The Department of Trade and Industry (DTI) and Pampanga State Agricultural University (PSAU) launched the Shared Service Facility (SSF) Fabrication Laboratory (FabLab) on March 16, 2026, at the PSAU Innovation Center Building, forging inter-agency and private partnerships through MOAs with TruForm Asia Packaging Corp, Gecar Machine Solutions, and DTI to support MSMEs with modern fabrication and prototyping technologies.
The facility aims to support micro, small, and medium enterprises (MSMEs) by providing access to modern fabrication technologies and prototyping tools.
Dr. Anita G. David, PSAU President, opened the ceremony by emphasizing the necessity of convergence between the public and private sectors to address industry needs. She noted that the universityโs internal generating projects (IGPs) are integrated with these laboratories to allow students and local farmers benefit from extension projects.
โWe want our farmers to have a better life; that is why there are always extension projects,โ Dr. David said.
Ms. Ma. Cristina B. Evangelista, Acting Provincial Director of DTI-Pampanga, presented the program background, stating the SSFโs primary objective is to improve production standards within local industries.
DTI Region III Regional Director Edna D. Dizon stressed the role of State Universities and Colleges (SUCs) as frontiers for Research and Development (R&D). She noted that while other FabLabs exist in the region, the PSAU facility is designed for a distinctive production focus, specifically highlighting bamboo-based innovation.
The program featured the ceremonial signing of four key agreements:
โข A Memorandum of Agreement (MOA) between DTI III and PSAU;
โข A Tripartite MOA among PSAU, DTI III, and TruForm Asia Packaging Corp;
โข A Usufruct Agreement between PSAU and DTI III;
โข A Contract between DTI III and Gecar Machine Solutions.
The formal inauguration included a ribbon-cutting ceremony and the unveiling of the DTI-SSF FabLab signage, followed by a technical demonstration of the facilityโs equipment. The laboratory is equipped to support prototyping and product development for local community enterprises, including bamboo growers from Magalang, Pampanga, and Pantabangan, Nueva Ecija.
The event was attended by officials from the Department of Labor and Employment (DOLE) Region III, Department of Agrarian Reform (DAR) Field Office III, and the Agricultural Training Institute (ATI-RTC III). Private sector partners, including First Gen Energy Supply and Solutions and the Pampanga Federation of Investors and Inventors (PFII), were also present.
Dr. Geraldine C. Sanchez, Vice President for Research, Innovation, Extension, and Training (RIET), and Mr. Emil Paolo B. Galang, DTI Pampanga SSF Provincial Focal Person, delivered the closing remarks. The establishment of the FabLab is intended to serve as a hub for technology access and entrepreneurship development across Pampanga and neighboring provinces.

๐๐ร๐๐, ๐๐ฎ๐๐ฏ๐ ๐๐๐ข๐ฃ๐- The Sibul Technology Business Incubator (TBI) under the Office of Innovation of Pampanga State Agricultural University (PSAU) earned 1st Place Best Poster (Development Category) at the 36th Regional Symposium on Research and Development Highlights (RSRDH) held on December 5, 2025 at the Department of AgricultureโPhilippine Center for Postharvest Development and Mechanization (PhilMech).
The PSAU delegation was led by Dr. Geraldine Sanchez, Vice President for Research, Innovation, Extension, and Training (RIET), together with the heads, officers, and staff of the cluster.
The winning poster, presented by Assoc. Prof. Walter L. Pacunana, Director of the Office of Innovation, highlighted the project โExpanding the Operation of the DA-BAR TBI Program of PSAU,โ funded by the Department of AgricultureโBureau of Agricultural Research (DA-BAR).
PSAU-Sibul TBI continues to support the provision of comprehensive incubation services, technical support, and partnerships to agripreneurs and startups in Central Luzon.

Sibul Technology Business Incubator (TBI) facilitated the distribution of agricultural inputs and livelihood kits from the Bureau of Plant Industry (BPI) and the Department of Trade and Industry (DTI) Pampanga to its incubatees in separate activities held on September 25 and 30, 2025.
On September 25, Sibul TBI secured assorted vegetable seeds, three hydroponics sets, and farm toolsโincluding water sprinklers, plastic crates, sickles, shovels, pruning shears, garden hoes, seedling bags and trays, rubber boots, and gardening glovesโfrom the BPI. These items were distributed to incubatees Jomar L. David, who cultivates dayap trees and vegetables, and Marvie Jake L. Torero, who produces herbs and lettuce using hydroponics.
The assistance was made possible in collaboration with the Angeles City Local Government through the Angeles City Economic Division and Investment Promotion Office (ACEPIDO) and the Angeles City Tourism Office (ACTO), both headed by Louie Lazatin.
Meanwhile, on September 30, two incubatees received Php 15,000 worth of consumables each during a ceremonial distribution of livelihood kits under DTIโs Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program at St. Jude Oval, City of San Fernando.
Richard Sarmiento, co-owner of REACHโs Integrated Farm, received a fish processing kit, while Steefen Lawrenz Serrano received a kakanin package.
Sibul TBI said the support from BPI, DTI, and local government offices strengthens efforts to empower grassroots agripreneurs in Central Luzon, boost local food production, and promote sustainable rural development.
