On October 14, 2026, the DSWD 4Ps Municipal Operations Office (MOO) Mabini conducted the Municipal Advisory Council (MAC) Meeting at the Conference Room, 2nd Floor, Mayorโ€™s Office, Municipality of Mabini, Davao de Oro, bringing together key stakeholders and partner agencies to discuss program updates, implementation concerns, and strategies to strengthen the delivery of the Pantawid Pamilyang Pilipino Program (4Ps).

One of the key agenda items was the discussion on the salient provisions and amendments of Republic Act No. 11310, including the rationale and implementation of Memorandum Circular No. 21, Series of 2026. The discussion highlighted the eligibility requirements for continued program participation, the use of the Social Welfare and Development Indicators (SWDI) as the basis for program extension, and the importance of strengthened case management to address the needs and vulnerabilities of eligible households. Emphasis was also given to individualized Family Intervention Plans, referrals to appropriate services, and coordinated interventions to help families achieve self-sufficiency.

The council also discussed the registration of 168 newly registered 4Ps households and the implementation of Basta Beripikado, Mabilis ang Serbisyo (BBMS), including the mandatory registration of beneficiariesโ€™ PhilSys Card Numbers (PCN). Updates on regular 4Ps household records, the distribution of educational kits and learning materials to Child Development Centers in partnership with Torre Lorenzo Development Corporation, and the 4Ps Partner-Beneficiaries Recognition Day held on October 9, 2026, were likewise presented.

Furthermore, updates were shared on the Youth Development Session (YDS) conducted in partnership with Dusit Thani Lubi Plantation, the status of the Specific Implementation Agreement (SIA) between DSWD and LGU Mabini, and the proposed Cash Card Pawning Ordinance. These initiatives underscore the importance of protecting beneficiariesโ€™ welfare, strengthening local partnerships, and ensuring that program implementation remains responsive to the needs of 4Ps families.

Under other matters, the council discussed the upcoming Serbisyo Caravan, scheduled for October 28, 2026, at the Municipal Gym for shoreline barangays, and tentatively on November 10, 2026, at Golden Valley Gym. The activity aims to provide accessible one-stop services, including birth certificate registration, National ID assistance, PhilHealth YAKAP, DepEd inquiries, and health services, with the participation of relevant agencies and service providers. The upcoming Gender and Development (GAD) Mapping Assessment in Barangay Pindasan on October 21โ€“22, 2026, was also noted.

Through the active participation and collaboration of DSWD, LGU Mabini, and partner agencies, the MAC meeting reaffirmed the shared commitment to strengthen program implementation, improve access to essential services, and provide appropriate interventions for vulnerable families. Together, we continue to work toward empowering 4Ps households, promoting inclusive development, and ensuring that every family has the opportunity to build a more secure and self-sufficient future.

The Municipal Operations Office (MOO) of Mabini expresses its heartfelt gratitude to the Department of Social Welfare and Development (DSWD) for providing the FDS Care Kits and Pagpupunla Modules to our Municipal Links! โค๏ธ

The FDS Care Kits provide practical support to our Municipal Links as they carry out their fieldwork. The raincoats and boots help protect them during rainy days, while the tumblers help them stay hydrated while serving families in the community.

Meanwhile, the Pagpupunla Modules serve as valuable guides in facilitating meaningful and engaging Family Development Sessions (FDS) for our 4Ps families.

More than just materials, these resources are a reminder of DSWDโ€™s continued support for our frontline workers as they bring services, learning, and positive change closer to communities.
