Development Workers, ECCD personnel, barangay partners, and parents whose active participation and cooperation contributed to the success of the meeting and election.
